Under this method all new work must comply with the
code requirements for new construction and the
remainder of the existing structure cannot be made less
conforming than it was prior to the alteration (IEBC
403.1). The proposed scope of work is limited to
replacement of the existing MRI equipment with new
equipment, expansion of Scan Room Two by combining it
with an adjacent existing storage room, and eliminating
one door to a single user toilet room by replacing it with a
solid wall. No other areas of the building will be altered
as part of this project (see the Demolition Plan (D101)
and New Work Plan (A101)).

The proposed scope of work does not include new partitions or new doors along corridors
serving more than 30 occupants, therefore none of the new work requires a fire rating.
Means of Egress: The proposed scope of work will not have an impact on the existing means of egress. The building has three existing exterior door that are remotely located and provide more
than adequate egress for this relatively small single-story building.
Fire Protection Systems:
Existing fire protection systems must be maintained and
altered as necessary to accommodate the new work. The
existing building is protected by a fire alarm system that will
be maintained and has portable fire extinguishers. Even if it
were of new construction, since the building is less than
7,500 ft2 in area neither the building code or Massachusetts
General Law Chapter 148 Section 26G would require
sprinkler protection of this building.
Accessibility: Alterations to the building must comply with the requirements of the Massachusetts Architectural Access Board Regulations (521 CMR). For existing building alterations the requirements of 521 CMR are based on the cost of the proposed work:

A. If the cost of the proposed work is less than $100,000, only the new work must comply. B. If the cost of the proposed work is greater than $100,000 then all new work must comply and the existing building must include an accessible public entrance, toilet room, telephone and drinking fountain (if public phones and drinking fountains are provided) (521 CMR Section 3.3.1(b)). Exempt work when
calculating the cost of work includes roof repair or replacement, window repair or replacement, and repointing and masonry repair work unless the
exempt work exceeds $500,000. C. If the cost of the proposed work is greater than 30% of the full and fair cash value of the existing building, the entire building is required to comply with 521 CMR (521 CMR Section 3.3.2). There is no exempt work, i.e. the entire project costs apply to determining the 30% criteria. The cost of all work performed on a building in any 36 month period must be added together in determining the applicability of 521 CMR (521 CMR Section 3.5). The full and fair cash value of the existing building is determined by using the 100% equalized assessed value of the building on record
with the city assessor’s office. Based on the Town of Yarmouth’s Assessor’s database the assessed value of the building is $587,400. The Massachusetts Department of
Revenue’s website indicates the assessment ratio for Yarmouth is 0.91 and therefore the 100% equalized assessed value is $645,494.50 and full compliance with 521
CMR is required if the cost of renovations exceeds $193,648. Since the cost of the proposed work is estimated to be $436,118, full compliance with 521 CMR will be required. All areas open to patients are required to comply; however employee-only areas are not subject to compliance with 521 CMR (521 CMR 13.1).
