Dear Ms. Clark:
On behalf of Great Island Plaza, LLC (“Great Island”), I submit a revised Landscape
Planting Plan (Sheet 10 of 15), and revised Phase I Site Plan (Sheet 4 of 15), which have been
revised in response to the Board’s comments at the August 13, 2020 hearing on Great Island’s
zoning application. This correspondence serves to provide a summary of the changes to the
plans, as well as to explain Great Island’s reasoning for making these changes.
In its original application, Great Island proposed to simply re-seal the existing parking
area in front of the Main Building (addressed at 590-600 Route 28) in Phase 1 of the Project and
forego the landscaped buffer in front of the Main Building along Route 28 until Phase 2. In
response to the Board’s comments, however, the Landscape Planting Plan has been revised to
reflect that the landscaped buffer area in front of the Main Building along Route 28 will now be
completed in Phase 1 of the Project, rather than in Phase 2. As such, all buffer areas and
associated landscaping along both Route 28 and Winslow Gray Road will now be completed in
the first phase of the Project, which will significantly enhance the curb appeal of this site.
The revised Landscape Planting Plan also incorporates the Board’s suggestions
concerning the types of plantings within the Route 28 buffer areas. In particular, as shown on
the enclosed revised plan and referenced in the Plant Schedule, Great Island has added a total of
56 boxwood shrubs (“Nordic Inkberry Holl y”) to the landscaped buffer area in front of the Main
Building and extending to the corner of Route 28 and Winslow Gray Road, which will
complement the proposed Winter King Hawthorn trees (which our landscape architect has
confirmed are salt-tolerant and expected to survive in this location), Red Twig Dogwood, Cape
Breeze Switch Grass, and Goldsturm Coneflower. Likewise, the buffer area in front of the Post
Office building has also been enhanced to now include ten Nordic Inkberry Holly, as well as a mix
of nearly two dozen other flowers, grasses, and other ground cover.

The Phase I Site Plan has similarly been revised to reflect the additional work to be
completed in front of the Main Building during Phase 1 of the Project. In addition to the work
already proposed in the first phase of the Project, Great Island now proposes to also reconfigure
and reduce the front yard parking area in front of the Main Building so that there are just seven
(7) parallel parking spaces; create the enhanced landscape buffer area along Route 28 in front of
the Main Building; and perform such other necessary associated site work, as shown on the
revised Phase I Site Plan.
In addition to the Board’s comments outlined above, the Board also shared concerns
related to the trigger for Phase 2 of the Project. Originally, Great Island had proposed that Phase
2 of the Project be triggered once occupancy levels for the site required more than the proposed
44 parking spaces provided in Phase 1. However, the Board – and members of the public –
voiced concern that this proposal did not provide a “date certain” on which Phase 2 would
commence. In response to those concerns, Great Island has abandoned its original proposal in
favor of one that provides the desired “date certain” for Phase 2. Under Great Island Plaza’s
revised proposal, Phase 2 must commence within five (5) years after the first Certificate of
Occupancy is issued for the Main Building. Moreover, because Phase 2 is no longer triggered
upon occupancy levels, Great Island proposes the full 54 required parking spaces in Phase 1, so
that it can achieve full occupancy in the initial phase. This straightforward approach ensures that
Phase 2 will commence, and it will do so no later than five years after Phase 1 is completed and
the Building Commissioner issues the first Certificate of Occupancy.

Zoning Board of Appeals in advance of the continued hearing this Thursday, August 27, 2020.
