PROJECT NARRATIVE Introduction The project involves the selective raking of the Great Island Homeowners Association beach adjacent to Powers Lane on Nantucket Sound. The raking is planned for the summer season, as needed, to provide members with a clean beach for recreational purposes. This project has been previously approved by the Yarmouth Conservation Commission under SE83-1587 and most recently in 2008 under SE83-1830. This filing incorporates an updated plan showing current conditions, to include fenced nesting areas. The only proposed change from the most recently approved plan is the reduction in the proposed raking area in #3 due to the current nesting area. 310 CMR 10.27 Coastal Beach The proposed raking occurs within the Coastal Beach, running from the toe of the Coastal Dune to just landward of Mean High Water, in those areas as designated on the plan. Coastal Beaches are significant to storm damage protection, flood control and protection of wildlife habitat. The proposed beach raking will have no effect on the volume and form of the beach, the ability of the beach to respond to wave action, topography or water quality. The beach does fall within Priority/Estimated habitat as shown on the most recent NHESP map (2017). The wrack line provides foraging habitat for bird species. The highest of the wrack lines can provide nesting habitat. Plovers establish nesting territories the first of April with chicks appearing as late as mid August. Previous contact with an NHESP official indicated that the appropriate mitigation for beach raking would include only selective raking to leave as much wrack as possible on the beach. During the most recent permit period, Whitten Landscaping was the contractor for the beach raking. Prior to any work on the beach, they would contact the Audubon Society so that a member could be present and supervise at the time of raking. No raking shall occur unless a qualified shorebird monitor is present in the area to be raked. The member would have final say as to the feasibility of raking within the outlined areas on the plan. Access for shorebird monitors shall be allowed each year between April 1 and August 31 for the purpose of determining the locations and status of Piping Plovers and their nests and chicks. Symbolic fencing shall be allowed as directed by NHESP to ensure protection of endangered birds and their nests and chicks.
