You are responsible for obtaining any and all permits and approvals for work on your property. The Building Dept provides a checklist of different departments that they will require sign off from to receive your building permit but this does not remove your responsibility to obtain any other permits or approvals. From your comments it sounds like the Contractor is referring to Old Kings Highway (OKH) permitting when he speaks about the visibility of the project from the street, as they are seeking to maintain the historic character of the district. The Old Kings Highway approvals process is distinct from the building permit, and Conservation Commission approvals processes. Building permits are issued in accordance with the Massachusetts building code and are always required for this type of work. 1
