Although the commission recognizes ,the Town Counsels' opinion regarding roofing, siding, and interior repair, we' do not see how this building can be improved or occupied without altering or having an impact on the beach, the bank, and the adjacent waters. A Denial Order. of Conditions has been issued by the Conserva— tion Commission with regard to this property which is under appeal, and the Appeals Board failed to grant a variance under the Town Conservancy By—Law. The conditions of the existing septic system is unknown, and we believe that both buildings owned by the applicant, are connected to one cesspool.
