HomeMy WebLinkAboutNarrative NARRATIVE & CONSTRUCTION PROTOCOL 11 North Cove Landing, South Yarmouth The property was constructed in about 1880 before the enactment of the Wetlands Protection Act. It is located in Flood Zone AE EL 12 and entirely within the 200’ riparian to Bass River. Due to the age of the home it needs some renovations and updating of the structure. All work had been halted due to a “Stop Work Order” of the building inspector pending the filings being made and approved. This property is in need of a new septic system as it’s currently utilizing cess-pools. There is only one place for the septic system on this lot and we were able to keep it beyond the 100’ riparian zone. The system was designed to accommodate the existing 5 bedrooms in the dwelling. It will have a new 2000-gallon H-20 septic tank and an H-20 pump chamber going into 4-500 gallon galleys. The existing deck was removed prior to this filing. It is also beyond the 100’ riparian zone. The owners are seeking permission to allow the reconstruction of the deck in the same location and size as the previous deck as another means of egress. New windows have been installed and the existing siding has been removed and partially replaced pending permission to proceed. All gas/diesel powered equipment, dumpster, port a potty may be stored onsite. In the case of a coastal storm event, they shall be removed from site to an area above the base flood elevation. ALTERNATIVES ANALYSIS With the new septic system designed to maximize distance from the river, we feel we have provided better protection of the environment and river than the current cesspool(s). Wattle will be in place to minimize infiltration of debris and silts to the wetland. Work outside the dwelling is minimal, side- walling, window replacement, deck reconstruction. The remainder of work will be within the interior of the structure. The proposed work to the exterior is maintenance. To not allow it would cause the house to fall into disrepair. EQUIPMENT SCHEDULE Equipment to be utilized include: A pump truck, an Excavator, loader, dump & other specialized trucks, power and hand tools and additional equipment/tools as may be necessary. A port-a-potty (if needed) and dumpster will be onsite. CONSTRUCTION PROTOCOL Place wattle work-limit and get approval from staff. Remove and replace windows and siding (work had begun but halted pending permission to proceed) Rebuild existing deck. All debris to be placed in dumpster and hauled from sight as needed. Excavation for the new septic tank and leaching facilities, Placement of the septic tank and pump chamber, electrician to wire pump and alarm Installation of the wall (block/timber or other), vinyl liner, soil absorption system. Final inspection by engineer and Health Department Followed by careful backfilling, final grading of septic and disturbed areas and revegetating or stabilizing of disturbed areas as needed.
