This will serve to confirm discussion which was held this date and at-
tended by yourself, Mr. Lawton, Mr. Robert Groom, and selectmen Luke and
Cipolla.
_ . The board believes that an appropriate means_of determining the ade-
quacy of the septic system Mr._Groom proposes to utilize in.his _retail fish
store may be deteimined..by a pumping out of the system to_be,observed by
Health Officer, Bruce Murphy prior to the initiation of business .by Mr. Groan.
The_action will immediately indicate the ability of the _septic tank to re-
ceive and_contain any effluents frau the premises. In addition, it should
also reveal after the passage of a reasonable period of time whether or not
the tank is subject to influence Ii.cnn any exterior sources of water, i.e., the
introduction into the tank of water I an the assumed high water in the area
of the site.
In addition to the foregoing action .the board desires for a period of 130
days (thin October_ 13, 1980) the maintenance of accurate records by Mr. Groan
to indicate water usage in increments of 30 day periods; by the. installation
of a flowmeter, and record of septic system pumpings, if any, .by date and gal-
lonages pimped for the duration. of the stated period _(130 days) ._ As part of
the record keeping process the board also desires that periodic visits to the
site by you or your representative for purposes of verification of the record '
keeping process.
It is understood by the_board that Mr. Groom's retail fish business at the
proposed site will not involve the cutting,_dressing and/or cleaning of fish
products and, further, that the washing of utensils (pans, knives, ..etc.).will
be accomplished on the premises (kitchen) of the Lobster Boat Restaurant. Ac-
tions by Mr._ Groan contrary to this understanding may be cause for reconsidera-
tion by the board of the licensing conditions.

.The.board believes that the above described actions will serve as an im-
portant and meaningful_input into the study soon to begin on_the issue. of Route
28 sewage problems/solutions, since the _forthconinp study envisions a_business-
by-business survey relative to water usage vis-a-vis septic systems pumping his-
tory.

Finally,.and`as agreed to by Mr. _Groan in conference on this date, the
foregoing actions and requirements shall be conditions relative to the is-
suance of Mr. Groom's licensing and occupancy permit.
Unless determined_to be necessary at an earlier date; the foregoing con- _
ditions shall be..evaluated following the 130 day-period with a view toward es
tablishing a final position by the board with respect to continuing licensing
and occupancy of the premises.
