I. Hearing — Poultry Permit Application — Pigeons and Chickens — 12 Aliio Drive,
West Yarmouth
The Health Director advised that the owner removed the rooster that was on the property
and the chickens are kept in a coop and do not roam freely on the property. The Board of
Health members made visits to the site in groups of 2 to observe the conditions at the
property. He said that the owner releases the pigeons in groups of 4. He had not
observed droppings in the driveway or on roofs. The coop is clean and feed is stored
in a metal container with a lid.
Lucan Colquhoun said that he only lets out the roller pigeons early in the morning or in
the evening from June to September. They are not let out after 10:00 AM. He has
26 pigeons. One pigeon was lost during the demonstration provided to the Board. It was
a foggy day and the pigeon could not find its way back.
The Chair advised that he did not observe any droppings when he made his site visit. He
also advised that there was no threat of infection from them to the public.
Richard DeGregorio, 11 Alijo Drive, advised that 4 pigeons is a controlled number. He
just wants the owner to keep them on his property.
Mr. Colquhoun said that he thought he had taken care of the concerns of his neighbors.
The Health Director said that he felt comfortable with the actions Mr. Colquhoun had
taken. He mentioned that he had had correspondence with the owner of 21 Alijo Drive
who was concerned about the pigeons. He stated that the Board could reopen the issuing
of a permit at any time.

The Chair thought the Board should look at the poultry regulations as they were adopted
in 1980.

MOTION: (Ms. Craig) To grant a poultry penft to Lucan Colquhoun, 12 Alijo Drive,
West Yarmouth with the following conditions: pigeons will be released no more than 4
at a time and not within 4 hours of feeding, the pumber of pigeons will not exceed 27 and
the Board can reconsider the permit after 1 y . 5, j/0� r�s

II. Update — Independence House 5
Chris Morin from Independence House talked about Silent Witnesses who observe
domestic violence and how it affects them later in life. The Clothesline project is a tee
shirt each which carries a message from someone affected by domestic violence.
Ms. Morin advised thaf there have been 19 deaths in Massachusetts due to domestic
violence. The agency offers counseling and advocacy for victims and will soon open a
shelter for victims in Falmouth. There is a 24 hour hotline and volunteers are available
to go to the hospital if needed. There is also a program at the high school for teens
entitled MVP (Mentors in Violence Protection) which promotes healthy relationships.
The Board also funds that program. Independence House also works with the Cape Cod
Elder Abuse Coalition.
Lt. Mike Bryant advised that domestic calls are the number one calls received by the
Yarmouth Police Department and have been for a number of years. The civil advocate
program provides 6 hours a week coverage at the police station. This allows the advocate
to call victims and offer support services. The Health Director stated that the
program was implemented by a grant from the Board of Health.
The Chair asked how people can help the agency. Ms. Morin replied by supporting their
events and volunteering.
