It is important that the replacement culvert be designed correctly to allow for water movement 1 between the two wetlands. Bob and I would like to attend the September 3rd Conservation Commission Meeting in order to present the above HSOY project to the Conservation Commission and seek guidance on how best to proceed with the permitting process for this project. Bob Kelley, HSOY President George Slama, HSOY Trustee 4 Briefing Material The facts, as know, have been gleaned from Bob Kelley’s knowledge of the land owned by HSOY and from discussions with Horsely Witten and Coastal Engineering who have submitted engineering proposals to the Society: At some point in the non-recent past, a ditch was dug by hand on the grounds of the Historical Society of Old Yarmouth to accommodate a swamp located behind the Bangs Hallet House. The small ditch acts as a runoff in case there is a heavy rain from this swamp. The runoff travels the length of the ditch and empties into an existing swamp below Old Kings Highway and ultimately out to Short Wharf Creek. The ditch is not spring fed and there is no running water in the ditch. Any standing water in the ditch from time to time is due to the accumulation of the natural debris over the years which may obstruct the standing water from running out. In dry times there is no water at all. This ditch does not appear on any G.I.S. map (See Attachment). In order to drive to some of our buildings, The Gatehouse, The Kelley Chapel and Blacksmith shop and to the two-miles of trails on our fifty-acre grounds, one has to drive over a driveway which is supported by an old dry stack culvert. The spot where this overpass sits is just behind the Yarmouthport Post Office. Recently, the driveway over the ditch has begun to sink along one edge. The existing condition has compromised the structural stability of the driveway causing us concern for vehicles crossing over the ditch. 5 In case of a fire, this driveway must accommodate a fire truck. The Captain Inspector Kevin Huck has seen the site. He believes if the driveway is in jeopardy of not allowing a fire truck to pass, they could accommodate a fire at the Kelley Chapel or Blacksmith shop from The Old Yarmouth Inn side of the property. HSOY seeks to replace this underperforming structure with one that properly supports the driveway, meets all regulations concerning the wetlands on both sides of the ditch, while maintaining the historical character of the existing field stone culvert to the extent practical. HSOY seeks advise from the Conservation Commission on how best to proceed. 6 7
