The Petitioner, James Perrine of Commonwealth Community Developers (CCD), presented a request
for a one year extension of Planning Board Special Permit #113 which was filed with the Town Clerk
on December 15, 2017.
Special Permit #113 granted relief to redevelop an existing motel complex at 497 Route 28 into forty
(40) units of affordable rental housing by razing existing buildings and replacing them with two (2)
new buildings, along with parking, site amenities and utilities, using Section 404 - Motel Bylaw. Mr.
Perrine explained that since issuance of the Special Permit, CCD has been working towards securing
Low Income Housing Tax Credits from the Department of Housing and Community Development
(DHCD). It has taken longer than expected to secure this necessary funding, with the tax credits
having recently been awarded. To avoid potential issues with the Special Permit expiring prior to
start of construction, CCD is seeking a 1 year extension to Special Permit #113 as further outlined in
an October 4, 2019 letter from Attorney Andrew Singer.
The Board considered that the Petitioners had established "good cause" within the meaning of By-
law § 103.2.5 and on a Motion made by Tom Baron, and seconded by Lee Rowley, the Planning
Board voted (5-0-1) to grant to Commonwealth Community Developers a one (1) year extension to
December 15, 2020 for Planning Board Special Permit #113 for redevelopment of 497 Route 28 with
Brad Goodwin, Tom Roche, Liz Hartsgrove, Lee Rowley, and Tom Baron voting in favor, and
Joanne Crowley abstaining.
