Dear Mr.Murphy:
This is in refereuce to the shooting sports facilibies at Camp Greenough,and our efforts to address your
concerns. As you may know,Mr.Bnu:e Giimore of the Mass.Department of Environmental Protection has
canducted a site survey. A copy of his report is att�hed. As you can see from lus report,Mr. Gitmore
believes we are years,if not decades,away fram having any Iead concentraiions that might pose hazardous,
and he has made recommendations to mitigate those hazards well before they occur. Here are his requested
actions,all of which we intend to implement In fact,we have aiready begun on steps 1,2,and 4.
1) Create a roof over the top of the rifle range berm,and install a waterproof"eyebrow"to prevent
water from leaching thru the area of lead concenhation. We have a temporary roof and eyebrow
in place and are researching the materiats to install a permanent one.
2) Do periodic sail tests to determine ph Ievels,and lime the soils to create a ph of 6.5 to 8.5,wluch
will help to slow the breakdown of the lead products.
3) Periodically remove and sift the drop zone at the rifle range and send the collected lead to a
recycling center. We plan to do tlus each fait,and are researching the proper techniques and
procedures.
4) Determine the time fiame for needing to do reclamation on the shotgun range drop zone.
Preliminary indications are that it would be many decades at our present usage rate before such
action would be needed. We are already doing soil tests and preparing to lime the area if
necessaiy. We will also switch entirely to biodegradable targets.
5) Create a stewardship plan,including the above elements,to document our plans for caring for the
properiy long term
Based on Mr.Gilmore's report,and our efforts to meet his ooncerns and yours,we are as�ing pemussion to
reopen the ranges,including inviting our law enforcement officials to resume their necessary practice and
qualification firing. Pending your approval,our first plaxmed event is a small black powder training class
on April 1'7'�. We look forward to hearing from you at your earliest possible comenience.

It was a pleasure to meet with you on D�ember 1�,2003 to visit your facility and discuss t�
environmentaI aspects of lead m�nagement at your shc�oting ranges. This visit was made as part of the
Massachusetts Lead 5hot Initiative,which,as you know,is a program developed by the Massachusetts
Department af Environmental Protection(the Depamneni)in coaperation with the Gun Owners' Action
League,the Massachusetts Sports�n's Council,and other representatives of the shooting sports
cammunity to provide shooting sports clubs in the CQmmonwealth with assistance in evaluating and
improving the management of lead shot. By assisting clubs in implementing measures far lead shot
management that are best suited to their ranges,the Massachnsetts Lead Shot Initiative aims to support
clubs in protecting public health and the environment at and 5turounding their ranges.
During the Department's recent visit,we toured the facility's ranges.My observations are also
summarized in the attached Range Visit Checklist. An aerial view of your facility with the estimated fall
�one of the trap range is also enclosed.
REQUESTED AGTION
Based on the Departnnent's ot�ervations,we request that ti�facility implement the following measwes to
manage lead shot at its ranges to prevent/mitigate detrimental impacts to public health and the
environrt�t�t:
A. Implement a program�or the periodic recovety and recycling of lead from the trap and riflelpistol
ranges. (See Chapt�er III—Page III-16 of the 2A01 EPA BMP Manual for an example of when to
reclairn and recycle the spent shot).
B. In addition to recovsry and recycling,implement measures to reduce tl�likelihood of iead mobility
that could potentially impact public health or the environment. One such measure includes
maintaining a neutral pI�i{6.S to 8.5)generally through the applicafion of lime.

The f�ility has a twenty-five yard m+�le loading range adja�cent to a fifty-foot rifleJhancigun range. The rangc is oriented to shoot from
� rou,gbly northwest to southeast direction. The range is located in a hollow with elevations ranging from 39 fcet at the firing ling to 68
i feet at the Wp of the backstop. The backstop and berms are vegetated with�me minor�an occurring on the backstop at the point of
' bullet impact.
The facility has one trap field that utilizes a portable trap machinc. The field is orientod to shoot from northeast to southwest. The field
consists of an area of cut vegetation that provides an opening f�target flight and allows for collection of d�e spcnt wads and targets. The
� shotfall zo�is a forested upland.

The Scout Council should develop an Environ�ntai Stewazdship pian W insure that the gMp's are implem�ted regularly ov�a
� proionged period of time. The amonnt of shooting that is cand�cted at the f8cility on an annuai basis is minimal. The EPA manual cites
' a source that recommends t6at reclama6on and re.cycling should occur after approxunatdy 250,000 to 1 million targets have been
t[uown. T'hercfore,monitoring the acidity of the soil and maintaining a neutral pH are important BMP's. 1'he Scout representa6ves
indicaterl that t6ey were Gonsidering constr�ting eyebrows over the backstops of the ranges. Such a stntcture could further reduce
erosion ar�facilitate recycling of the spent rotux�.s.
