According to Bob,the increase in the rear grede is proposed to conceal the septic tank covers;the front changes are being proposed to better accommodate a proposed covered porch not included on the original plot plan nor included in the building permit. The proposed grade change and retaining wall would also work better with the driveway/garage entrence arrangement, according to Mr. Dunphy. During our discussion I raised the following issues: -A building permit is required for the proposed front retaining wall, based on the proposed greding shown on a plan submitted to the Con Comm in February, 2014(more than four feet of unbalanced fill). -The minimum 8 inch clearance from finished grade and bottom of sill -Hydrostatic vents--clearance and/or relocation (area ways, aka window wells, are not allowed with flood vents)—I believe Bob also spoke with Ken concerning this issue. -Vent calculations -Submit a revised site plan topo, depicting the revised proposed gredes. ' -The crawl space slab in relation to the revised gredes. I had subsequent conversation this PM with Mike from JC Engineering, Inc. We discussed these same issues, in addition to following: -The original plot/septic plan, with a revised date of June 10, 2014, prepared and certified by Sweetser Eng., depicts a proposed TOF elevation of 14.0, a septic tank pipe invert elevation of 12.77 and pipe elevation at foundation of 13.00. -The proposed increase in grades have a prerequisite that the minimum clearence between finished grede and sills be a minimum of 8 inches. Without that minimum clearence, no grade increase can be approved by this department. -The plan prepared by Sweetser Engineering and the Building Permit issued, No. 15-4571,dated July 11, 2014,were predicated on the July 2, 1992 FIRM Map panel,which utilized NGVD datum and reflects a minimum Base Flood Elevation of 10. The February 4, 2015 plan prepared by JC Engineering references the newly adopted FIRM Map panel, and minimum BFE of 11.0,with an effective date ofJuly 16,2014 and was noted on this plan i -The BFE's reflected on the newly adopted maps are based on NAVD datum, North American Vertical Datum. I -This posses a potential problem for the Federal Flood Insurance Program with respect to interpreting the Flood Elevation Certificate, should NAVD be used to compile the certificate. i i I I -Preparing a LOMA application as a method to avoid the Etevation Certificate confusion. -If a LOMA is applied for,the approved LOMA is required prior to the issuance of a Certificate of Occupancy -Should the site not qualify for a LOMA( not approved), primarily because certain proposed grades of 10.0 are below the newly adopted BFE of 11.0, the differences in datum calculations, and the fact the crawl space would be below grede on all sides,trigger the need to raise the crawl space grade to 11.0. -This department is requiring a revised plot plan depiding the proposed additional grade changes, if any, on a �ew certified plot plan for review. This plan will be reviewed for run-off and related Building Code compliance issues. -A building permit is required for the proposed front covered porch and be included on an As Built plan. In summary, a Certificate of Occupancy should not be issued until such time as all related Building Code and Flood Resistant Construction provisions, including a potential LOMA, be complied with. The engineering firm will visit the site to determine the best compliance remedial actions. ' Jim i I I I � i z
