Subject:RE: Float configuration for 361 Great Island Rd., West Yarmouth, MA 02673
Hi Stephen
Firstly, thank you for the clarification on the property ownership. The online records can be a little slow to update.
Do you happen to have a copy of the plan that accompanies the license you provided? We can then cross check the
permit plan against the license plan.
The permit plan (SE83-425) I have on file shows approval for a 16’x6’ float. A Certificate of Compliance was issued for
the dock in 1984.
Since then the float has been enlarged and is now approximately 28’x10’.
Here is a link to the file for the dock permit.

I have been advised by the Commission that the non-compliant floats should be removed and in the new boating season
floats that meet the approved plan should be installed. This would constitute a resolution to the matter.
If that is your intention please let me know and we can just monitor the floats for compliance in the spring.

Dear Ms. Grant,
I received the enclosed Violation Notice (enc: 2020-10-13 YCC letter) in the mail yesterday and tried to call your office
this morning. I understand under the current circumstances that you are working remotely, hence this email.
First off, this letter is addressed to Michael and Rita Sweat at 17 Clark Lane, Essex, CT 06426. My wife Alison and I
purchased 361 Great Island Rd. in West Yarmouth on June 11, 2020. Hence the name on the violation notice is incorrect,
but the mailing address is correct. It should read:
Alison & Stephen Brinkmann
17 Clark Lane
Essex, CT 06426-1001
When we purchased the property we received a copy of the pile-supported pier, ramp, and pile held float permit (enc:
Kravets Pier Ramp & Float Permit 1990-05-21). I am not aware of any other documentation concerning the pier and
float but have asked our attorney used for closing if he came across other documentation during his search in the closing
process. I have also contact the previous owner’s, the Sweats, to determine if they have other documentation
concerning the pier and float.
This morning I have made arrangements to have the existing float removed as soon as practical with our contractor
Beacon Marine.
Does your office have other documentation that I may refer to regarding what is currently approved float configuration
for our property? I’m trying to understand the extent of the violation and how this all came to be. My quick read is that
the float cannot exceed 200 square feet. As I’m not currently on the Cape I don’t know exactly how large our float is. I’ll
be there tomorrow to measure exactly. We certainly intend to comply with whatever regulations are relevant to us. Any
light you can shed to help me understand what has happened here would be greatly appreciated. I can be reached via
cell phone at 860-391-1749 or via email.
Thank you for your time.
Sincerely,
Stephen Brinkmann
