PROTECT NARRATIVE NA -1
The area subject to this Notice of intent is land near the southern -facing shore of Great
Island in West Yarmouth. The property is residential with a cottage a close distance from
the Coastal Bank. The immediate coast is a mix of glacial soil and stone deposits with a
sandy rock-strewn Coastal Beach_ Some of the stone rubble on the beach was brought in
many decades ago as an erosion prevention effort. Low concrete remnant walls also
provide a stabilizing function for the immediate coastal beach area. The Coastal Bank is
subjected to the FEMA — mapped VE flood zone to elev. = 15
The upland buffer zone stemming from the Coastal Bank is vegetated along the
immediate bank top with various naturally occurring shrubs, grasses and trees. The
Coastal Bank slope is well vegetated and stable.
The proposed activity has two components:
• Repairs and a bench seat addition to the existing beach access staircase.
• Addition to an existing patio surface with a surrounding posted pergola on the
patio edge. The patio area is indicated on the plan.
Stair - An existing open frame staircase provides foot traffic from the cottage to the
beach_ The stair is in need of spot repairs and during this work effort the applicants seeks
to add two bench seats along a segment of the horizontal landing where indicated. The
two benches would be cantilevered, integrated into the frame and not cause for additional
ground alteration. The location of the bench is where the landing has good elevation
above the grade so shading is not a concern. The existing stair gives indications that the
facility has caused no adverse impacts upon the Coastal Bank and it is inferred from the
observations of the facility that the proposed work will similarly not result in adverse
impact to the bank stability.
The construction effort involves hand work methods to dig and refill post holes, hand
carpentry methods for crafting and attaching the various framing pieces, railing
components and treads. Materials will be hand- carried. All debris and other unused
material shall be taken out of the buffer on a daily basis.
Patio — Proposed addition to the patio surface is also a handwork approach in an effort to
minimize impact. The existing lawn would be removed with a uniform shaping for patio
granular base. The base will be compacted and the patio surface stones placed.
Following that a simple treatment of polymeric sand will be swept into the seams.
A simple open frame pergola is proposed to be over the patio surface. The pergola will
be post supported with anchored corner posts, set to be fixed into place atop a hand dug
10 -inch diameter inground post.
It is acknowledged by the Applicant that the patio proposal is close to, within 10 ft. of,
the top of the coastal bank. The building location was established long ago and is a
unique setting. The existing patio drains in part to a crushed stone drip line drain along
the edge of the existing building and the added surface will do likewise so there will be
no adverse runoff effects. The project purpose relates to ongoing activity of small group
gatherings with potential to upset the lawn ground near the cottage. This potential
disruption from on-going use on the ground may be avoided by use of the added patio
surface in such close proximity to the existing cottage where folks naturally congregate
for the view. The patio change adds 143 s.f to the surface and with care taken to do the
work with hand tools and pitch the surface to the drain, the patio surface will allow
people to continue with use of the area without wearing out the grass from chairs and
routine foot traffic. Opportunities exist for mitigation planting activity in locations near
the patio. Shrub additions are best at this location as trees have exposure difficulty.
