3. CONSTRUCTION ACCESS SHALL BE FROM THE APPLICANT'S PROPERTY AND FROM A WORKING BARGE. EQUIPMENT SHALL BE
STORED ON THE APPLICANTS PROPERTY OR THE WORKING BARGE WHEN NOT IN USE. WORKING BARGE TO BE ANCHORED
