Meghan Driscoll accompanied by the Camp Director, Paul Cormier inspected the camp. The camp was operated at the Dennis -Yarmouth Regional High School. The camp was found to be operating without a license from the board of health as required by Massachusetts General Law, Chapter 140, Section 32A. Of concern is the lack of procedures for reviewing the background of the staff, the failure to conduct CORI checks on the staff, no health care consultant, and no written discipline or abuse/neglect policies. Mr. Hamilton, a co -director, was informed by this office of the need to obtain a license for this program about five weeks ago. Time: 10:00 am Yarmouth, MA Director: Bob Hamilton CMR 430.00 MINIMUM STANDARDS FOR RECREATIONAL CAMPS FOR CHLDREN, STATE SANITARY CODE, CHAPTER IV 430.090 No procedures for review of the staffs background records was on file. No background checks were preformed on any staff members, ie. CORI checks or reference checks. 430.093 No written procedures dealing with abuse and neglect. 430.150 Neither staff nor the campers had any sort of health records on file on the campsite. Health records should include: emergency contact information regarding the individual, immunization records, allergies, authorization for emergency medical care, written authorization to administer any medication, a health history and for sports, travel, trip and residential camp, a report of a physical examination within the preceding 24 months. 430.155 No medical log kept on site. 430.159 No health care consultant provided by the camp. A health care consultant is either a Massachusetts licensed physician, nurse practitioner or physician assistant with pediatric training. There is not health supervisor who has at least a current certification in American Red Cross Standard First Aid;, or its equivalent and CPR. NOTE: The camp does not administer any medications on site, they strongly recommend to parents that they administer the medications themselves. 430.190 (C) Promotional material does not contain the statement: "This camp must comply with Massachusetts state regulations and be licensed by the local board of Health. 430.191 No written discipline policy 430.210 No contingency plans in writing dealing with circumstances such as natural disasters, fire evacuation, lost camper, and traffic control. No fire drills conducted during the first 24 hours of every camp session. 430.211 No contingency plans dealing with: A) children who are registered and fail to arrive B) Children to arrive at the point of pickup following a given day's activities, C) Children who appear at camp without having registered and without proper notification.
