prior agent regarding changes to the planting plans and emails when plants were planted/inspected that BSC was not

Hi, Matt,
I am forwarding three separate emails that Doug sent to Kerry Muldoon or Joyce Landscaping that refer to the
landscaping at 7 Highland Street. This is what I could find. I assume that if Kerry responded, it was by phone.
I couldn't remember exactly when Kerry had come out to 7 Highland. More than once, I'm sure, but Doug's email of June
11, 2015 clarifies that. She came out the day before, on June 10, 2015. I met with her. During our discussion about
plantings, we talked about the fact (as described in Doug's email below) that the required four-foot buffer of stone had not
been adjusted when the retaining wall was moved back another two feet. What this did was make the area in question for

plantings - the enclosure - already very small to begin with, much smaller. Kerry said words to the effect of: Why don't
you just make the entire area stone? It'll be better for drainage and less maintenance.
So that's what we did, as outlined in the June 15, 2015 email.
In the last email from Doug to Kerry - December 2, 2015 - Doug summed up what had been done, in consultation with
Kerry. I believe that she left her position shortly after and that Kelly Grant subsequently became the Conservation
Administrator.
I am trying to track down the receipts from Country Gardens, Mahoney, and The Green Spot where I bought some
plantings to replace those that didn't survive. Not an easy feat since I think I used a Visa card that I no longer have so I
am having trouble figuring out exactly when I did that. I believe it was in 2016 and again in 2017. I'll keep looking.

Hi Kerry,
The builders have begun to frame the structure on the lot at 7 Highland.
I just recently reviewed the order of conditions on the job. Apparently, there is some sort of report that has to be filed by
an Engineer on the BMP Storm Water cutover to the catch basin when the project is complete. (I assume this means
when the roof run off is directed to the catch basin and the lot is finally graded.) Is this something BSC has to do in
connection with the plans already submitted by them? Also, what is the O&M plan to which they refer? There is only a
catch basin and plantings on the lot at the end of the drive, so this cannot be very complicated - something like clean the
debris from the basin when it collects to 12inches deep and water the plants to keep them growing. Does this really need
a plan? It seems obvious. I note that the Certificate of Compliance cannot be applied for until the plantings have survived
two full (fall 2014/spring 2015 and fall 2015/spring 2016) growing seasons.
Further, Annick is getting ready to let a contract for the final landscaping of the lot which will begin after the structure is
framed, roofed and shingled. Do we have to submit a final landscaping plan in addition to the site plan filed by BSC? If so,
do we need to review that plan with you as there are likely to be some changes from the BSC submission. For example,
that plan calls for a four foot buffer two inches deep of stone on filter paper abutting the retaining wall. However, when the
retaining walls were moved back two feet from the property line in the amended plan to accommodate the footings, no
adjustment was made to the buffer. Would it be possible to reduce the buffer by two feet, for example, since there is two
feet of property on the grade below the top of wall? Or, in the alternative could we place half the stone buffer below the
wall?
Finally, with the retaining wall up and the major site work done, when is it permissible to remove the wattles and silt
fence?
