O'Reilly & Associates, Inc. hereby requests to meet with the Yarmouth Board of Health at their regularly scheduled meeting, February 2nd, to ask for approval to install a tight tank at the above referenced property. J.M. O'Reilly & Associates, Inc. was hired to complete a site and septic plan showing the removal of the existing 323 s.f., one bedroom, cottage and construction of a new 574 s.f., one bedroom cottage. The existing cottage is served by a cesspool which would need to be upgraded as part of the construction process. The initial plan was to install a conventional septic system. However, at the time of our soil and percolation testing high groundwater was established at a depth of 4' below grade (mottling found in test pit # 2 & #3 — see enclosed Site and Septic Sketch Plan for details). In order to install a new septic system the grade, on the north side of the cottage, would have to be raised almost 2' or a containment wall would have to be built in order to meet required separation to groundwater. Along with the grading/containment wall construction the system would include mechanical components such as alarms & pumps and installation of the system would be costly (anywhere from $25,000 to $35,000). The proposed cottage is not considered "new construction" by 310 CMR 15.00 "Title 5" standards (no increase in flow). Therefore the installation of a tight tank is allowed and the January 2014 revisions to "Title 5" require only local Board of Health approval for installation. The installation of a mounded septic system would be very costly and greatly change the character of the existing property. The proposed cottage is relatively small in size and there will be little water usage inside the cottage. The proposed cottage does not have a laundry facility and the installation of the proposed outside shower will help reduce wastewater flows. The tight tank will have an alarm that will go off when the tank is at 60% capacity so that the homeowner/occupant will have time to schedule pumping of the system. We believe that the tight tank will also benefit the environment in this area. The tight tank will eliminate any onsite discharge of wastewater from the proposed cottage. The area of the proposed cottage is subject to a high groundwater table and is surrounded by wetlands to the north, south, and west (See Site and Septic Sketch Plan). Tight tank installation will also be a much cheaper alternative with estimated installation costs ranging from$6,000 to$8,000.
