This is an appeal from the above listed town Committee's decision (a copy is attached) on Patricia Taylor 's application for Roof Mounted Solar PV System (Applicant's Name) (project) located at 897 West Yarmouth Road, Yarmouth Port and ( approved <isapprove by the local town's historic district Committee on July 22, 2019 and filed with the Town Clerk on July 23 2019 (Dated) (Date) 2. The Reason for this appeal is: The application for Certificate of Appropriateness meets guidelines as stated in the Old King's Highway Regional Historic District Commission Bulletin, October 2008, Section B, Item 5 -Energy Conscious Design (page 31) for the reasons stated in the attached. (If further remarks are needed, attach additional 8 '/ x 11 sheet) The relationship of the appellant to the subject of the appeal is that of Applicant (Applicant /Abutter /Other aggrieved party) 4. The remedy sought by the Appellant is Approval of proposed design made July 22, 2019. (Annulment of town committee's decision/ Reversal to town committee's decision/ Remand application to town commttcee) 5. Minimal visual impact on the surrounding neighborhood. Roof mounted solar modules that follow the roof line on existing structures do not materially alter a surrounding neighborhood. The West Yarmouth Road neighborhood optics include existing roof mounted solar systems nearby at 902 West Yarmouth Road and 2 Hamblin Hill Road visible from public ways as pointed out at July 22, 2019 hearing. The neighborhood adjacent to 897 West Yarmouth Road, Yarmouth Port, is predominantly single -story ranches constructed in the 1950's. b. No Change to the appearance of the buildings except for the addition of panels. There is no change to appearance of the residence other than addition of panels. c. The installation of the system does not permanently destroy significant historic features of the building. House was built in the 1950's with a recent addition and is not historic. d. The applicant uses ground level solar panels where possible: Ground mounted panels would be located in the front yard and would have a substantial visual impact on surrounding neighborhood. e. Roof mountings positioned so as to match existing roof slopes: Proposed design matches existing roof slope. f. Extensive use of vegetation and landscaping so as to minimize the visual impact of the system. There are existing mature trees obscuring most of the visibility. Extensive plant screening would potentially create a travel hazard at the adjacent 4 -way intersection. g. Devices should be designed and constructed in such a manner as to blend with existing features in the immediate area. Not applicable. h. Wind generator towers. Not applicable. L Skylights. The State of Massachusetts and Eversource which serves Cape Cod are aggressively promoting distributed, renewable solar power systems for environmental benefits and to reduce the need for constructing new, large, centralized power generation projects and distribution facilities required to meet ever increasing peak demand periods. In the opinion of the applicant the Old Kings Highway Commission should also be supporting and promoting distributed power solutions for their environment and economic benefits to the community. mECEIVED!
