CONGRATULATIONS! We do usually ask for a winter flounder TOY (1/15-5/31) for boat ramp construction projects. No I will not ask for a TOY for uninstall and install three pilings. A silt boom around the work should be sufficient enough to keep flounder at bay... so to say. However, noise can sometimes effect a fish run of which Bass River has one. The installation of ≥12-inch-diameter piles or any size steel piles in tidal waters, or all piles in the aforementioned river segments, must use a soft start each day of pile driving, building up power slowly from a low energy start-up over a period of 20-40 minutes to provide adequate time for fish and marine mammals to leave the vicinity. The buildup of power should occur in uniform stages to provide a constant increase in output. I hope this advice helps. Work consists of the removal and replacement of 3 wood piles. The existing piles are badly chafed due to the rubbing of the floats on the piles due to wave action. I have filed an RDA with the Yarmouth Conservation Commission earlier today. In the RDA, I have stated that the removal and installation pile must be surrounded with a floating siltation boom/curtain. Typically, DMF there is a toy for our boat ramp construction projects (Jan.+/- to June+/-) for the protection of winter flounder. Given the limited amount of work, the fact that the work is taking place within an actively used boat ramp and the requirement for the sedimentation protections, will DMF want a TOY for this project? We would like to perform the work this spring, before the start of the summer boating season. Hope all is well. Regards, Douglas H.
