Project Description Notice of Intent 44 & 48, and 68 Route 28 West Yarmouth, Massachusetts PROJECT DESCRIPTION 1.0 INTRODUCTION The proposed project located at 44 & 48, and 68 Route 28 (the Site) in West Yarmouth, MA involves a raze and replace of an existing office building along with associated site improvements, septic system, additional parking, and improved stormwater system features. This application is being submitted in accordance with the Massachusetts Wetlands Protection Act and the Town of Yarmouth Wetlands Protection By-law. 2.0 SITE DESCRIPTION The property located at 44 & 48, and 68 Route 28 contains three commercial buildings with associated parking. A bordering vegetated wetland associated with Mill Pond exists at the back of the property behind the building, which is to be razed and replaced. The property is abutted by a mini golf course to the east and a two-story commercial office building to the west. Various commercial businesses exist south of the property across Route 28. The wetland resource areas and areas of conservation jurisdiction on the site that are protected under the Wetlands Protection Act and the Town of Yarmouth’s Wetland Protection Bylaw include:  Bordering Vegetated Wetland  Bordering Land Subject to Flooding, Zone AE (Elevation 9)  Inland Bank 3.0 PROPOSED ACTIVITIES The purpose of this application is to authorize the following activities: Raze and Replace of Commercial Building and Associated Site Alterations: The proposed project includes the raze and replacement of an existing office building with a multi-unit retail building, parking lot alterations including improved driveway access and additional parking spaces, site grading, septic system upgrade, and alterations to the existing on-site stormwater system. The proposed work will reduce overall impervious surface on the site by roughly 1,003 square feet (sf). The total area of paving on site will increase by roughly 92 sf, while the total impervious surface from the two buildings (existing coffee shop to the west (#44) and proposed replacement commercial building (#48)) will be reduced by 1,095 sf. The existing commercial building to be replaced 18 feet, at its nearest, from Bordering Vegetated Wetlands (BVW), which are located on the northern edge of the property. The proposed replacement building will be shifted south, away from the BVW. Additionally, grading of the slope and alterations of current stormwater systems, specifically the removal of an existing outfall beneath the existing building which currently releases stormwater into the wetland, and directing all roof run-off into a proposed infiltration chamber, will significantly reduce stormwater run-off into the BVW. The proposed septic system will be pumped off site through a septic easement and onto the adjacent property for infiltration. 4.0 MITIGATION MEASURES A silt fence and/or straw wattles will be placed at the limit of work landward of the BVW. Other erosion controls proposed on site will include an erosion control blanket which will be installed northwestern slope, following grading, and will remain in place until the slope is stabilized. Roll- off containers will be located within the existing parking lot and used to remove all debris from the Site. Any debris getting into the wetland will be removed by hand as soon as possible. All Notice of Intent 44 & 48, and 68 Route 28 West Yarmouth, Massachusetts construction will be completed upland of the resource areas and caution will be taken to ensure construction byproducts do not enter the resource area. Overall the proposed new building will be moved from almost touching the BVW to approximately 18 feet landward at its closest point. The proposed new building is smaller than existing providing additional pervious area and buffer zone to the resource areas. Additional landscape plantings, including 16 trees, are proposed around the building and parking areas to provide additional stability, shade, and habitat. Plantings will also include a buffer strip within the area between the BVW boundary and the building limits, which will be planted with native plantings including Spirea latifolia (Broadleaf Meadowsweet) and Gaylussacia baccata (Black Huckleberry), as well as a rain garden on the northwestern corner, to be planted with Panicum virgatum (Blue Switchgrass), Aster divaricatus (White Wood Aster), and Aronia arbutifolia (Red Chokeberry) These planting areas will improve stormwater filtration and reduce erosion above the BVW. Upon completion, all disturbed areas will be repaved and/or stabilized with vegetation based on the submitted landscape plan.
