(508) 543-5499 STRUCTURAL ENGINEERING • CONSULTING • CIVIL ENGINEERING • INVESTIGATIONS • REPORTS July 28,2016 RECEIVED Mr. William Hart Village Green Motel SEP 25 37 Seaside Village Road 2018 South Yarmouth,MA 02664 BUILDING DING DEPANTpgE Re: Village Green Motel-37 Seaside Village Road-South Yarmouth,MA NT Egress Balcony,Sun Deck& Stair Inspection TDG#15113 • Dear Mr.Hart, In compliance with Section 1001.3.2 of the Massachusetts Amendments to the International Building Code/2009 Edition which requires examination of exterior fire escapes and egress balconies every five(5)years for structural adequacy and safety by a Massachusetts registered professional engineer or others qualified and acceptable to the building official, Bob Pauline of this office visited the Village Green Motel, 37 Seaside Village Road in South Yarmouth, MA on April 19, 2015. The purpose for that visit was to inspect the existing wood- framed egress system comprised of a centrally located, second floor sun deck connected on each side with a wrap- around second floor balcony accessible via three (3) stairways on the rear of the wood framed, two story motel complex. Also inspected that day were two (2) small wood-framed, second floor balconies allotted to individual rooms located at the front of the structure(see attached photos). Following is a summary of our observations: Sun Deck The existing sun deck floor joists could not be inspected since they are overlain by pressure treated plywood and indoor/outdoor carpet from above and a solid, vinyl soffit from below. The wood posts are comprised of painted 4x6 members that support the deck framing. A heal drop at random locations around the deck revealed the structure to be stiff and free of significant vibration or deflection. The hand rail system is comprised of pressure treated wood balusters,cap and bottom rails and posts. in general,the entire system appears to be secure and structurally sound. Rear Balconies i Other than a small portion of balcony along the left side of the motel,the existing balcony floor joists could not be inspected since they are overlain by pressure treated plywood and indoor/outdoor carpet from above and a Homosote type cardboard sheathing from below. The wood posts are comprised of painted 4x6 members that support the deck framing. Once again, a heal drop at random locations of the balcony revealed the structure to be stiff and free of significant vibration or deflection. The hand rail system is comprised of pressure treated wood balusters,cap and bottom rails and posts. In general,the entire system appears to be secure and structurally sound. The section of balcony open to view from below revealed plywood blackened by moisture trapped beneath the indoor/outdoor carpet. The plywood,however,displayed no evidence of delamination and the floor joists appeared to be structurally sound with no sign of deterioration. t - 07/28/16 Mr. William Hart Egress Balcony,Sun Deck&Stair Inspection Village Green Motel 37 Seaside Village Road South Yarmouth,MA 2 Rear Balcony Stairs The existing balcony stair framing is visible from below, however the tops of the treads are wrapped with indoor/outdoor carpet. The stair framing and hand rails appear to be fundamentally,structurally sound. Front Balconies The 5x9 wood-framed balconies are located above, and to either side of, the front entrance of the motel. They accommodate rooms 216 and 217. They are framed in similar fashion to the rear balconies;however,the floor joists are overlain by narrow, painted wood decking. The structures appear to be in very good condition with one (1) minor exception. The right, front balcony post for the balcony at room 216 had undergone a recent incomplete repair, leaving the top of the wrapped wood post without an enclosure cap and exposed to water infiltration. The post should be capped,flashed and painted. Summary In general,the entire balcony,egress system is secure,structurally sound and appears to have been maintained on a regular basis. It is the opinion of this office, however,that the following remedial modifications be considered for the long term benefit of the structure. • The sun deck indoor/outdoor carpet and plywood sheathing should eventually be removed in their entirety and replaced with composite floor decking. At the owner's option,a carpet runner may be installed to help control noise. The solid aluminum ceiling should also be removed in its entirety, either leaving the floor joists exposed or covered with a perforated plastic or aluminum ceiling or a sloped solid plastic or aluminum ceiling. • The balcony indoor/outdoor carpet and plywood sheathing should eventually be removed in their entirety and replaced with composite floor decking. At the owner's option,a carpet runner may be installed to help control noise. The cardboard ceiling should also be removed in its entirety, either leaving the floor joists exposed or covered with a perforated plastic or aluminum ceiling or a sloped solid plastic or aluminum ceiling.
