If there is no increase in footprint, no regrading and no work beyond the WLL then an RDA is probably sufficient.

I've attached computer plot of a re-build project at 80 Mayflower Terrace. Burned house. Complete demo and rebuild in
the same footprint with flood code compliance. Looks like the septic system can remain.
In your opinion would this application be an RDA or a NOI ?
