Failure by the applicant to send copies in a timely manner may result in dismissal of the Notice of Intent. wpaformldoc • rev. 2/812018 Page 9 of 9 NOTICE OF INTENT 15 Baldwin Lane West Yarmouth PROJECT NARRATIVE Introduction The site consists of a vacant, nearly 3/ acre lot which is all upland. It sits in a well-developed residential area consisting of seasonal and year 'round homes. It is within the 100 year flood elevation per current mapping (AE el 11). It also lies within Priority/Estimated Habitat per the 2017 map. The site has never been developed, though a building permit was issued in the mid -2000's. Since then the floodzone maps have changed; this site plan and dwelling have been updated accordingly. All site work will occur greater than 175' from an isolated wetland offsite. The proposal is to construct a 4 bedroom single family home with attached garage, landscaping and driveway, with a Title 5 septic system which requires no variances. The resource area which affects the site is Land Subject to Coastal Storm Flowage (LSCSF). No other wetland resource area or buffer zone applies. The site was surveyed by Down Cape Engineering, and the topography is based on the modern NAVD '88 (current) flood zone datum. The new dwelling is designed to comply with the FEMA floodzone and Mass. Building Department standards. The house is proposed in the depression area in the middle of the lot; the fill is necessary for the house design as well as for complying with floodzone regulations. In order to comply, approximately 1000 c.y. of fill is required. Drywells connected to downspouts from gutters (or driplines to stone trenches) are proposed to infiltrate the roof runoff into the sandy subsoils. All run-off is designed to remain on-site. Exposed areas are to be loamed and seeded within 30 days of completion of the construction work and the final grading work as weather permits. Compliance with the MA Wetlands Protection Act and Yarmouth Bylaw Chapter 143 Regulations: The proposed 4 bedroom dwelling with 2 car garage is typical for this area. The septic system requires no variances from either state or local authorities, and is situated at the required 5' above the adjusted ground water elevation. The proposed construction activities will not have a deleterious effect upon any wetland values as listed in the Bylaw. The alterations within a resource area (LSCSF) involve the construction of a dwelling, septic system, driveway and fill. Fill added within the 100 year flood elevation will not have deleterious effects during a coastal storm event. Drywells for roof run-off and the sandy soils will infiltrate stormwater. The work will not have a deleterious effect on flood control. RARE SPECIES The site is located in a Priority & Estimated Habitat for state -listed rare species as shown on Mass. GIS Oliver Maps dated 2014. A formal filing with Natural Heritage has been made. - 1 - ALTERNATIVES ANALYSIS The alternative would be to keep everything "as is", which is unacceptable to the owner. The lot is assessed as a buildable lot and the current owner has had it since at least 1980.
