The proposed Project will involve the development of a Seasons Corner Market which includes a convenience store, a coffee shop with drive-thru, and a 12-position fueling facility. A traffic impact and access study dated June 18, 2019, was prepared by VHB to assess the potential traffic impacts associated with the Project. The current site plan for the Project includes two full access unsignalized driveways along Station Avenue. The northern driveway would be located directly across from the Stop and Shop driveway on Station Avenue forming a four -legged unsignalized intersection and the southern driveway would form a three-legged unsignalized intersection with Station Avenue. Based on feedback from the community and review by the Cape Cod Commission, VHB has examined several alternative access plans for the Site. The following four alternative access plans were analyzed based on traffic operations: • Alternative 1 — Signalized Northern Driveway • Alternative 2 — Right-In/Right-Out • Alternative 3 -- North Driveway Enter Only, South Driveway Exit Only • Alternative 4 — North Driveway Shifted North and Right-In/Right-Out A summary of each alternative is provided below as well capacity analysis summaries for each alternative. Based on the results of the capacity analyses and the ideal design for safety and site access and flow, VHB recommends Alternative 4 as the optimal access alternative. Access Alternatives Alternative 1 Alternative 1 includes the installation of a traffic signal at the northern site driveway and Stop and Shop driveway intersection with Station Avenue. It was assumed that the traffic signal would be coordinated with the intersection of Station Avenue at Whites Path and that the northbound and southbound approaches on Station Avenue would consist of an exclusive left -turn lane and a shared through/right-turn lane while the eastbound and westbound driveway approaches would consist on one general purpose lane. The northern site driveway would be located directly across from the Stop and Shop driveway in this alternative. Alternative 2 Alternative 2 would make both driveways limited access by prohibiting certain movements. The northern site driveway would prohibit left -turns out of the site onto Station Avenue and the southern site driveway would be right- in/right-out only. All northbound vehicles turning left into the site would use the northern site driveway and no vehicles would be allowed to turn left out of the site onto Station Avenue from either driveway. The northern site driveway would be located directly across from the Stop and Shop driveway in this alternative. Alternative 3 Alternative 3 would have the northern site driveway one-way entering the site and the southern site driveway one-way exiting the site, thereby having all entering traffic use the northern driveway and all exiting traffic use the southern site driveway. The northern site driveway would have one receiving lane while the southern site driveway would have two departing lanes, one left -turn lane and one right -turn lane. The northern site driveway would be located directly across from the Stop and Shop driveway in this alternative. Alternative 4 Alternative 4 shifts the northern site driveway to the northeast corner of the site and would no longer intersect Station Avenue directly across from the Stop and Shop driveway. The northern site driveway would be limited access (right- in/right-out only) while the southern site driveway would be full access and would allow all turning movements. Under this scenario all northbound vehicles turning left into the site and all vehicles turning left to exit the site would use the southern site driveway. Shifting the northern site driveway to the north allows for the driveway to be located at the edge of the site and allows for a better flow of traffic within the site, as the current configuration of the northern site driveway has vehicles entering the site directly in front of the fuel pump canopy. Traffic Operations Analysis To assess quality of flow, intersection capacity analyses were conducted with respect to the four access alternatives under the 2026 Build year. Capacity analyses provide an indication of how well the roadway facilities serve the traffic demands placed upon them. Roadway operating conditions are classified by calculated levels -of -service. The evaluation criteria used to analyze area intersections and roadways in this traffic study are based on the Synchro results (percentile -delay method) for signalized intersections and 2010 Highway Capacity Manual (HCM) for unsignalized intersections. Level -of -service (LOS) is the term used to denote the different operating conditions that occur on a given roadway segment under various traffic volume loads. It is a qualitative measure that considers a number of factors including roadway geometry (i.e. two -way -left -turn lanes), speed, travel delay, freedom to maneuver, and safety. Level -of -service provides an index to operational qualities of a roadway segment or an intersection. Level -of -service designations range from A to F, with LOS A representing the best operating conditions and LOS F representing congested operating conditions. Levels -of -service analyses were conducted for the 2026 Build conditions for the site driveways during the weekday morning, weekday evening, and Saturday midday peak hours. In addition, capacity analyses for the 2019 Existing conditions, 2026 No Build Conditions, and the 2026 Build Conditions (assuming two full access driveways) were conducted for the June 18, 2019 traffic impact and access memorandum. The 95th-percentile queues on Station Avenue would reach up to 1S80 feet in the northbound direction and 1460 feet in the southbound direction during the weekday evening peak hour, which would extend past the existing signalized intersections north and south of the site at Whites Path and Old Town House Road, respectively. Under Alternative 2 the northern site driveway would operate between LOS C and E with queues extending up to 60 feet and the southern site driveway would operate between LOS D and F with queues extending up to 70 feet. While operations at the site driveways are manageable under this alternative, all vehicles exiting the site would be forced to turn right and would not be able to access Station Avenue northbound. Under Alternative 3 the left -turn lane at the southern site driveway would operate at LOS F under all analysis periods while the right -turn lane at the southern site driveway would operate between LOS C and F. Queues would extend up to 130 feet at the southern site driveway. Under Alternative 4 the right-in/right-out northern site driveway would operate between LOS C and E while the full access southern site driveway would operate at LOS F under all analysis periods. Queues would extend up to 20 feet at the northern site driveway and up to 390 feet at the southern site driveway. Conclusion VHB has conducted an analysis of several different alternative access configurations at the proposed Seasons Corner Market on Station Avenue in Yarmouth, Massachusetts. As demonstrated above, signalization of the northern driveway/Stop and Shop Driveway is likely to have significant negative effect on queues along Station Avenue and therefore does not appear to be a good option for further consideration. Alternative 2 would limit movements into and out of the site (right-in/right-out) impeding potential access to the site from Station Avenue northbound, and from the site to Station Avenue northbound. This is less than ideal, and motorists are likely to find another place to change direction, so this alternative is not recommended. Alternatives 3 and 4 both have positive attributes as compared to Alternatives 1 and 2. Based on the results of the analyses, VHB recommends that Alternative 4 should be considered the optimal access alternative. Alternative 4 would shift the northern site driveway to the north not directly aligned with the Stop and Shop driveway and it would become limited access, right-in/right-out, while the southern site driveway would remain a full access driveway. Shifting the northern site driveway to the north allows for the driveway to be located at the edge of the site and allows for a better flow of traffic within the site, as the current configuration of the northern site driveway has vehicles entering the site directly in front of the fuel pump canopy. While the analysis results show queues of up to 390 feet on the southern site driveway departing the site under Alternative 4, it should be noted that it is well understood drivers accept gaps below that recognized in the Highway Capacity Manual, therefore the results of the analysis should be considered conservative.
