Proposal Narrative i. Description of the Proposed Development The Residences at Yarmouth Gardens will offer 40 units of affordable rental housing – including 12 one bedroom units, 24 two bedroom units and 4 three bedroom units. Eight units (1 one bedroom, 4 two bedrooms and 3 three bedrooms) will be restricted to households up to 30% of AMI; the remaining 32 units (11 one bedrooms, 20 two bedrooms and 1 three bedroom) will be restricted to households up to 60% of AMI. Two units will accessible, the rest, particularly those on the first floor, will be visitable. The site plan has been designed to provide medium density housing (18.7 units per acre) in two 2-story buildings, and also to retain some open space for recreational use. In order to reduce the apparent scale of the development, the two buildings are offset from one another and parking is separated into two lots and a smaller parking area (there will be a total of 48 parking spaces). Ample and varied landscaping and mature trees screen the front area, enclose the site and add visual beauty. The site will include a playground and additional open space at the rear of the property. The buildings have been designed to maintain the scale of buildings and architecture typical of this area through the use of jogs in the building façade, gable dormers, variable ridge heights, siding materials and bays - all typical of Cape Cod and New England architecture. The elevations facing the street are gabled and have been designed to appear like a larger single family house. The units are spacious and sun-filled. Residents will enjoy fully-applianced kitchens, in-unit washer-dryers and ample closet space for storage. All units have private balconies The buildings are designed to be highly-efficient in use of energy and water. Walls will be insulated to R- 21, attics to R-44. Advanced air sealing methods will be used to conserve heat. Energy star qualified windows, appliances and lighting fixtures will be installed. Individual Navien high (95%) efficiency condensing boilers will provide heat and hot water to each apartment home. Water conserving plumbing fixtures will be used, including 1.28 gpf toilets, 2.0 gpm shower heads and kitchen faucets and 1.5 gpm bathroom faucets. Security cameras will be installed at key locations around the property and in the buildings. Access to the buildings will be controlled with the use of key fobs. The key fobs cannot be reproduced by the residents and they can be disabled individually via computer in case they are lost. A record is kept of the name of the resident to whom each key fob is given, and an electronic record is created each time a key fob is used to access the building, identifying which key fob was used and when. One of the buildings contains a community room with cathedral ceiling and connection to both floors. It is located adjacent to the play area. The equivalent space in the other building will be special purpose office space. A small office space, approximately 600 square feet, will be located in the building across from where the community room is. We will seek a tenant in that space whose presence will benefit the tenants and residents of the larger community. We see a great need for education and job training among the population we are expecting to have as tenants. Examples would be: a college access and planning center (perhaps similar to what ASA, a national nonprofit, has opened in Brockton and Boston), an outreach center or classroom for Cape Cod Community College (which is in the second year of a $2.2 million, 5-year federal grant to increase retention) or a computer learning center. The community room may be available at certain times to supplement this space. ii. Design The design of the proposed development meets the Yarmouth Architectural and Site Design Standards, as set forth below: a) SITING STRATEGIES • Contribute to the village streetscape/follow established patterns The proposal maintains the existing streetscape, but will enhance it with additional trees and shrubs. The driveway will remain close to its present location, in the center of the frontage. The driveway will be made slightly narrower to better define the road edge, and its edges will be well defined with granite curbing and landscaping. One building will be set back further from the street; the other will be closer to the street, with comparable setbacks to the properties across Route 28, strengthening the street edge. Landscaping will strengthen the streetscape in front of the other building. Window and architectural details will emphasize the residential character of the buildings. The smallest facades of the buildings face the street, and the front plane of each facade is interrupted with a gabled projection to reduce the appearance of the mass of the building. Likewise, the longer facades, perpendicular to the street, are also broken up with gabled projections. A bus shelter for public use will be built at the front edge of the property. • Incorporate smaller tenant spaces in the front of a large building Inasmuch as the buildings are residential apartments, there are no smaller tenant spaces to place in front of the buildings. Since the buildings are placed perpendicular to the street; the smallest facade is what will be visible from the street. • Define and enhance the street edge The street edge will be defined with a new screen fence, approximately three feet high; the photos below show types being considered, with the split rail being preferred as perhaps the most traditional. Trees and other plantings will further define the street edge, screen the property and provide a sense of enclosure -- necessary on such a busy road. • Shield large buildings with smaller frontage buildings Although the two buildings are the same size, their differing setbacks and their placement perpendicular to the roadway reduces their visual impact as seen from the street. • Design a second story The buildings have a second story. • Use existing topography to screen new development The site is essentially flat. Consideration was given to creating a berm in front of the front parking area, but it was felt that landscaping alone would provide sufficient screening. • Create effective landscape buffers/full screening The buildings will not be out of context; in fact, they will add more Cape vernacular to the street. Accordingly, full screening will not be necessary. Trees, including some evergreens, as well as other plantings of various sizes and colors will provide ample screening for the front parking area and the buildings, as well as adding visual interest. • Reduce the visibility of parking areas The larger parking lot is placed to the rear; the smaller one at the front will be well- screened with landscaping, as described above. • Break up large parking lots The parking is broken into three parking areas. The lots are edged with trees and shrubs. The larger lot at the rear will have an internal planting strip and island. • Locate utilities underground Utilities will be located underground within the site, although electrical and other wires are above ground on Route 28. • Shield loading and delivery areas Residents moving in or out will park their moving trucks in the rear parking areas. Dumpsters will be screened with solid fencing. b) BUILDING STRATEGIES • Break down the building mass into multiple buildings There are two buildings. • Break down the building mass with smaller sub-masses The mass of each building is separated by the gabled projections and the balconies for each unit. • Vary the facade line The facade lines are broken down by the variation in setback as a result of the gabled projections and by the balconies for each unit. • Vary wall heights The height of the walls varies, with the gabled portions higher than the non-gabled wall sections, and the gables themselves have staggered heights. • Vary the roof line The roof line is broken down by the gabled sections; also the main roof ridge is broken into three different heights. • Bring down the building edges The edges of the buildings are lower at each end. • Vary building materials to add depth to the façade The exterior walls will have a clapboard pattern, but fish scale shingles will be used at the gables. The vertical elements of the balcony rails provides further variety. • Use traditional and natural building materials We are specifying fiber cement siding, because it wears better than wood, as a result of which it has a lower lifecycle cost, but it maintains an appearance comparable to wood clapboard and other siding elements. • Incorporate pedestrian-scaled features The project includes pedestrian-oriented walkways and landscaping, as well as a playground. • Incorporate energy-efficient or “green” architecture in the design The design includes the following green features: o The project will conserve water and energy: • Water conserving plumbing fixtures will be used, including 1.28 gpf toilets, 2.0 gpm shower heads and kitchen faucets and 1.5 gpm bathroom faucets. • High efficiency Navien condensing boilers will provide heat and hot water. • Energy star qualified windows, appliances and lighting fixtures will be installed. • Walls will be insulated to R-21, attics to R-44. Advanced air sealing methods will be used to conserve heat. o The project will attain National Ambient Air Quality Standards as follows: • Low- or no-VOC paints, primers and sealants will be used. • Ventilation systems will provide sufficient fresh air. o There will be designated space for recycling storage for residents. o Construction waste will be recycled with a goal of recycling at least 50% of non- hazardous waste.
