History of complaints and violations regarding unregistered rental use of the property dating back to the 1980's. 2. Most recent inspection by the Health Department, as witnessed in the past, revealed the first floor and the basement level are being used as separate living quarters by the owner and tenants. Past inspections have witnessed illegal use of attic space for sleeping quarters. 3. Due to a lack of records on the existing septic system, it is difficult to determine the maximum bedroom capacity of the system. The current assessor records indicate 1 bedroom. Any additional bedrooms,that meet the housing code definition of bedroom, must be accommodated by a compliant Title 5 septic system. 4. Housing rental of any portion of the house must meet the housing code, be properly registered, and be inspected by the Health Department prior to use. Phillips A research of the Health Department records indicate the following: • 1. 1987 septic system upgrade for a maximum 3 bedroom capacity per as-built card submitted by septic system installer 2. Voluntary Title 5 Inspection Report dated July 23, 2014 provided to the Health Department by the current owner states the septic system conditionally passes with repairs needed to a deteriorating distribution box, broken tank inlet cover, and cracked outlet tee. 3. Repairs of all issues stated in Voluntary inspection report were completed under a Title 5 repair permit filed with the Health Department in 2015. 4. There is a discrepancy between number of bedrooms upon comparison of health and assessor departments over numerous years. Per discussions with the owner in March, 2019,the Health Department has determined the proposed addition and renovations will not impact the existing septic system located to the rear of the dwelling nor increase the existing number of bedrooms. Full review of the proposed work is required by the Health Department prior to final approval. Additionally, the owner will be required to provide a floor plan of the entire dwelling to place on file with the Health Department in order to clarify the actual number of existing bedrooms .
