In terms of the removal of the pipe, will you just be cutting it off where it meets the bank and capping it with the drain cap and removing the pipe and wooden stand? If so you are OK to proceed with work to be carried out by hand - not heavy equipment in the beach area. Please note I am approving the work itself, not the right to do so, as details of where the pipe originates and its function have not been provided.
