1.4 DESCRIPTION OF WORK
A. The Installation Contractors, the factory authorized representatives and the independent
testing agency shall be responsible for participation in the commissioning process as
outlined in this specification, Division 07 Sections, Division 08 Sections, and Section 019113. “General Commissioning Requirements” and as directed and overseen by the
Commissioning Authority (CxA). independent testing agency shall be responsible for

PART 2 - PRODUCTS
2.1 DOCUMENATION
A. The Installation Contractor shall provide, wherever the Contract Documents require,
systems checks and testing, test reports, factory test data and reports, checklists,
operational verifications and demonstration, or other similar language, written testing
procedures and documentation of tests, whether specified or not in the commissioning
sections.
B. General Contractor shall provide identification of installed systems, assemblies,
equipment, and components including design changes that occurred during the
construction phase.
C. General Contractor shall process and schedule for completing construction checklist facility
shall components to be verified and tested.
D. Facility Shell Independent Testing Agency shall provide completed ASTM test reports after
all tests have been completed.
PART 3 - EXECUTION
3.1 RESPONSIBILITY
A. Team Members: The members of the commissioning team consist of the CxA, the OPM,
and assigned members of the GC, A/E (particularly the mechanical, plumbing, and
electrical engineer), the mechanical contractor, electrical contractor, controls contractor,
any other installing subcontractors or suppliers of equipment. Owner’s building or plant
operator/ engineer is also a member of the commissioning team.
B. General Management Plan: In general, the CxA coordinates the commissioning activities and reports to the GC and communicates with the OPM. The CxA’s responsibilities, along
with all other contractors’ commissioning responsibilities are detailed in the specifications.
The Specifications will take precedence over the Cx Plan. The Specifications will not limit
the testing of all possible configurations and conditions that could be experienced in normal
and fault conditions. All members shall work together to fulfill their contracted
responsibilities and meet the objectives of the Contract Documents.

C. Prior to any construction activity, Installation Contractor shall provide approved submittals
and shop drawings for facility shell components to be commissioned. Electronic files are
acceptable.
D. General Contractor has the responsibility to ensure the following are available as needed
during the performance of this procedure:
1. Hold construction phase startup meetings as required.
2. Hold construction phase controls coordination meetings as required.
3. Provide information requested by the CxA for final commissioning documentation as
required.
E. General Contractor has the responsibility to ensure that all parties are aware of their
individual responsibilities as they pertain to this procedures.
F. General Contractor has the responsibility to ensure that all commissioning prerequisites
are met before the commencement of the commissioning procedure.
G. General Contractor has the responsibility to inform all applicable sub-contractors that there
will be no other work permitted in the spaces when commissioning is being performed.
Failure to adhere to this requirement can result in personnel injury or equipment damage.
3.2 CxA’s RESPONSIBILITY
A. Provide project-specific pre-functional checklists and testing for the building envelope
components to be furnished and installed as part of the construction contract and
commissioning equipment list.
B. Review Pre-functional Checklists execution by the site observation reports and
spotchecks.
C. Execute, coordinate, witness and assess the functional performance tests for each sub-
system and system as established.
D. Coordinate retesting as necessary until satisfactory performance is achieved.
E. Maintain a master deficiency and resolution log.
3.3 PRE-FUCNTIONAL CHECKLIST EXECUTION
A. The CxA will provide project-specific pre-functional checklists to General Contractor to be
distributed to the Installation Contractor and Vendor for execution.
B. The Installation Contractor and Vendor shall execute all pre-functional checklists per the
approved versions of these documents. All testing results shall be documented on the
completed pre-functional checklist forms.
C. The CxA will review pre-functional checklist execution by site observation and spot checks, balancing reports, approved shop drawings, open RFIs and manufacturers’ startup sheets
and comment on the readiness for functional performance testing.

3.4 FACILITY SHELL TESTING
A. Facility Shell independent testing agency shall provide copies of reports, sample forms,
checklists, and certificates to the CxA prior to the performance of spec requirements
testing.
B. Facility Shell independent testing agency shall provide technicians, instrumentation, and
tools to perform ASTM testing to be witnessed by the CxA.
C. Facility Shell independent testing agency will perform facility shell testing per spec
requirements witnessed by the CxA.
D. Roofing Systems independent testing agency will perform Roofing Field Uplift Testing per
ASTM witnessed by the CxA
E. The CxA will perform infrared scanning of the building envelope near project substantial
completion.
3.5 DEFERRED TESTING
A. The CxA will plan, organize, schedule and coordinate required seasonal or deferred testing
and issue resolution verification through the OPM.
