PROJECT NARRATIVE
Introduction
Current site improvements include a 4 bedroom non-floodzone compliant dwelling, with raised 4 bedroom
design septic system installed in 1998 and one out -building. The original house was constructed in 1930
according to the assessor's records, with improvements since then. No alterations to the leaching facility
are expected as there is no increase in flow over what exists.
The following work is proposed:
• Remove and demo the existing roof and second floor; frame new floor and roof.
• Replace existing piling/add piles as necessary, raise height of building approximately 0.5' minimum
so as to be floodzone compliant.
• Expand dwelling footprint over a portion of the existing deck
• Re -build deck, add stairs
• Expand deck northerly by 9.75' (off expanded footprint)
The resource areas which affect the site are Land Subject to Coastal Storm Flowage (AE el. 12 and AE el.
11) and Salt Marsh. The proposed dwelling straddles the 2 floodzones. It lies within the Buffer Zone to the
Salt Marsh and is 12.3' off at its closest. The Marsh was flagged by BLH Environmental Consultants.
The site was surveyed by Down Cape Engineering, and the topography is based on the current NAVD '88
flood zone datum. All work occurs within Land Subject to Coastal Storm Flowage (LSCSF). The proposed
first floor elevation will be a minimum 1' above the flood elevation, as required. Final grading shall conform
to the floodzone regulations (minimal re -grading will be necessary). A fully compliant floodzone-designed
foundation is proposed, with all utilities servicing the dwelling above the flood elevation. All construction
below elevation 13 shall be flood resistant construction.
No fill is proposed. The added pilings, where needed, will be driven within lawn area. The proposed
habitable space is within current deck area. The northerly deck expansion will be on new posts.
Compliance with the MA Wetlands Protection Act and Yarmouth Bylaw Chapter 143 Regulations:
The current septic system was designed based on 4 bedrooms; there will be no increase in flow. The
dwelling is seasonally used; no changes are proposed for the system.
The proposed construction activities will not have a deleterious effect upon any wetland values as listed in
the Bylaw. A silt fence is proposed to contain construction activities. The site is mostly level; no erosion
threat is expected. The closest point of construction for the proposed deck is 15' which further from the Salt
Marsh than what exists. The alterations within a resource area (LSCSF) involve the alteration and re-
construction of the non-floodzone compliant dwelling within the existing footprint and lawn area. Roof

drainage will be handled either using downspouts to shallow drywells or roof driplines to stone trenches. All
run-off shall be contained on-site. A work limit line is proposed between the Salt Marsh and the dwelling to
allow work to occur on all sides of the dwelling, as siding and new windows are also proposed.
The site consists mainly of lawn area and a paved driveway. No stockpiling of soil or demo debris is
expected. Staging of materials will take place in the area closest to the road and furthest from the wetland
area. An excavator with 10 wheelers will demo portions of the dwelling and carry debris to an approved site.
Raise remainder of dwelling to allow installation of piling and/or structural timbers/girts. Crane expected for
piling work. Windows, siding, trim and roofing work. It may be determined, after demoing the roof and
second floor, that is would be more cost efficient to demo the first floor to the deck.
Due to the current dwelling location being within 50' to the Salt Marsh, with proposed work occurring less
than 35' from the Resource area, a variance is requested from 4.01 of the Yarmouth Wetland Protection
Bylaw: new construction to be less than 50' to the wetland, with a new deck less than 35' to the wetland.
Mitigation consisting of native plantings (high bush blueberry or the like) is proposed within a 700 sf lawn
area (to be removed), which is adjacent to the Salt Marsh. This will provide food and habitat for wildlife,
providing nearly a 2:1 benefit ratio for native plantings vs. added deck area.

The site is not located in a Priority Habitat or Estimated Habitat for state -listed rare species as shown on
Mass. GIS Oliver Maps dated 2017.
ALTERNATIVES ANALYSIS
The alternative would be to leave the house as -is, which is unacceptable. It is not up to current floodzone
standards and requires updating. By providing drywells (or stone drip trenches) for roof run-off, maintaining
current septic flow, providing native plantings and by not negatively affecting the interests protected under
the Act or under Yarmouth Regulations, the proposed construction is an improvement over existing
conditions.
