The plan has been revised as follows: 1) The existing kayak racks were located on the plan, and three of them will be relocated next to the southern dock as shown on the plan. The remaining rack will be relocated next to the other existing rack for the north dock. Please note that the association would like to have the option to change the configuration of the kayak racks so that they hold more boats off the ground. In any case, the racks will be relocated to the two areas shown on the plan. 2) The existing 11’x14’ float on the south dock is shown to be reduced to 100 square feet. This is a reduction of approximately 27 blocks of the floating sections, resulting in a total of 300 square feet (maximum allowed). 3) Approximately 24 blocks will be added to the north dock, resulting in an approximately 6.7’ x 10’ (67 square feet) increase in square footage, for a total of 267, which is under the 300 sq. ft. maximum allowed. 4) The existing return on the north side is shown to be maintained/reconstructed. 5) The area of erosion on the north end of the retaining wall is shown to be filled with compatible soil and planted. 6) The 1997 plan was further reviewed because the applicants were certain that the stairs had never moved. Therefore, the plan was re-scaled and overlayed to depict a more accurate location from that plan, and now shows the wall only 5 feet longer than originally permitted. This is still an estimate. 7) There are two existing benches in the salt marsh that are shown to be removed. 8) A note was added to block pedestrian access in front of the retaining wall by the salt marsh, and allow the area to naturalize. 9) A note was added in two places to maintain the MHW beach no more than 15 feet from the bulkhead. This coincides with the 1989 MHW line shown on the plan. In no case shall nourishment be placed in that location if the MHW beach is 15 feet or more from the bulkhead in those locations. 10) The dredge area was increased to provide a minimum of 3 feet at MLW around the south segmented float. This increases the proposed dredging from 15 cubic yards to 27. 11) A note was added to state that the nourishment volume is 150 cubic yards MAXIMUM. Special conditions accepted by the Association which may be included in the approval; All watercraft shall be removed from the site seasonally, from October 31 to April 30. No nourishment shall be performed if MHW is 15 feet (or more) from the bulkhead in the two locations as shown on the plan. No more than 150 cubic yards (total, including dredged material) shall be placed on the beach in any calendar year. The commission shall be notified in advance of any dredging or nourishment placement activities. Photographs of the beach areas shall be taken before and after each dredging/nourishment event and supplied to the commission. Please note that a review of the 1997 plan shows a water depth of –4 (MLW) just seaward of the southern dock (not the float), where the 2019 plan shows a depth of -5 (MLW) just seaward of the dock. The 1997 plan shows a depth of -4 (MLW) at the edge of the dock, and the 2019 plan shows -4 (MLW) about 2 feet seaward of the dock. Therefore, it can be assumed that none of the nourishment over the last 10 years has gone directly into the river area fronting the association. In fact, the area where the dredging is proposed shows a 1-foot increase in depth at the dock, with shoaling on the south side of the dock where the dredging is proposed. The plans and aerials indicate that the nourishment has traveled downstream (south to the town property and marsh/beach area). The revised plan is a better representation of the management of this beach system. Please include this request in your next public hearing scheduled for August 15, 2019.
