I have reviewed the Department of Public Health Camp Regulation Section 430.372, Location and Maintenance of Toilet Facitities. The bunkhouse must be within 200 feet from the door of the sleeping rooms for the people using the bunkhouse. � You may use this letter when you apply for a variance from the state Board of Plumbing Examiners. Murphy, MPH Health Director BGM/mar cc: Russell Robbins, Town of Yarmouth Plumbing Inspector File 105 CMR: DEPARTMENT OF PUBLIC HEALTH 430.355: Final Disposal of Solid Wastes The operator of each recreational camp for children shall be responsible for the fmal collection or ultimate disposal of garbage and rubbish by means o£ (A) the regular municipal collection system;or (B) any other collection system approved by the board of health;or (C) when otherwise lawful,a garbage grinder which grinds garbage into the kitchen sink drain finely enough to ensure its free passage,and is otherwise maintained in a sanitary condition;or (D) when otherwise lawful, a garbage or rubbish incinerator located at the camp which is properly installed and is maintained so as to not create a safety or health hazard;or (E) any other method of disposal which does not endanger any person and which is approved in writing by the board of health and the Departrnent of Environmental Protection. 430.360: Sewage Disposal The operator of each recreational camp for children shall provide for all waste waters a sanitary drainage system connected to the public sewerage system;provided,that if because of non-availability,distance or ground conditions,connection to a public sewerage system is not practicable,any other means of such disposal of sewage approved in writing by the board of health and in compliance with 310 CMR 15.00 or approved by the Massachusetts Department of Environmental Protection in compliance with 310 CMR 5.00 or 314 CMR 3.00 may be installed, as applicable. 430.370: Toilet Facilities Reyuired The operator of each recreational camp for children shall provide at least two toilets or privy seats for each sex,and, (A) For each camp other than a day camp where the number of persons of one sex is in excess of 20,the operator shall provide one additional toilet or privy seat for each additional ten persons or fraction thereof of that sex. (B) At a day camp where the number of persons of one sex is in excess of 60,the operator shall provide one additional toilet or privy seat for each additiona130 persons or fraction thereof of that sex. 430.371: Urinals Mav Be Substituted For males,one urinal or two lineal feet(0.6m)of urinal trough may be substituted for up to_ of the number of toilets or privy seats required. 430372: Location and Maintenance of Toilet Facilities The operator of each recreational camp for children shall so locate the toilets so that they are not more than 200 feet(6(hn)from the door of the sleeping rooms of those people who are expected to use them. The operator shall provide an adequate supply of toilet paper and shall screen each window or other exterior opening with screening containing not less than 16 meshes per inch(2.54 cm). Every screen door shall be equipped with a self-closing device. 430373: Handwashin�Facilities The operator of each recreational camp for children shall provide handwaslung facilities and shall meet the following minimum requirements: (A) Residential camps shall provide at least one lavatory or wash basin,or space for one person at an industrial-type lavatory,for every ten people. i . 1 8/15/03 105 CMR- 1735 I Cape Cod and Islands Council, Inc. #224 � Boy Scouts of America � � � Serving Cape Cod,Martha's Vineyard,and Nantucket Islands �� ��j E � May 2, 2011 � � Bruce Murphy Town of Yarmouth Board of Health 1146 Route 28 South Yarmouth MA 02664 Re: Bunkhouse at Camp Greenough, 227 Pine St, Yarmouth Port i I Dear Bruce: f I am writing regarding the construction of a"bunkliouse"at Camp Greenough. � The purpose of this building is to make the property more available to scouts and other � youth groups by allowing for a modified camping experience. The proposed building y would provide sleeping quarters for 34 people on a short-term,typically weekend, basis. � As the current building codes require a sprinkler system,it was most cost effective to plan a"wet" system that would also require the building being heated. A"dry" system would not require heat in freezing weather and would be much more expensive to install. It seems that having both heating and sprinkler systems places this building in a dormitory with the building code. While we understand this,the actual use in quite different from what most would consider a dormitory. Use is short-term, only a few nights at a time,there is always adult supervision within the building and rest rooms are located within one hundred feet of the building. The only difference between this and tent camping is the type of structure people are sleeping in. The building will be available on a year round basis,but our experience with other year round facilities is there is little interest in using our facilities between mid-November and mid-March. We need a letter from you to apply for a variance from the state board of plumbing examiners. We hope you will be able to provide a statement that at least does not oppose this project. The intended use and rental for year round use with full heating system and fire sprinkler system leads me to this apinion. Therefore I can not sign off on the plans. Russell E.
