Date: July 21, 1999 BOB DURAND Secretary LAUREN A. LISS Commissioner RE: SECOND NOTICE Title 5, 310 CMR 15.300 The Department issued you a letter earlier this year for which you have not responded. Department of Environmental Protection records indicate that you may own or operate a facility that is served by a large, onsite sewage disposal system, i.e. an individual onsite sewage disposal system or systems, where the facility has a total design flow of 10,000 to 15,000 gallons per day. If you do own or operate a large system, the following requirements apply to you: 1. Large systems within the Cape Cod, Narraganset/Mt. Hope Bay, and Boston Harbor Watersheds are in' year 2 of the 5 year basin cycle and must be inspected by December 31, 1999. 2. Large systems must be inspected by an approved system inspector every 5 years. In order to determine if your system qualifies as a large system, complete the enclosed "Large System Worksheet". Characteristic limits, within which your system qualifies as a large system are provided at the end of each field. If your facility characteristics are within any of the thresholds provided, you are operating a large system. If your facility has multiple characteristics or is not listed on the worksheet, you must use Section 15.203 of Title 5 to calculate your flows. Please refer to Title 5, 310 CMR 15.301(3), for more information on the condominium inspection schedule. If your facility qualifies for the "Other" category only, you must provide the Design Flow for your facility using Title 5 design flow criteria at 310 CMR 15.203. If your type of facility is not listed in 310 CMR 15.203, then, in accordance with 310 CMR 15.203(6) and with DEP approval, your design flow may be based on water use.
