The buffer zone is measured from the top of the Coastal Bank. Land Subject to Coastal Storm Flow is limited from the upland by the Coastal Bank. The site is quite level with a gentle slope with lawn area surrounding the dwelling and is well vegetated and stable. Soil quality is of a durable glacial ice contact origin, with consolidated silt loam as a 6 ft. surface deposit highly suitable for establishing vegetative growth. The contiguous land parcel contains approx. 1.9 acres, predominantly upland. The proposed project is a redevelopment of the previously developed site portion. Overall, the designers have endeavored to utilize previously altered portions of the site to locate the new house, the driveway and the small deck and patio on the water side. The new house has been shifted significantly landward of the existing footprint. In the location of the main portion of the residence the new home is shifted fully landward of the existing house. A patio portion and a deck portion and new building portion are proposed to remain within the existing building footprint that also are within the 50 ft. buffer zone. Quantifying this for the buffer: the existing home has 1,270 s.f of building within the 50 ft. buffer. The proposal proposes to reduce this by 840 s.f, as well as 96 s.f shed being removed from the buffer for a total of 936 s.f taken out. 325 s.f. of house and 105 s.f of deck will in the 50 ft. buffer. These remaining areas are also within the existing building projection. The existing house is 24 ft. to the coastal bank. To preserve a small hint of the former feel of the previous house's coastal experience a comer of the proposed house portion remaining in the buffer is no closer than 27 ft. from the bank top. This Coastal Bank, consisting of the durable, consolidated soil type, and formally armored with a fully developed stone revetment is one of the most stable coastal banks on Cape Cod. No threat to the bank results from maintaining this relatively small building portion in the proposed location. The existing septic system consists of several buried components, all within the 100 ft. buffer to the bank. The replacement system removes the SAS from the 100 ft. buffer zone. The house bedroom count is not changing. Site Treatment - Please note the site data collected includes every tree over 3 in, diam. Significant effort is being made to preserve the trees to retain the existing site character. Most of the work activity to construct the new house will be staged well out of the buffer, however the new house within the 100 ft. buffer and controls are proposed to segregate the work area from the top of bank. A properly installed and maintained silt fence along the designated work limit will successfully segregate the activity. The demolition work requires and access through the buffer around the house which is currently a native fescue lawn. All Great Island residences typically rely on potable water supply wells with an inclination toward more native plant varieties that survive well with adequate care in the natural environment. The character of the ground around this home is a native fescue grass that needs a minimum of water or maintenance. This practical and long established ground surface character fostered over many decades by the residents will be restored as it was. Opportunities exist to provide some forms of mitigation planting and the logical locations are indicated to the sides of the house near the bank top. The applicants have an interest in maintaining the site as it presently exists but with the significant shift of the building. Appropriate foundation plantings are the extent of site alteration surrounding the dwelling within the buffer. All else, with exception of native shrubs that can be installed to fill in some pockets near the bank top, is intended to remain as it is. Construction impacts will be controlled with well installed silt fencing of a type satisfactory to the Commission with strict adherence to the work limits. The applicant intends to make advance efforts to restore the property to insure the earliest possible recovery. Coastal Bank Beach Access Stairway, - The applicant proposes to remove and re- construct the existing coastal bank stair way in the same location to the same general length and width as existing. The existing stair has aged and is no longer safe thus requiring the work. The location is shown on the plan as is a typical frame detail for the replacement facility. All work to accomplish the stair way project shall be by hand tools, reusing to the degree possible existing post holes. VARIANCE - Yarmouth Wetland By -Law Regulations commonly restricts activities within 50 ft. of listed resource areas. This project represents work on a long existing residence. Significant change is proposed to retreat from the former house location. The resource involved is the Coastal Bank. The proposed activities for re -purposing of the land area containing the former home may require a variance from the Yarmouth Wetland regulations and if so we wish to address the reasoning for approval. The Coastal Bank segment is strongly armored and in no danger of collapse. The beach deposit is like no other in that is consists of a naturally occurring a historically augmented stone rubble. The applicant seeks to retain a perspective on the Sound from a small portion of the existing building footprint in the location where it can be farther from the bank at a location where the bank is fortified. Mitigation plantings may be of interest however there is no new building area proposed within the 50 ft. buffer only the 840 s.f. reduction. A 50 s.f building portion within the existing footprint would remain within 35 ft. to the bank top.
