Hearin�—Condominium Swimming Pool Reeulations =� Health Inspector Peter Gray advised tha.t he ha.d had no response to his letter and several telephone calls from Kingsbury Apartments. Bob Davidson from Buck Island Village and Doug Carlson from Ravenswood Condominiums aze here representing their respective condominium complexes. Both applicants aze requesting the sa.me variances that were granted to other condominium associations at the last meeting. The pools are both semi-private for the use of residents and guests only. Both associations have had trouble getting personnel to staff their pools. A. Buck Island Village Bob Davidson advised that their poal had operated successfully and uneventfully for the past several years. They have a certified pool operator and person to do water testing in place. The complex has 117 units of which 10 or less are rented. An owner must accompany any guest using the paoL Two of the owners aze nurses at Cape Cod Hospital and spend a lot of their leisure time at the pooi. In addition,the stai�can observe the pool from the office. The Health Director asked about access to the pool. Mr. Davidson replied that owners have a key to the pooL He estimated that 40 out of 117 owners use the pool. Mr. Kelliher suggested tha.t keys be stamped "Do Not Duplicate". � The Health Director recommended the following conditions for granting the variance: Anyone under 18 years of age must be accompanied by an adult, no one allowed to swim alone, the gate to the door to the pool must be padlocked by dark and the keys to the pool be stamped"Do Not Duplicate". MOTION: (Chazles Kelliher) To approve the variance subject to the recommendations of the Health Director. SECONDED: Robert Brown Discussion: None Vote: Unanimous B. Ra.venswood Doug Cazlson from Ravenswood advised the Board that the complex consists of 39 units. Each owner has two keys to the pool area which cannot be duplicated. He and his wife have completed the certified pool operator course. T'heir condominium unit is located near the pool. Page 3 of 6 The Health Director stated that a monitor must be onsite at the pool if there aze over 30 bathers using the pooL � MOTION: (Charles Kelliher) To approve the variance with the conditions that two keys which cannot be duplicated are issued to each owner, the hours of operation for the pool are 10:00 AM to 5:00 PM, the pool be tested 4 times a day and there is an onsite pool monitor when there are over 30 bathers using the pool. SECONDED: Robert Brown Discussion: None Vote: Unanimous IV. Update-Communic�ble Disease Surveillance and Reportin� Health Inspector Peter Gray advised the Board that he and the Health Director had attended a workshop conducted by the Visiting Nurse Association regazding new reporting procedures for communicable diseases. He advised that the number of diseases reported have increased 5 or 6 times over the past 20 years. There are 5 to 10 mare diseases that are classified as communicable. Vaccinations are now available for hepatitis and mumps, mea.sles and rubella. Imposing fines on health care providers who do not follow reporting procedures is not being considered by the state Department of Public Health. The coaperation � of the physicians is critical and the level of cooperation is not what it should be. � The number of food borne illness cases reported has not increased with the increase in the number of restaurants in town. Mr. Kelliher asked what were the most prevalent communicable diseases that the department confronts. Mr. Gray replied that they are Lyme disease and hepatitis B and C. The I�ealth Director asked Mr. Gray to inform the Boazd of the recent tuberculosis case diagnosed in a food service worker. Mr. Gray advised that the person works in Yarmouth but is a resident of Barnstable. He has been in contact with the state Department of Public Health and the Town of Barnsta.ble Health Department to determine which town is responsible for overseeing treatment for the individua.l. TB tests far other employees of the establishment will be conducted by the VNA here at town hall. Page 4 of 6
