Mr. Patel:
On 10/3/2018 and 5/22/2019, Coastal Engineering Company, Inc. performed visual inspections of the
structural elements that make up the means of egress for the four buildings at the subject property.
The purpose of the inspections was to examine the condition of the existing stairs and landings in order
to certify, or provide recommendations to achieve, structural adequacy as required by Section 1001.3.2
of the Massachusetts State Building Code, 9th Edition. This Section states:
"1001.3.2 Testing and Certification. All exterior bridges, steel or wooden stairways,fire
escapes and egress balconies shall be examined and/or tested, and certified for structural
adequacy and safety every five years, by a registered design professional, or others qualified
and acceptable to the building official;said professional or others shall then submit an
affidavit to the building official.'
The 10/3/2018 inspection resulted in a list of items that required repair before the egress systems as a
whole could be reported as having satisfied the above requirement. The 5/22/2019 inspection was a
post-repair, re-inspection of the items that had been reported as requiring repair, and revealed that the
repairs have been satisfactorily completed.
With this result, Coastal Engineering Company Inc. provides this letter to certify that the egress
structures at the subject property have, on this day, been found to be structurally adequate, satisfying
the requirement of Section 1001.3.2.

RE: Structural Evaluation for Certification of Exterior Egress

Dear Mr. Lomberto:
Pursuant to your request and subsequent authorization, Coastal Engineering Company, Inc. (CEC) has
performed a general, visual condition assessment of the existing exterior steel egress stair located at the
referenced property. A site visit was conducted_on January 15, 2015, with a follow up review to ascertain
existing building use parameters. This evaluation is provided to meet the requirements of the five (5) year
evaluation and certification requirements of Section 1001.3.3 of the 8th Edition, Massachusetts State Building
Code for all exterior exposed egress stairs and fire escape stair systems. Accordingly, the following is a
summary of observations and comments noted during our site visit:
GENERAL BUILDING INFORMATION
The existing buildings consist of one and two-story hotel facilities with exterior concrete arms paved walkways
on ground level and a wood-framed elevated walkway for units 16-25 on the second level along the east face
of the building (front elevation, parking lot side). The second level walkway is supported by pcs`s along the
outside of the walkway with cantilevered joists extended to band joists supported by post to grade on the
exterior of the building, extending its entire length. Two exterior staircases lead to the second level walkway.
Located at grade and adjacent to the building housing units 16-25 is a small, wood-framed deck located at
grade. There is also a wood-framed staircase and elevated walkway (framing was concealed with plywood
sheathing)for units 42-43 at the southern-most building. CEC observed at grade a covered walkway with
ornamental posts units 1-15 (elevated above vehicle entrance). CEC was able to gain access to all exterior
egress systems and perform the visual evaluation using a ladder and small hand tools.
This report is based on our observations, qualifications, and information provided to us during the
investigation and is intended to provide the client with a general idea of the structural conditions observed
during the inspection. As such, the report is limited to the general observations and typical conditions
observed during the site inspection.
OBSERVATIONS AND RECOMMENDATIONS
Based upon our visual observations of accessible exterior egress systems, CEC observed the following
deficient items:
Ground Level Walkway—Concrete Siab (two-story building, north)
• Concrete walkways were uneven in several areas.Walkway joints were separated, uneven, and at
different elevations. White, red, or orange marking paint should be placed at these potential trip
hazard areas(see Photo A).

Front and Rear Staircase (two-story building, north)
• 2x4 bracing connecting staircase to building is rotted and needs replacement at front stair(see Photo
B).
• Damaged/worn non-slip treads shall be replaced in kind (see Photo C).
Second Level Walkway (two-story building, north)
• Walkways were slick. Suggest non-slip paint be applied (see Photo D).
Ground Level Walkway (one-story building, northeast, rear)
• Pressure -treated access ramp adjacent to units 31-28. Ramp and railing framing is insufficient.
Connections are not solid. Railings and ramp should be replaced with a properly framed, code
compliant access ramp (see Photo E).
• Parking areas have several uneven areas that represent tripping hazards. There are dips in
pavement at manhole covers. Pavement grading needs to be adjusted or covers should be adjusted
to be level with parking area grade(see Photos F and F-1).
Main Access Staircase- Next to Lobby (two-story building, south)
• Office/lobby entrance ramp to pavement transition is uneven. Needs to be infilled or leveled (see
Photo G).
• Second floor walking surface is uneven from sub floor framing deterioration. Floor needs repair(see
Photo H).
• Second floor walking surface seams and edges rotted and fasteners starting to protrude and fail (see
Photos H-1 and H-2). Replace any flooring that is deteriorated add additional framing and fasteners.
• Second floor walking surface framing dips in front of building above office/lobby. CEC recommends
further evaluation of this portion of the structure (see Photo I).
General
• In general, the overall wood egress systems were recently painted and in reasonable condition.
• Parking areas have several uneven areas that represent tripping hazards consisting of dips in
pavement and manhole covers. Pavement grading needs to be adjusted or covers should be
adjusted to be level with parking area grade.
• Concrete walkways were uneven in several areas. Walkway joints were separated uneven and at
different elevations. Walkway needs to be made reasonably level and have all joint and elevation
changes marked with white, red, or orange marking paint to indicate potential trip hazard areas.
This summarizes our findings and general recommendations for repair. Once the above repairs have been
completed, please contact CEC so that a follow-up inspection may be performed and the five year
certification completed.

11. Fencing- All outdoor inground swimming, wading, or special purpose pools shall be enclosed
by a fence six feet in height and firmly secured at ground level provided that any board or stockade
fence or structure shall be at least five feet in height, but if over five feet in height the fence shall
be chain link.
