Good Afternoon Dawn-Marie,
As I mentioned in my follow-up email yesterday, please see below for the Engineering Division’s findings and comments
in regards to the proposed commercial redevelopment at 44 & 48 Route 28:
· It does appear that the applicant has incorporated a majority of the comments which are pertinent to the
context of the NOI filing (i.e. stormwater/water quality) with one exception. The comment in particular which
was not addressed was the one which references showing snow storage accommodations on the site layout
plan. This is of particular importance as snow stockpiling, when improperly managed, can directly affect water
quality and the efficacy of stormwater management infrastructure.
Engineering Division Comments:
· The Construction-Period Pollution Prevention and Erosion and Sedimentation Control Plan must require
contractors to ensure that all roll-off containers have secure, water-proof coverings in place prior to forecasted
rain events. Additionally, the containers should be in reasonable condition (i.e. no holes due to physical damage
and chemical corrosion). These measures will prevent stormwater from coming into contact with waste
products and reasonably eliminate any potential for harmful leachates to be released.
· The Long-Term Pollution Prevention and Operation and Maintenance Plan must explicitly restrict snow storage
within the rain garden/bioretention area as well as the use of any de-icing agents, including road salts.
· The catch basin frames and grates within the parking lot which are slated to be converted to manhole covers,
and subsequently buried with fill, should instead be brought to post-construction finished grade with risers in
order to maintain inspection/maintenance access to the pre-existing underground leaching structures.
· The Engineering Division would ask to be notified once the applicant’s engineer has completed their inspection
of the pre-existing drainage infrastructure which is intended to be reused. A post-inspection site visit will be
conducted by division staff in order to verify the findings. Additionally, the Engineering Division would
respectfully ask the Conservation Commission and/or the Conservation Administrator to include this inspection
as a condition for receiving a certificate of compliance to ensure that it is in fact completed. It is also
recommended that the applicant’s engineer be required to submit a letter of certification, stamped by a
Massachusetts P.E., as an additional layer of assurance of the system’s integrity.

Stormwater report for your review. They are on the agenda for 8.15.19.

want the Conservation Commission to consider.
