PROJECT NARRATIVE
Introduction
Current site improvements include a 3 bedroom dwelling with a Title 5 septic system, constructed in 2005
and one out -building.
The following work is proposed:
• Proposed addition consisting of a mudroom and screened porch
• Detached 3 car garage
• Paved driveway
• Pool with patio
• Existing shed to be re -located
The resource areas which affect the site are Land Subject to Coastal Storm Flowage (AE el. 12 and AE el.
11) and Salt Marsh. The work lies within the Buffer Zone to the Salt Marsh and BVW. The BVW was
flagged by BLH Environmental Consultants.
The site was surveyed by Down Cape Engineering, and the topography is based on the current NAVD '88
flood zone datum. All work occurs within Land Subject to Coastal Storm Flowage (LSCSF). The proposed
garage will be floodzone-compliant. Final grading shall conform to the floodzone regulations.
Approximately 1400 c.y. of fill is required as part of the design and to assist in conforming with floodzone
regulations.
A detailed landscape/pool plan created by Yarmouth Port Design Group is included as part of the filing.
Extensive plantings of perennials, shrubs and groundcover are proposed within the fill area between the
pool and the BVW. These will enhance the buffer zone and provide additional habitat for wildlife.
The 3 car garage will be used primarily for storage and vehicles. Roof run-off will be mitigated with the use
of a leach (drainage) trench. The trench is sized to handle the run-off from the pool patio, the addition roofs
and the garage roof, as well as for a pool backwash pit.
The existing shed will be re -located to the south of the pool.
Compliance with the MA Wetlands Protection Act and Yarmouth Bylaw Chapter 143 Regulations:
The current septic system was designed based on 3 bedrooms; there will be no increase in flow. No
changes are proposed for the system.
The proposed construction activities will not have a deleterious effect upon any wetland values as listed in
the Bylaw. A silt fence is proposed to contain construction activities. At its closest, it is set at 35' off the
BVW. All construction takes place greater than 50' to the BVW. The closest point of construction is 52.3' to
- 1 -
the stairs by the screened porch. All work will occur within a resource area (LSCSF). All run-off shall be
contained on-site. Any stockpiling of materials is expected to take place in the area of the proposed
driveway, which is outside the 100' setback to the BVW. Staging of materials will take place in the area
closest to the road and furthest from the wetland area. Typical excavation and construction equipment will
be utilized.
RARE SPECIES
The site is not located in a Priority Habitat or Estimated Habitat for state -listed rare species as shown on
Mass. GIS Oliver Maps dated 2017.
ALTERNATIVES ANALYSIS
The homeowner purchased the abutting vacant lot, which had a dwelling and septic design plan (which was
