Applicant proposes to construct a K9/Police Officer Training Facility.
Comments
Building: Existing use in its current form is allowed by the granting of a Special Permit. Decision#3594 granted March 9,
2000.A modification of the existing SP or a new SP will be required to modify the existing use. Buffers in area of
modification are adequate, however in order to meet the requirement of section 301.4.6 for in lot trees, two more tree will
need to be added in the new parking area or seek relief from this section.Any proposed outdoor lighting will be required to
meet the requirements of section 301.4.10. Snow storage should be indicated on the site plan in accordance with 301.10.
Building is essentially a utility structure. Plan shows a shell and no indication of any type of lighting or power source. If
power/lighting is proposed, exit signage and emergency lighting should also be considered. It is understood that this
building will not be occupied by the public. Additional windows should also be considered. In accordance with 780 CMR
natural lighting(8% of floor area being served)as well as ventilation(4%of floor area)are a requirement in sections
1203.5.1 & 1205.2 of the IBC.This will be a more realistic training environment as all habitable spaces in the
Commonwealth are required to meet these standards. 780 CMR does allow these standards to be met via exceptions
through artificial means. I have contacted Marc LaPointe, State Building Inspector regarding the open risers on the stairs
and have been granted the authority to waive the building code requirement of being solid risers. Further code items will
be reviewed as they arise.
All other applicable sections of 780 CMR will be reviewed at time of application. APD waiver should be investigated
regarding the firing range.
Planning:
• Buffers: Retain existing trees 4" in diameter and greater in the buffer areas. Supplement as needed with 3"
caliper trees to create a buffer with trees a minimum of every 20'to screen parking.
• In-lot Parking Trees: Add two more tree within the new parking area to provide a minimum of 1 tree/8 new
parking spaces. Consider adding in-lot trees in the remainder of the parking areas.
• Photometrics for the site lighting needs to conform to Section 301.4.10 with regard to maximum foot candles at
the property line. Site lighting to have a maximum 20' height.
Conservation: Not present.
Design Review: Project does not require Design Review.
Engineering: Snow storage for the site needs to be included within the layout plan. Consider adding additional
means of ingress to/egress from training site. Verify that proposed 12' wide gated access and adjacent training
site driveway provide adequate accessibility and maneuverability for emergency vehicles. All new utility services
are to be placed underground with proposed layouts shown on design plans submitted for formal review. Since
the subject parcel is located within the Aquifer Protection District (APD) the applicable guidance and standards
set forth in the Mass. Stormwater Handbook are to be utilized. It is recommended that the proposed paved

w?terway be removed and replaced with a localized highpoint (=EL.40.1') that diverts runoff to both existing and
proposed BMPs for pretreatment prior to discharge. It is also recommended that a deep sump manhole be utilized.
in conjunction with both the primary and overflow drains to achieve prescribed 44% TSS removal prior to
discharge to infiltration. Include edge treatments along parking area and driveway adjacent to existing retention
basin.
Include the following information with the submission required for formal site plan review:
• Site layout plan showing snow storage accommodations.
• Layout of all proposed utility connections.
• Complete package of engineering design calculations used to size the proposed on-site stormwater
management system and verifying that the existing and proposed infrastructure can accommodate the
new post-development peak discharge rate.
Are: Not present, coordinate with Fire Department.
Health: Locate existing septic leaching system and show on site plan; septic system not designed to vehicle
traffic;show K9 kennel and area; living round training structure-submit ventilation spec;for building dept. review,
recommend sticky mat at entrance of range.
Water: Consult with Water Department to determine appropriate location and appurtenances for water utilities for fire
fighting purposes.
