THE DEVAPT"' 2000 CAN BE INSTALLED IN ANY LOCATION fit: t F' t. HOW THE SYSTEM WORKS THE DEVAPT" 2000 IS A HUMAN WASTE REDUCTION SYSTEM THAT HAS A PRIMARY DESIGN FUNCTION OF ELIMINATING LIQUID. The DEVAPT' 2000 has been designed to achieve an optimum -controlled environment for the natural aerobic biological reduction of human waste. This system is an odorless, waterless, natural process that uses no chemicals. It has been specifically designed for heavy public use and can be installed in any location. Our DEVAPT" SYSTEM accelerates the process of waste reduction through evaporation and dehydration. This system controls the direction of the air as it moves through the conversion tank. This provides a clean and odorless restroom facility. Another unique feature of the DEVAPT"" SYSTEM is the control of liquid. Liquid that enters the tank may travel up to 126 feet during the evaporation process. There are two methods of directing liquid to the back of the tank: one is to pipe the urinal drain to the rear of the tank, and the other is through liquid channels on the sides of the center vent that direct liquid to the rear. This increases the liquid retention time and allows thousands of cubic feet of air to pass over the liquid in the bottom as it travels and evaporates. The ventilation fan can regulate the amount of CFM, depending on usage. The engineered ventilation system is designed to regulate the amount of oxygen (air) that flows through the conversion tank. The amount of air flow (or CFM) can be regulated, depending on the amount of usage. The ventilation system directs the air flow by pulling air into the tank, either through the toilet chutes or air vents. This provides the oxygen for the initial conversion area. Air is then pulled down the two side panels to the lower portion. This again provides the oxygen for the biological process and a continual air flow for evaporation. The air flow is then directed into the center clean-out vent to be exhausted out of the tank. The maintenance aspect is one of the most important features in the DEVAPT'" 2000 final design. The removal of the finished material is required at least once a year. The front lower area of the tank provides a clean-out area 18" wide and 60" long. After the first year of use, material is moved into this area from the interior bottom of the tank. Another unique feature is the center vent and side vents allowing the removal of material from the back, center and front of the tank. The material that has been moved into the removal area is allowed to remain until it is thoroughly dry. The DEVAPT"" SYSTEM prevents liquid from entering the clean-out area. To interior service tools, an interior light and viewing�ports, allow maintenance personnel to service the upper chamber without opening II the access door or removing the service tools. First of all,our buildings are built on their own steel concrete floor system. This floor system allows us to complete the structure at our plant. By ROBIN LORD STAFF WRITER HARWICH — A group of West Harwich homeowners is seeking relief from the sight of a bathhouse being built at the town -owned Pleasant Road Beach. They claim the bathhouse will block one of the town's best views of the ocean. "When you stop to think how many scenic places there are in town, this is the one place where people can walk and get a panoramic view of the beach," said Shore Road resident Robert Keeler. "You're going to blot out this view with this stupid building." Selectmen last night agreed to put the project on hold for one week to investigate whether the handicapped -accessible building can be placed in a less conspicu- ous spot. They are expected to seek input from rhe town's disabil- ity rights committee and town heaith director Paula champagne. Annual town meeting voters in May approved spending $56,000 for the bathhouse as part of the town's effort to upgrade and make handi- capped accessible the facilities at all of its beaches. The cement foun- dation has already been built. The building will house toilets and showers, and provide a place to keep rescue and safety equipment and one of the town's handicapped - accessible beach chairs. Recreation and Youth Commis- sion chairman Lee Culver said for- mer town engineer Jane Estey researched the project and chose the spot. He said her first consider- ation was public safety, so she chose a spot closest to the beach. Culver said Estey also chose the highest spot on the site so a Title 5 septic system could be placed underground there. He said the existing 30 -year-old bathhouse has an outdated septic system. Culver said the water table at most other areas of the beach is too high to allow an underground septic system. If the bathhouse were built at a lower location, the septic system would have to be built above ground with a cement retaining wall around it. DATE: September 4, 1997 I recently asked, through the MMA's local net, for any information people had " regarding regulations of porta johns. One piece of information which came back was ! that under the Massachusetts Department of Public Health Regulations, Title 105, Chapter 410.152, there is a provision for the regulation of chemical toilets. It would ' seem as though you have missed this in your research. This regulation requires that such chemical toilet may not be located within 30 feet of any building used for human habitation or of any lot line or street. It also requires that the Board of Health may approve in writing the continued use of such facilities and you must find that such chemical toilets will not endanger the health of any person or cause objectional odors or other undue annoyance. It would seem as though these regulations would apply in the case of Blue Rock Golf Course. Please review this information and let me know how you would intend to enforce this Massachusetts Code. Some ideas would be to check with Boston for the gatherings on the Common and at the Hatch Sheli (Fourth of July and other concerts); West Springfield (I do not know whether they need chemical toilets for the Big E; Northampton since it has fairgrounds that see some use; Newport, RI for the various music festivals out on the water; and even New York City for the events in Central Park (the number of obtaining information for a special event in the Parks system is (212) 360-8126; the number to obtain an application in Manhattan is (212) 408-0226). I would say Mansfield, but I think that they have sufficient toilets for the events at Great Woods, but it is a possibility. Hillsdale, NY has the Falcon Ridge Folk Festival over three days. Does Brimfield require a certain number of facilities per flea market attendee or flea market exhibitor? Other ways to think about it are number of people X number of gallons of waste per day X portion of the day plus some safety factor. The plumbing/building code might require a certain number of toilets per 100 seats m an auditorium. One note to add is to make sure that some of the toilets are handicapped accessible. If you are thinking about regulations as regards to the workplace, some of the Massachusetts regulations may be helpful. I agree that some regulation is necessary. I would like an opportunity to have input regarding the permitting process and the length of time someone may have such a facility. As an example, I feel that the Board of Health should be able to grant the town and others seasonal use of porta johns in particular locations. As an example, at Seagull Beach we need to have a handicapped accessible porta john during the summer months until we are able to receive approval for the $250,000 which will be necessary to renovate the snack bar area and septic system. The other issue which was raised at the meeting that if the Board of Health does not adopt ', some type of regulation a petition will be filed and a town meeting bylaw would be presented to regulate porta johns. I am concerned with a submission of a bylaw,as once it is in place, it is difficult to change and when special circumstances arise you will not have ' the fle�bility which we may need to grant temporary use of porta johns for town projects. As a result of that discussian,the Board of Selectmen is forwarding this petition to you for your review and action. The Board of Selectmen feels that a Board of Health regulation should be adopted which would control the location, cleaning schedule and length of time the porta johns are placed in any particular location. There was a ' discussion regarding the four points raised in the petition and it is my impression that ; there is flexibility regarding the four requests with the ultimate goal being some type of permitting process wherein abutters are notified of the intent to have a porta john : installed near their property.
