RE: Complaint taken, Owner treats home like a Short Term Rental

Person lodging complaint states this has been going on for years and they are concerned about the covid-19 virus, so they called the Health Office for help.
Conversation this date, owner states he does not take money and hasn’t for forty years,
He claims to be fortunate enough to help people out and not take money.
I took this opportunity to explain the rental program, which includes filling out the registration form to keep on fill in case complaints such as this arises again.
I also made it clear the BYLAW does not discriminate on length of rental 1 week renting requires Registration with Town of Yarmouth be completed, ANNUALLY.
Mr. Cloonan did not feel he was doing any wrong even during this pandemic, specifically Governor Bakers Order for short term rental, which I stated the Governor would not care if money
was taken or not, this is still treated as a “Short term Rental”
Mr. Cloonan disagreed.to neighbors.
He claimed all people that came to the home remained quiet and were respectful to neighbors.
I stated a Registration form would be mailed to him, if he could fill out and return, we would keep on fill for reference in the future if required.
Mr. Clooney understood our conversation and thanked me for my time.
