Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section. 1.2 SUMMARY A. Section includes general requirements for quality assurance during construction. B. Related Requirements: 1. Divisions 02 thru 33 Sections for specific quality assurance requirements. 1.3 GENERAL A. Massachusetts State Building Code 9th Edition: Comply with 780 CMR 17.00 Quality Assurance During Construction. Without limitation, 780 CMR 17.00 includes: 1. Section 1701.2 Purpose. The purpose of the quality assurance requirements in 780 CMR 17.00 is to provide assurance to the responsible registered design professional(s) (RDP(s)), Owner, and authority having jurisdiction (AHJ) that materials, fabrication and construction regulated by 780 CMR 17.00 comply with the design as delineated in the Construction Documents. 2. Section 1701.6 Responsibilities of the Contractor. Contractor shall provide a quality control program for the construction regulated under 780 CMR 17.00. Quality assurance and its implementation does not relieve Contractor of responsibilities for quality control of construction, for compliance with project Construction Documents, nor for any design for which Contractor is responsible. 1.4 CONTRACTOR'S RESPONSIBILITY, GENERAL A. Comply with requirements of Section 01 4000 “Quality Requirements” including "Tests and Inspections." B. Quality Control Program: Provide a written Quality Control Program for the Work of the Contract. C. Written Reports: For inspections and tests assigned to Contractor, provide written Inspection and Test Reports including, without limitation: 1. Agency performing inspections and tests, including contact information. 2. Persons performing and supervising inspections and tests, including contact information. 3. Date of inspection and test. 4. Subject of inspection and test. 5. Inspection and test locations. 6. Inspection and test protocols and procedures. Inspections and test results including copies of data and notes. 8. Testing agency's written judgment that work does or does not comply with Contract requirements. 9. Coordinate with Architect’s exterior envelope consultants, who are performing window, curtian wall, and air barrier testing. 1.5 QUALITY ASSURANCE REQUIREMENTS FOR STRUCTURAL CONSTRUCTION A. Comply with "Structural Tests and Inspections" documents authored and issued by the Project Structural Engineer of Record. B. Responsibility: As specified in "Structural Tests and Inspections" documents. C. Scope: Without limitation, quality assurance requirements of "Structural Tests and Inspections" govern: 1. "In situ" bearing strata for footings. 2. Controlled structural fill. 3. Foundations, including piles and piers. 4. Cast-in-place concrete construction. 5. Masonry construction. 6. Structural steel construction. 7. Light-gage metal framing construction. 8. Post-installed anchors into structural concrete. 1.6 QUALITY ASSURANCE REQUIREMENTS FOR ENGINEERING BY CONTRACTOR A. Responsibility: General Contractor. B. Comply with requirements of Section 01 4400 “Engineering By Contractor.” C. The Professional Engineer employed by Contractor shall be the "Structural Engineer of Record" for assemblies engineered by Contractor. D. The Professional Engineer employed by Contractor shall be the "Registered Design Professional (RDP)" for all work engineered by Contractor. E. In its role as "Registered Design Professional (RDP)," the Professional Engineer employed by Contractor shall "shall determine the frequency and extent of the applicable tests, inspections, and observations required in 780 CMR 17.00." (quoted text from 780 CMR 1701.3). 1.7 QUALITY ASSURANCE REQUIREMENTS FOR CURTAIN WALLS, MASONRY VENEERS A. Responsibility: General Contractor. B. Required Inspections and Tests: 1. Relieving Angles and Lintels: Inspect and certify work is installed in compliance with Contract Documents and approved submittals. 2. Masonry Veneer Ties and Anchors to Back Up Structure: Inspect and certify work is installed in compliance with Contract Documents and approved submittals. C. Visual Inspection: Visually inspect 100 percent of work. 2. Masonry Tie/Anchor Fasteners: Torque test 2 percent of installed fasteners to confirm installed fasteners meet Contract requirements. Restore waterproofing sealant on head of tested fasteners. 1.8 QUALITY ASSURANCE REQUIREMENTS FOR CURTAIN WALLS, NON-MASONRY WALL VENEERS AND PANELS A. Responsibility: General Contractor. B. Required Inspections and Tests: Inspect and verify work is installed in compliance with Contract Documents and approved submittals. C. Frequency of Inspection and Tests: 1. Visual Inspection: Visually inspect 100 percent of work. 2. Fasteners: Torque test 2 percent of installed fasteners to confirm installed fasteners meet Contract requirements. Restore waterproofing sealant on head of tested fasteners. 1.9 QUALITY ASSURANCE REQUIREMENTS FOR SPRAYED FIRE RESISTIVE MATERIALS A. Responsibility: General Contractor. B. Required Inspections and Tests: See Section 07 8100 “Applied Fireproofing.” 1.10 QUALITY ASSURANCE REQUIREMENTS FOR SMOKE CONTROL SYSTEMS A. Responsibility: General Contractor. B. Special Qualifications: Comply with 780 CMR 1706.2, “Qualifications. Testing and inspection agents for smoke control systems shall have expertise in fire protection engineering and mechanical engineering and shall be certified as air balancers.” C. Required Inspections and Tests: Comply with 780 CMR 1706.1, “Scope. Tests and inspection of smoke control systems shall be performed during erection and prior to concealment of ductwork for the purposes of identifying leakage and recording of the actuating device locations. Prior to occupancy and after substantial completion, pressure difference testing, flow measurements and detection and control verification shall be performed.” D. Frequency of Inspection and Tests: 1. Tests for Leakage: 100 percent of the smoke control system ductwork. 2. Recording of Actuating Device Locations: Show 100 percent of devices on "Record Drawings.” 3. Pressure Difference Testing, Flow Measurements, and Detection and Control Verification: 100 percent of the smoke control system. 1.11 QUALITY ASSURANCE REQUIREMENTS FOR STAIRS AND RAILINGS A. Stair and railing assemblies are required to be engineered by Contractor. Comply with "Quality Assurance Requirements for Engineering by Contractor" specified above in this section. 1.12 QUALITY ASSURANCE REQUIREMENTS FOR NON STRUCTURAL ASSEMBLIES A. Responsibility: General Contractor. B. Required Inspections and Tests: Comply with 780 CMR 1701.1 "Quality assurance programs shall be (established) for seismic load resisting connections, supports, and anchorages of the non- structural components, assemblies, and equipment listed below, where such seismic load resisting connections, supports, and anchorages are required elsewhere in 780 CMR: 1. HVAC ductwork containing hazardous materials. 2. Piping systems and mechanical units containing flammable, combustible, or highly toxic chemicals. 3. Electrical equipment used for emergency or standby power systems. 4. Suspended ceiling systems, interior partitions, and access floors. 5. Steel storage racks. 6. Other mechanical and electrical equipment in buildings in Seismic Performance Category D." C. Frequency of Inspection and Tests: 1. HVAC Ductwork Containing Hazardous Materials: a. Visually inspect 100 percent of work. b. Provide additional inspections and tests specified in Division 23 Heating, Ventilating, and Air Conditioning. 2. Piping Systems And Mechanical Units Containing Flammable, Combustible, or Highly Toxic Chemicals: a. Visually inspect 100 percent of work. b. Provide additional inspections and tests specified in Division 22 Plumbing. 3. Electrical Equipment Used For Emergency or Standby Power Systems: a. Visually inspect 100 percent of work. b. Provide additional inspections and tests specified in Division 26 Electrical. 4. Suspended Ceiling Systems: a. Visually inspect 100 percent of work. b. Mechanically test 2 percent of ceiling hanger anchor to building structure connectors. c. Mechanically test 2 percent of ceiling hanger to ceiling hanger anchor connections. d. Mechanically test 2 percent of ceiling to ceiling hanger connections. e. Mechanically test 2 percent of ceiling member to ceiling member connections. 5. Interior Partitions: a. Visually inspect 100 percent of work. b. Mechanically test 2 percent of partition top track to building structure connections. c. Mechanically test 2 percent of partition bottom track to building structure connections. d. Mechanically test 2 percent of partition stud to partition top and bottom track connections. e. Mechanically test 2 percent of partition bridging to partition stud connections.
