Jason Moriarty Project Summary Proposed owner occupied 1 bedroom apartment (to remain) over retail space. To provide limited food items with small kitchen until abutting property(#153) is constructed to provide full kitchen for food & retail sales. Shared parking lot proposed. Comments Buildin•.dri Property the B-1 zoning district. Proposed uses are allowed. Plan indicates that two parking spaces will be provided. Parking is insufficient. Parking buffer is insufficient. Zoning Bylaw 301.5 Table of Parking Demand requires two spaces for the proposed dwelling unit and an estimated 5 parking spaces for the business use for a total of 7 spaces. Shared parking is proposed. Section 301.4.2 paragraph 2 allows for up to 30%of the required parking spaces to be located on an adjoining lot in the B-2, B-3, and HMOD2 districts. This property being located in the B-1 zoning district will require a variance for the proposed parking arrangement. All construction and renovations to comply with all applicable sections of 780 CMR MSBC, 521 CMR AAB and appendant codes. Community Development and Planning: Parking spaces shown on 153 Route 6a are accessed off the Inaho driveway but there is not adequate room to back out within the 9' ROW easement. Consider accessing these spaces from the main parking area where adequate room could be provided. Consider adding a third parking space behind 153 to eliminate the parking space closest to Route 6a for the shared parking to provide room for additional screening of the parking from Route 6a. Add buffer screening on the east side of parking spaces and along the property line. Drainage appears directed towards the building. Provide a pedestrian walkway from the front of the building to the sidewalk on Route 6a. Provide tree protection around crown of large tree. This project is intricately connected with the adjacent 147 Route 6a. See Site Plan Review Comments for 147 Route 6a also dated February 18, 2020. Conservation: No wetlands or stormwater jurisdiction Design Review: Not present, project is located in Old Kings Highway and not subject to Design Review. Engineering: Please see below for a listing of pertinent comments. Site Lighting: • Include more site lighting within the proposed site plan. Provide photometric plan which verifies that light trespass at the property boundaries does not exceed the applicable threshold quantified within Section 301.4.10. Snow Storage: • Show proposed snow storage accommodations on the site plan. Stormwater/Drainage: • Provide a construction-period erosion control plan delineating the extents and locations of prescribed erosion control measures on the site. Any pertinent detail drawings should also be included. General: • Coordinate with Engineering Division for purposes of addressing parcel. % • Recommend utilizing drywells for roof runoff that is intended to be discharged to pavement. In the event that gutters are selected, care should be given in determining how gutter discharge is directed so as to avoid creating potential hazards. • Recommend the implementation of wayfinding signage on Route 6A to direct motorists to designated parking and loading/unloading zone(s). 4 Fire: YFD supports the application, based on applicable submissions, permits and inspections. Health: • Door to living room will need to be removed, replaced with a 5' cased opening or larger to remove it from consideration as a bedroom OK/ • The use must be characterized as a supermarket for the purposes of the septic system as it stands now; further discussion of the menu and kitchen use with the Health Dept. is needed in order to determine the gpd Water: Consult the Town of Yarmouth Water Department to determine accepted methods and materials for the establishment or modification of municipal water service.
