Enclosed with this request is WPA form 8A for each project, a check for $75 for each request, and a site plan showing a compilation of the wall configuration for the two orders of conditions, and the current configuration of the wall. A site inspection was performed by Shorefront Consulting on June 20, 2019 to measure the wall with respect to the total length and relative heights. The proposed work under both orders was completed around the time of the orders, according to the current association president. A summary of the work for each order is noted as follows: SE83-79: This 1977 order was approved for a 30-foot +/- extension and return to be added to the existing 105’+/- long retaining wall, for a total length of about 135 feet. Since the existing bulkhead length was further increased under an order of conditions SE83-1426; it can be assumed that the work was done, since the 1997 plan for SE43-1426 shows the existing wall. The 1975 plan appears to be from a hand sketch, and did not overlay accurately onto the current site plan. Therefore, the bulkhead as it may have appeared in 1975 is not included in the attached plan. SE83-1426: This 1997 order approved about 115 feet of the original wall to be replaced (that was existing in the 1975 order/plan), and approximately 82 feet of existing wall to remain, with a proposed 30-foot extension and return. Total length of the existing wall is shown on the plan at about 180 feet, with about a 10-foot wide set of access steps at the east end. The 2019 plan indicates that the steps at Boat Haul Walk were moved again about 10 feet further east. There is 30 feet of wall east of the relocated steps, so it appears that the wall was extended the approved 30 feet; just not from the same position of the stairs that were shown on the plan. Overall, with these old orders, it is very difficult to tell what work was done and when. The walls as they are depicted on their associative plans is depicted on the revised 2019 plan. The green line indicates an overlay of the existing and proposed wall shown in the 1997 plan as “1997 compiled plan”. The existing wall is depicted in black, and shown as “existing wood bulkhead”. The heights of the wall were measured in 3 places. The 1997 plan indicates that the wall heights vary from 6.9 feet (NGVD29 datum) to elevation 4’ (NGVD29 datum). The heights measured during the June 2019 inspection indicate that the wall elevation is at 5.4’ at the west end (shown at elevation 6.9’ on the 1997 plan), and at elevation 5’ (NGVD29 datum) at the Fairway Road steps, and 4.4 feet (NGVD29 datum) at the Boat Haul Walk steps (shown as elevation 4’ on the 1997 plan). The existing retaining wall is approximately 10 feet longer than what was approved, and this is likely because of the addition of the steps by Boat Haul Walk, and then the relocation of them as well. As previously stated, the 1997 30-foot return was approved at the east end of the steps, it appears as though the steps were relocated, and then the 30-foot return added at that time. The overall height is lower at the west end by about 1.5 feet less, and only about 0.4 feet higher at the far east end. These were the only deviations from the plans observed during the time of inspection. It is noted that no as-built plans were required to close out these orders, but since the entire wall is shown on the 2019 survey plan from BSC group, that plan can be used as an as-built for the entire wall. Therefore, the project has been completed substantially in accordance with the Order of Conditions, and all Special Conditions contained in SE-83-79 issued on 1/12/77, and SE-83-1426 issued on 12/2/1997. Attached please find Yarmouth form WPA-8A Request for Certificate of Compliance, and a check for $75 made payable to the Town of Yarmouth for each COC requested. Please include this request in your next public hearing scheduled for July 18, 2019. The original Certificate of Compliance should be mailed to Shorefront Consulting for recording.
