GENERAL 1.01 FILED SUB-BID REQUIREMENTS A. Filed Sub-Sub-Bid Requiring a Paragraph “E” LISTING on the FORM FOR SUB-BID required per M.G.L. Chapter 149 Section 44A to 44L, as amended to date. The Electrical Subcontractor shall be responsible for all related building preparation and coordination, see specification for additional Paragraph “E” Listing requirements of the Listed Systems Security Subcontractor, and coordination of responsibilities. B. This applies to all 28 0000 Sections (28 0000 ELECTRONIC SECURITY SYSTEMS GENERAL, 28 1000 ELECTRONIC ACCESS CONTROL SYSTEM, 28 1100 INTRUSION DETECTION SYSTEM, 28 1200 INTERCOM AND EMERGENCY PHONE SYSTEM, 28 2000 ELECTRONIC VIDEO MANAGEMENT SYSTEM and 28 4000 ELECTRONIC SECURITY SYSTEMS TESTING TRAINING CLOSE-OUT AND WARRANTY) C. Section 28 0000 INTEGRATED ELECTRONIC SECURITY SYSTEM shall be a Filed Sub-Sub Bid of Section 26 0000 ELECTRICAL, requiring a Paragraph “E” Listing on the FORM FOR SUB-BID. D. This Section shall be provided by a qualified and licensed Systems Security Subcontractor certified as an Enterprise Level System Integrator in those platforms being provided as part of this contract. Certification in one platform does not relieve the responsibility of certification in all integrated platforms. All personnel associated with the Electronic Security Systems programming of hardware and software are required to have highest credential during the project. No technicians not meeting this requirement to work on the system during the project, or while under warranty, as part of this contract. E. The Security Subcontractor shall be current in their DCAMM Certified by the state of Massachusetts Division of Capital Asset Management and Maintenance, with all current required update statements, in the category of: ALARM SYSTEMS. F. The Security Subcontractor shall provide evidence of all required licensing at equipment submittals. G. The Security Subcontractor shall have and maintain an Electrical S-License, and have all certified Electrical licenses required to perform this work. H. A single Security Subcontractor shall provide all systems and sub systems in the Division 28 Specification sections. 1.02 RELATED WORK AND DOCUMENTS A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section. B. Unless otherwise indicated, the following work is not included as part of the Security Subcontractor’s responsibilities in this Section, except for coordination, and is to be performed by others as indicated: Dennis Yarmouth Intermediate Middle School January 19, 2021 Dennis Yarmouth Regional School District 100% Construction Documents Perkins Eastman DPC, project #71011 28 0000 Electronic Security Systems General 2 of 32 1. Surface mounted metal raceway shall be provided by Electrical Subcontractor. 2. An empty conduit system to accessible point above ceiling or below floor shall be provided by Electrical Subcontractor. 3. Floor boxes and poke through devices shall be provided by Electrical Subcontractor. 4. Standard device boxes with plaster rings for Integrated Electronic Security System shall be provided by Electrical Subcontractor. 5. Interface with public utilities telephone service shall be arranged by the owner’s service provider, and coordinated with this systems integrator. 6. Hardware: Section 08 7100 – Door Hardware 7. The installation, operating cost and maintenance of the controlled environmental conditions, for equipment located on site, as required by the manufacturer, NFPA 70B, or as specified in these specifications shall be the responsibility of the General Contractor. 8. All required sleeves, J-Hooks, boxes and conduits for a complete and operational system shall be provided by the Electrical Contractor. 9. Section 01 9113 – Commissioning General Requirements and Section 28 0000 – Commissioning of Electronic Security Systems, 3.11 COMMISSIONING. 10. Work shall be carried on under usual construction conditions, in conjunction with other contractors. Security Subcontractor shall cooperate as not to impede construction project schedule. 1.03 CONFIDENTIALITY A. The work included in the Section 28 0000 “ELECTRONIC SECURITY SYSTEMS”, and its sub- sections, is CONFIDENTIAL. All documents and supplementary materials regarding this portion of the project must remain secure and protected at all times. This work is critical to the safety and security of the owner’s facility. These materials will not be distributed to any third party without prior written approval of the Security Consultant, Pamela Perini, PSP, Pamela Perini Consulting. 1.04 CYBERSECURITY A. The work included in Section 28 0000 “ELECTRONIC SECURITY SYSTEMS” is largely IP Based work on Network Architecture. The Contract shall take every measure as not to expose this network, or ether associated networks to Cyberbreaches. The Security Subcontractor shall not work with, or leave, open ports in any area of the system while installing or setting up, programming, testing, commissioning or closing out Section 28 0000 “ELECTRONIC SECURITY SYSTEMS” in the Specification. B. The Security Subcontractor shall be responsible for programming the systems included in the construction documents shall ensure that the following minimum hardening techniques are performed: 1. Activate all autolocking functions and time-out functions for all hardware that accesses the Electronic Security Systems. 2. Enforce all strong password policies as requested by the Owners IT Department that include length and complexity. 3. Restrict all server administrative functions to local connectivity only. No remote programming allowed. 4. Change all default passwords to Owner’s IT Department requested password nomenclature. C. The Security Subcontractor shall provide all user names and passwords, for record, to the Security Consultant. Any and all log-on credentials that will be utilized during the project and for any warranty work shall be recorded. BIM: Building Information Modeling. B. RFI: Request for Information. Request from Owner, General Contractor, Architect, or Contractor seeking information required by or clarifications of the Contract Documents. C. ACS: Access Control System D. IDS: Intrusion Detection System E. ICS: Intercom System F. EPS: Emergency Phone System G. VMS: Video Management System H. ESS: Electronic Security System I. Credential: Data assigned to an entity and used to identify that entity J. Additional Terms: 1. "Furnish" - Purchase and deliver to the project site complete with every necessary appurtenance and support, all as part of the Work. Purchasing shall include payment of all sales taxes and other surcharges as may be· required to assure that purchased items are free of all liens, claims, or encumbrances. 2. "Install" - Unload at the delivery point at the site and perform every operation necessary to establish secure mounting and correct operation at the proper location in the project, all as part of the Work. 3. "New" - Manufactured within the past year and never before used. Not augmented by the Security Subcontractor post receipt. 4. “Provide”: As used herein shall mean furnish, install, commission (if not under contract of a commissioning agent), test, close out and warranty complete. 5. “Infrastructure”: As used herein shall mean cable, conduit, and raceway with all required boxes, fittings, connectors, and accessories; completely installed. 1.06 GENERAL DESCRIPTION A. The work in this section is critical to the security of this facility, its occupants, its workers and its visitors. All documents and informational materials shall be confidential and shall be treated as highly sensitive information. The enclosed information is not for public disclosure or distribution, and may only be utilized for its intended purpose. B. All major system products in the specified systems shall be standard Commercial off the shelf (COTS) components that have been factory built and tested, and assessed and approved by factory quality control and quality assurance testing. Custom built components are not allowed unless the components have been factory custom built and been thru factory testing for the exact functions it is specified for. C. This Specification Section covers general requirements for the furnishing, installation, programming, integration, commissioning, testing and warranty of a complete electronic security system, as well as the establishment of other related systems functions at the new Dennis-Yarmouth Intermediate Middle Dennis Yarmouth Intermediate Middle School January 19, 2021 Dennis Yarmouth Regional School District 100% Construction Documents Perkins Eastman DPC, project #71011 28 0000 Electronic Security Systems General 4 of 32 School project. Included in this contract is the provision, installation and connection of all cabling, fiber, media conversion modules, wire and all rack equipment for all specified systems. The current Security System Platform utilized by the School District is Genetec version 5.7. The New School shall be an additional site that shall utilize the Genetec Software OR EQUAL. D. The Electronic Security System for the Dennis-Yarmouth Intermediate School shall function as new site. The Dennis-Yarmouth Intermediate School Electronic Security Systems will function as an independent standalone system. E. All Security System Equipment identified by the Owner shall be on emergency circuitry. The Security Subcontractor shall provide UPS and PDU’s as required for all security equipment in this contract. F. Servers/Archives shall have a five (5) year warranty with next Business Day hard drive replacement. Owner shall retain failed hard drives for chain of custody legal purposes. G. All servers, archivers and workstations provided in this contract shall have complete single manufacturer following a single QC and QA test format referenced component builds, down to the component level for all servers, archivers and workstations. H. All workstations to be standard form factor, no small form factor allowed in this contract. All workstations to include Standard Size Desktop, a 27-inch monitor, mouse and keyboard. I. All Workstation locations for the Dennis-Yarmouth Intermediate Middle School shall include a second 30” Monitor wall mounted, and adjustable via swivel and tilt. Coordinate with General Contractor for any blocking requirements for wall or ceiling as required. This project and contract shall include Eight (8) Workstations to be distributed as follows; 1. Two (2) in the Principals Offices, 2. Three (3) in the Assistant Principals Offices, 3. One (1) in the School Resource Officers Office, 4. Two (2) at both the Administrator Front Desks. The Administrator Front Desk Wall Monitors may be ceiling mounted on a swivel pole if required. J. The Access Control System, Video Management System, Intrusion Detection System, Video Intercom and Intercom System, Duress/Panic System, Visitor Management System, all special school conditions functions for Lockdown, Shelter-in-place or the like, with the associated visual and audible functions and all functions shall be; 1. Non-proprietary system field device components that are readily available by multiple vendors. 2. Software only if identified in the contract documents. Proprietary hardware is not a requirement of this contract, software only if specified and equal. 3. Shall be and have an open architecture whereby they shall function together with other manufacturers devices. 4. Shall be on the market and installed in other K-12 School District projects of like scope, size and complexity for no less than 5 years. 5. Shall be on the market and in business for no less than 5 years of manufacturing their specific Security product. Acquisitions with combined years in business are not applicable, and third- party integrated products shall meet the same market and installed requirements of the base system, including like scope, size and complexity of K-12 School projects. 6. No new integrations or SDKs shall be allowed with the project base system, that have not been on the market, installed and tested for less than 5 years and fully assessed for quality assurance and function. K. Furnish, install and program Electric Access Control System (ACS) software and hardware, and program system to Owners specification as directed by the Owner or their representation. The system to include but not be limited to hardware devices, mounting brackets, power supplies, panels and Dennis Yarmouth Intermediate Middle School January 19, 2021 Dennis Yarmouth Regional School District 100% Construction Documents Perkins Eastman DPC, project #71011 28 0000 Electronic Security Systems General 5 of 32 enclosures, card readers, field devices, door contacts, REX devices, servers, monitors, work stations, POE switches, patch panels, equipment cabinets, controls, consoles, wire, fiber and cable, and other components of the system as shown and specified in the contract documents. 1. Electronic Access Control field devices, card readers, door contacts, request to exit devices, power supplies, panels, enclosures, communications, servers, archivers and batteries, etc. shall be agnostic and utilized by any Electronic Access Control System. No proprietary hardware equipment shall be allowed. 2. The new Dennis-Yarmouth Intermediate Middle School shall also have a new Raptor Visitor Management System to track all visitors in the School. L. Furnish, install and program Video Management System (VMS) management software and hardware, program system to Owners specification as directed by the Security Consultant and Owner. The system to include but not be limited to hardware devices, mounting brackets, power supplies, media converters, video servers, POE switches, POE boosters or mid spans, Network Video Recorders (NVR), cameras, and equipment enclosures, cabinets and racks, and PDUs as shown and specified in the contract documents. 1. Video Management System field devices, cameras, mounting brackets, sunshields, special lenses, media converters or boosters, housings, IR Illuminators, POE Switches, servers, archivers and recording equipment, and racks, etc. shall be agnostic and utilized by any Video Management Systems. No proprietary hardware equipment shall be allowed. M. Furnish, install and program Intrusion Detection System (IDS) management software and hardware, program system to Owners specification as directed by the Owner or their representation. The system to include but not be limited to hardware devices, mounting brackets, power supplies, field sensors and collectors, field sensors power supplies as needed, keypads, transmitter panel, coordination of phone line for third-party outside communications, panic buttons and devices, and other devices as shown and specified in the contract documents. Coordinate with Telecomm for required phone line to call and report alarms to a Central Station and report programmed activity as directed by the Security Consultant and Owner. 1. Intrusion Detection System field devices, keypads, panels, enclosures, input/output modules, power supplies, motion detectors, mounting brackets, sensors, under desk panic buttons, hallway panic buttons with bopper stopper covers, etc. shall be agnostic and utilized by any Intrusion Detection System. No proprietary hardware equipment shall be allowed. N. Furnish, install and program Intercom and Video Intercom Systems (I/VI CS) management software and hardware, and program system to Owners specification as directed by the Owner or their representative. The system to include hardware devices, power supplies, door release buttons, door release relays, local power supplies, door stations, master stations, sub-master stations, Video Management System interface module for recording of Video Intercom video, integration with ADA Door Operators, mounting brackets, switches, rack ears, equipment cabinets, controls, consoles and other components of the system as shown and specified in the contract documents. O. Provide special programming for School incident conditions as specified and described in the contract documents, and as described by the Owner or the Owners representation that will include integration with school PA/notification system, school Access Control System and various audible and/or visual triggers. School incident conditions may include but are not limited to Lock Down, Shelter-in-place, Evacuate and the like. School incident system components may include other specification section components that are utilized for incident notification. Field Devices may include Duress/Panic Buttons, bopper stopper covers, keypads, under desk buttons and devices and other ancillary and miscellaneous notification devices. P. All programming shall be coordinated with Dennis-Yarmouth School Departments IT department for Cybersecurity requirements. No field devices or system component with ports, open ports or connections to the VLAN shall be left with factory default passwords. All passwords in the field, at the Dennis Yarmouth Intermediate Middle School January 19, 2021 Dennis Yarmouth Regional School District 100% Construction Documents Perkins Eastman DPC, project #71011 28 0000 Electronic Security Systems General 6 of 32 head end and in all of the separate instances of the software of any and all systems in this project, shall be changed to the Owners IT Departments required nomenclature. Default passwords are unacceptable for all software and hardware on this project. Q. All programming shall be coordinated with Owner and Owners Rep for functional requirements. 1.07 MANUFACTURERS QUALIFICATIONS A. Systems provided in this contract shall be systems manufactured by a Manufacturer that: 1. Has been in this specific System component manufacturing for a minimum of seven (7) Years. 2. Does not OEM products only 3. Can provide local projects of like kind, scope, size and complexity. 4. Does not have any proprietary System parts. B. The Manufacturer shall, upon request, provide proof of certifications of the Security Subcontractor working on the project. The manufacturer shall further certify any additional technicians should the Security Subcontractor require additional certifications in order to complete the contract. 1.08 SYSTEMS, COMPONENTS AND SUB-SYSTEMS QUALIFICATIONS A. The Security Subcontractor and Manufacturer shall guarantee that all equipment furnished and installed on this project shall be new and without defect. All software patches shall be factory applied and installed. B. The Security Subcontractor and Manufacturer shall guarantee that all software versions utilized in this project shall be the newest version that has been on the market for a one-year period and shall have all patches included in the installation. For Physical and Cybersecurity purposes, no “X.0” versions are acceptable. C. The Security Subcontractor shall ensure that all doors receiving Electronic Access Control function devices have electrified locking hardware on the door, and that this is indicated on the DIV8 and DIV26 contract documents. The Security Subcontractor shall check for and identify DIV26 and DIV8 deficiencies for Access Control door function, and report to General Contractor or Electrical Subcontractor before Bid. D. The Security Subcontractor shall provide the following services for the project to complete the work in the contract documents: 1. Project Division Coordination (DIV8, DIV26, DIV27, etc.) and Verification, note additions, deletions, deficiencies or changes as needed 2. Project Management 3. Shop Drawings, Submittals and Engineering 4. Installation, Wiring and Connections 5. Power Circuitry and Extensions 6. Systems Installation, Integration and Incident Functions 7. Systems Start-up 8. Systems Testing, Commissioning and Training 9. Systems Close out and Close out Documentation 10. The Security Subcontractor shall identify any found conflicts within the contract documents and rectify the conflicts via the RFI Process. Local Municipal, County, State and Federal laws and ordinances 1.11 PRECEDENCE A. Should there be conflicts within the contract documents the more stringent shall take precedence. B. The Security Subcontractor shall review and comply with Division 26, Division 27, and other applicable sub-sections of the contract documents that will impact Division 28. C. The Security Subcontractor shall advise the Architect of any conflicts within the contract documents at time of bid. D. Architectural drawings shall have precedence over other drawings in regard to dimensions and location. The Security Subcontractor shall be experienced and certified with the specified Access Control, Video Management, Intrusion Detection and Video Intercom Systems, and have installed and serviced projects of similar size, scope and complexity. B. The Security Subcontractor shall hold ALL legally required licensing in the Commonwealth of Massachusetts to install and service the Electronic Security System and Low Voltage Systems, and all additional licensing and certifications for products and components contained within the contract documents. C. The Security Subcontractor shall have appropriate experience and certified technicians with technical knowledge of Network Architecture, Local and Wide Area Networks and topography, Routing and Switching, Power Over Ethernet technologies, NTP methodologies, syslog recording, Cybersecurity practices and procedures, and network certifications required to provide security systems and components on the School Network via Critical Infrastructure. Titles created by a Security Subcontractor do not constitute an actual certification or capability. D. The Security Subcontractor shall apply all appropriate cybersecurity best practices to ensure Electronic Security Systems security at head end hardware, at and within all systems software, with all hardware, and with all field devices. E. The Security Subcontractor shall have sufficient in-house warehouse space for storage of materials for warranty service locally, and within 75 miles of the project, to house spare parts as required for standard warranty and service of a project of similar size, scope and complexity. F. The Security Subcontractor shall be an established business in the Electronic Security Installation and Service Business that has been successfully installing and surveilling complex Security Systems for not less than 7 years. G. The Security Subcontractor shall have in-house Engineering capabilities for all submittals, drawings, calculations, storage calculations, power sizing and closeout documentation. H. The Security Subcontractor shall hold all Certifications required for programming of all software in the contract documents. Should secondary certification be required, i.e. mapping, remote access, Active Directory, etc., the Security Subcontractor shall hold such certifications before programming has begun. I. The Security Subcontractor shall provide a full document list of all full-time certified employees (no 1099’s) employed at the firm that are certified in the specific platforms to be installed in the contract. Proof of certifications will be required at equipment submittal. J. The Security Subcontractor shall perform ALL programming ON-SITE. No Security Subcontractor remote access allowed. 1.13 SUBMITTALS AND SHOP DRAWINGS A. The Qualified Security Integrator shall provide evidence to the Owner, the Architect and the Security Consultant of their ability to install and service the systems being provided in this contract. This evidence IS NOT to be sales-based status or on sales volume. The Security Vendor shall provide a letter of verification from the factory showing the number of Certified Technicians they currently employ full time at the office that will be installing and servicing the Systems in this contract. The Qualified Security Integrator shall provide: 1. A list of all Certified persons employed at the firm at the time of bid. 2. The platform they are certified in. 3. The type of certification and the level. 4. The Date of the certification and the expiration of the certification. C. The Security Subcontractor shall provide an overall system description including any analysis or calculations required to correctly and accurately size the equipment as needed per system. D. The Security Subcontractor shall prepare and submit a complete shop drawings submittal package in the latest compatible AutoCAD format. A complete shop drawings submittal package shall include drawings, equipment data sheets with highlighted components, component IP nomenclature schema and a testing plan example. E. The Security Subcontractor shall submit a single complete submittal package as partial submittals shall not be accepted. F. The Security Subcontractor shall provide Shop Drawings that shall be numbered contiguously and that shall include: 1. Title Sheet, project name, project number and any descriptions, submittal date and any revision history, name of the contract providing the systems and components. 2. Floor Plans that show field devices, accessories, head end and rack locations. 3. Component connection diagrams in a riser format. 4. Wall fields showing panels, power supplies, back board dimensions, cable trays, cable trough, conduit, power outlets and network jacks. 5. Single line diagrams showing interrelations of systems, and system components, as required in contract documents. 6. Equipment wiring diagrams showing every termination in the system that it is wired in and all wiring between systems. 7. Provide dimensions of all equipment to assess accuracy of space available. 8. Show details as necessary for connections outside of this division in order to provide accurate direction to the related Division. 9. All submittal Shop Drawings shall have their own independent numbering of other sections such as equipment submittals. a. Spreadsheets ARE NOT ALLOWED as a replacement of drawings and other required items. The vendor shall provide an additional live spreadsheet after the submittal process to use as a live document on the project. G. The Security Subcontractor shall provide Equipment submittals as data sheets to include: 1. A Title page with the project name, date and specifics of the project. 2. A complete equipment list table of contents broken down by system, and to include a miscellaneous section, and to list the manufacturer and exacting model number with all extensions. 3. A clearly identified data sheet showing exacting model number, and extension as necessary, in a format that easily identifiable and highlighted. 4. Exact part numbers for all equipment submitted. H. The Security Subcontractor shall provide a Systems Sample Test Plan to include: 1. A written document describing the testing procedures. 2. A sample repeated test plan of a project of similar size, scope and complexity. 3. Refer to section 3.12 for additional requirements. 1.15 OPERATION AND MAINTENANCE MANUALS, RECORD DOCUMENTS A. The Security Subcontractor submit the following labeled "Operating and Maintenance Manual" within thirty (30) days after final acceptance of the project installation (substantial completion does not constitute acceptance): 1. Record Drawings: Submit two (2) copies of revised versions of drawings as submitted in the Submittals showing all actual/final device locations, conduit routing, wiring and relationships as they were constructed. Include nomenclature showing as-built wire designations and colors. Drawings shall include room and door numbers coinciding with Owner numbering. Drawings shall be submitted in electronic editable AutoCAD files, in “.dwg” format, on CD/memory stick, and in paper as a single full-size set. 2. Operations/Maintenance Manuals and Binders: Submit two (2) paper copies of each of the following materials in bound manuals with labels and dividers, and two (2) electronic PDF copies on CD discs or memory stick, with labeled dividers: a. A final complete Bill of Material for each system including all field additions, deletions and changes. b. Equipment Instruction Manuals: Complete, project specific comprehensive instructions for the operation of devices and equipment provided as part of this work. c. Manufacturers Instruction Manuals: Specification sheets, brochures, Operation Manuals and service sheets published by the manufacturers of the components, devices and equipment provided. d. Include information for testing, repair, troubleshooting, assembly, disassembly and recommended maintenance intervals. e. Performance, Test and Adjustment Data: Comprehensive documentation of performance verification according to parameters specified herein. f. Warranties: Provide an executed copy of the Warranty Agreement and copies of all manufacturers’ Warranty Registration papers as described herein. B. The Security Subcontractor shall submit three (3) electronic copies in AutoCAD editable dwg format of the reviewed Record Drawings and three (3) copies of the reviewed Operating and Maintenance Manuals to the Owner, on CD, memory stick or agreed upon recording medium. C. The Security Subcontractor shall provide to the Owner one (1) copy of all user software, including required graphical maps, on manufacturers medium. D. Sufficient information clearly presented shall be included to determine compliance with drawings and specifications. 1.16 CLOSE OUT DOCUMENTATION A. Security Subcontractor Qualifications: 1. The Security Subcontractor shall hold and maintain a current S-license from the Commonwealth of Massachusetts Department of Public Safety at the time of Bid. 2. The Security Subcontractor may be required to pass a CORI test per Dennis-Yarmouth District standards. 3. All Technicians working on this project, whether installing components or programming systems, must obtain a Certificate of Clearance under the Security Subcontractor s-license prior to doing any work on this project. 4. The Work provided under this contract shall be the responsibility of a single Security Subcontractor. The single Security Subcontractor shall be in business for no less than 10 years, shall have experience in the provision, installation, programming, commissioning, testing, close out, training and warranty of projects of similar size, scope and complexity. 5. The Security Subcontractor shall maintain a fully staffed office with a service staff that is factory trained. 6. The Security Subcontractor shall have 24/7 Service with factory trained technicians. The Security Subcontractor is not allowed to send technicians who are not licensed, trained and certified on the Electronic Security Systems installed. 7. The Security Subcontractor shall be familiar with and abide by all federal codes and local codes. 1.18 WARRANTY A. The Security Subcontractor shall furnish and guarantee repair and warranty service for the complete Electronic Security Systems. The Security Subcontractor shall provide, as needed, factory trained on the specific platform, service technicians to diagnose and repair all functional deficiencies to the new system for a period of one (1) year after final acceptance. Substantial Completion will not constitute final acceptance and will not begin the warranty period. B. The Security Subcontractor shall provide the extended warranty of all components that are provided by the manufacturer. Year one (1) of warranty to include all labor and materials required for Electronic Security Systems repairs. C. The Server Hardware for the Video Management System and Access Control System, and any Workstations provided under this contract, shall have a 5-year warranty that provides for the Owner to retain the hard drives for evidentiary purposes. D. The Security Subcontractor shall place all licenses and warranty information in the Owner’s name not any Security Subcontractors name. E. The Security Subcontractor shall repair any system malfunction or installation deficiency discovered by the Owner or their representatives during the burn in, testing, full function and warranty period. The Security Subcontractor shall correct any installation deficiencies found against the contract drawings and specifications, or functional programming deficiencies, discovered by the Owner or their representatives during the warranty period. F. The project systems warranty shall cover all labor, materials, equipment, software, firmware and components related to this contract. G. The Warranty for this project includes all Regular Service, Emergency Service, and Call-Back Service, Labor and Repairs, Equipment and Materials and Programming as part of this contract. Response Time for service calls shall be: 1. Emergency service calls where system is not responding to staff directed commands through the computer systems shall be within 4 hours to the project site. 2. Normal service calls for device malfunctions shall be within 24 hours during normal working hours to the site. 3. Security Subcontractor shall stock parts in enough quantities such that repair, or replacement shall be guaranteed within minimum down time. Temporary replacements within this time period shall be acceptable, provided temporary replacements do not compromise system functionality. 4. Response begins after Owner phone call or email to the Security Subcontractor. I. The warranty begins at the time of issuance of the statement of "Final Acceptance of the Installation" by the Owner. J. The Warranty shall be delivered to and signed for by the Owner's representative whose primary responsibility is the operation and maintenance care of these systems. This shall be included in the close out documentation set. K. The Warranty service work may not be sub-contracted without specific written permission and approval by the Owner. L. The Owner retains the right to resolve unsatisfactory warranty service performance at any time by declaring the work unsatisfactory, stating specific areas of dissatisfaction in writing and replacing the Security Subcontractor during the warranty period. 1.19 COORDINATION DRAWINGS A. Prepare coordination drawings according to requirements in individual Sections, and additionally where installation is not completely indicated on Shop Drawings, where limited space availability necessitates coordination, or if coordination is required to facilitate integration of products and materials fabricated or installed by more than one trade or Division. B. Project-specific information, drawn accurately to a scale large enough to indicate and resolve conflicts. Do not base coordination drawings on standard printed data. Include the following information, as applicable: 1. Use applicable Drawings as a basis for preparation of coordination drawings. Prepare sections, elevations, and details as needed to describe relationship of various systems and components. 2. Coordinate the addition of trade-specific information to coordination drawings by multiple Security Subcontractors in a sequence that best provides for coordination of the information and resolution of conflicts between installed components before submitting for review. 3. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, plumbing and electrical systems. 4. Indicate space requirements for routine maintenance and for anticipated replacement of components during the life of the installation. 5. Show location and size of access doors required for access to concealed wire, cable, and other devices. 6. Indicate required installation sequences. 7. Indicate dimensions shown on Drawings. Specifically note dimensions that appear to conflict with submitted equipment and minimum clearance requirements. Provide alternative sketches to Architect indicating proposed resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract. C. Mechanical and Plumbing Work- Show the following: a. Sizes and bottom elevations of ductwork, piping, and conduit runs, including insulation, bracing, flanges, and support systems. b. Dimensions of major components, such as dampers, valves, diffusers, access doors, cleanouts and electrical distribution equipment. c. Fire-rated enclosures around ductwork. 7. Electrical Work- Show the following: a. Runs of vertical and horizontal conduit 1-1/4 inches in diameter and larger. b. Review- Architect shall review coordination drawings to confirm that, in general, the Work is being coordinated, but not for the details of the coordination, which are Security Subcontractor's responsibility. Mid-sections shall remain open, allowing access in-between rack bays. 9. SNE shall come equipped with two pairs of fully adjustable steel rack rail with 10. tapped 10-32 mounting holes in universal EIA spacing, black e-coat finish and numbered rack spaces. 11. SNE Series enclosures shall satisfy the 2007 & 2010 CBC; 2006, 2009 & 2012 IBC; ASCE 7-05 (2005 Edition) & ASCE 7-10 (2010 Edition) and the 2006 & 2009 editions of NFPA 5000 for use in areas of high seismicity, Seismic Use Group III, Zone 4 or Seismic Design Category (SDC) “D” with lateral force requirements for protecting 1,050 lbs. of essential equipment in locations with the highest level of seismicity and top floor or rooftop installations with an Importance factor (Ip) of 1.5 when used with SNE-Z4 seismic floor anchor bracket. 12. SNE shall be UL Listed in the US and Canada to the UL-2416 (NWIN) category. 13. Enclosures shall be warranted to be free from defects in material or workmanship under normal use and conditions for the lifetime of the rack. 14. SNE shall include two 10” wide patent-pending Lever Lock™ tool free accessory mounting plates. 15. SNE shall include one 6” wide vertical grid lace and 4 space cage-nut rail adapter. 16. SNE shall have pre-threaded 5/16”-18 ganging holes. SNE shall be capable of ganging while fully loaded, using bolts only. 17. SNE shall have active cooling, top mounted (660 CFM) with a proportional thermostatic controller 18. Top Fan Panel: Provide top panel with exhaust fans, safety guard, cord and plug. Install a multi- fan top panel in each rack bay, with a sufficient number of low-noise fans to provide the required cooling. 19. Provide sliding shelves or rack rails with perforated openings to allow air-flow, for computers, KVM switches, and keyboards. 20. Provide blank plates to cover unused front spaces. 21. Thin Power Strip, or equal, PDU power outlets. 22. Provide leveling feet, floor mounting kit, earthquake kit, rack connector kit, keyed locking hardware and miscellaneous hardware to provide a sealed and finished appearance. Refer to drawings for further details. 25. Obtain approval of color, trim and finishes with the Architect and Security Consultant. K. Uninterruptible Power Supply 1. Provide Uninterruptible Power Supply (UPS) for each closet/IDF/MDF to support the network PoE Switches, Servers and additional head-end equipment as required. For closet locations requiring 24 ethernet ports or less, install a 500VA UPS similar to Minuteman model E500. For closet locations requiring more than 24 Ethernet ports, provide and install a 1000VA UPS similar to the Minuteman E1100. 2. Furnish and install UPS units for the complete Electronic Security System as provided for in the contract documents and as specified herein. UPS units shall be sized to support all equipment as specified herein for a minimum of 15 minutes. Provide calculations as required. 3. Each UPS units shall be located in the MDF room and IDF closets. 4. Material a. Each UPS shall have the following specifications: 1) Up to .8 power factor (in watts) 2) Independent battery pack chargers 3) Simultaneous RS-232, USB and SNMP communications 4) Monitoring and control software capable 5) Front panel display with status indicators 6) Hot swappable batteries 5. Provide Minuteman Endeavor ED series OR EQUAL. 6. The Uninterruptible Power Supply shall meet or exceed the following specification as per the contract documents: a. 1500VA Rack-mounted UPS b. Ethernet Network Management Interface for UPS. l. Contractor responsible for verifying that the UPS will fit within the Control Cabinets and equipment racks. PART 3 - EXECUTION 3.01 GENERAL A. Work performed under these contract documents and on this project shall be in accordance with industry and professional standards. B. Work performed under these contract documents and on this project shall meet all applicable national codes and Local Authority having jurisdiction. C. The Security Subcontractor shall be responsible for programming a minimum of thirty-five (35) Groups in the Access Control System. Coordinate with Owner. The Security Subcontractor shall program all required functions and presets determined by the Owner, The Architect and The Security Consultant. G. The Security Subcontractor shall program the Intrusion Detection devices into the panel that meet the existing nomenclature of the Owners existing Intrusion Detection monitoring. H. The Security Subcontractor shall program all required partitioning and segmenting for the Intrusion Detection System for after hours, weekend and non-school hours as required by the Owner, The Architect and the Security Consultant. 1. The Security Subcontractor shall coordinate with Owner and program all codes for Intrusion Detection System and keypad codes for Access Control System. 3.02 CONDUIT INSTALLATION A. The Security Subcontractor shall coordinate with Electrical Subcontractor (Division 26 0000) to ensure all conduits, back boxes and cable trays are installed to the appropriate locations for all security devices. B. The Security Subcontractor shall coordinate all conduit, back box, cable tray, building penetrations and coring, and firestopping work with the Electrical Subcontractor as indicated in the Drawings and Specifications. 3.03 INSTALLATION A. All cabling shall be installed in conduit where indicated on plans, or shall be installed open using other methods, approved by engineer, such as cable tray. 1. Install wiring, per manufacturers recommendations. 2. All wiring shall be new, concealed in pipe where exposed. 3. Install wiring for Electronic Security System and signal circuit as shown on the contract documents and required by the manufacturer. Make wiring connections to door hardware devices as required. 4. The Security Subcontractor shall provide enclosures for all control cabinets, Input Modules and Output Modules B. All conduits, raceways, innerduct, etc. shall have pull strings remaining after cable is pulled. C. Control Circuit Wiring 1. Install control circuits in accordance with NFPA 70 and as indicated. Provide number of conductors as recommended by system manufacturer to provide control functions indicated or specified. 2. All housings are to be located as specified and shown on drawings. 3. Make installation in strict accordance with approved manufacturer's drawings and instructions. 4. The Security Subcontractor shall provide necessary transient protection on the AC power feed, all station lines leaving or entering the building, and all central office trunks. All protection shall be as recommended by the equipment supplier and referenced to earth ground. Splices, Taps, and Terminations 1. Make splices, taps and terminations on numbered terminal punch blocks in junction, pull, and outlet boxes, terminal cabinets and equipment enclosures. 2. Identification of Conductors and Cables: a. Use color coding of conductors and apply wire and cable marking tape to designate wires and cables so all media are identified in coordination with system wiring diagrams. E. Weatherproofing 1. Provide weatherproof enclosures for items to be mounted outdoors or exposed to weather. 3.04 WORKMANSHIP A. The installation shall be performed in a professional and workmanlike manner. Perform Work with persons experienced and qualified to produce workmanship specified. B. Quality of workmanship is important. Architect will have the authority to reject Work which does not conform to the Drawings and Specifications C. On a daily basis, clean up and deposit in appropriate containers, all debris from work performed. Stack and organize parts, tools and equipment when not being used. Coordinate with General Contractor for process and requirements. D. Preparation, handling and installation shall be in accordance with the Manufacturer's written instructions and technical data appropriate to the products specified, and for the functionality required. Maintain quality control over suppliers and supply chain. E. Work shall conform to the National Electrical Contractors Association "Standard of Installation" for general installation practice. F. At the conclusion of the installation, work areas shall be vacuumed and cleaned to remove debris and grease. 3.05 EQUIPMENT ENCLOSURES AND RACK INSTALLATION A. The Security Subcontractor shall ensure the installation complies with powering, conduit entry and grounding practices as required by code. B. The Security Subcontractor to ensure all wires, cables and rack components are installed in a neat and professional manner, and allow access to needed rack ports and components at a later date. C. The Security Subcontractor shall coordinate the installation of access covers, hinged panels or pull- out drawers to ensure complete access to terminals and interior components. Access shall be designed such that demounting or de-energizing of equipment is not required to gain access to any equipment. 3.06 TERMINATIONS A. All copper or fiber conductors of every cable shall be completely terminated at both ends. The Security Subcontractor shall ensure that work provided by others has been assessed and coordinated to be completed on the schedule dictated by the General Contractor. 1. Building penetrations and fire-stopping 2. Blocking behind walls for heavy wall mounted equipment (i.e., large wall mounted monitors) B. The Security Subcontractor shall meet with coordinating trades, and attend all meetings required by the General Contractor for those trades that require coordination. C. The Security Subcontractor shall notify the General Contractor if there are items that appear to have been neglected in the coordination process but are required for the Security Subcontractor to provide a fully functional system. D. The Security Subcontractor shall coordinate with the Owners IT Department for specifics on IP Addressing nomenclature, passwords and naming schemas. E. The Security Subcontractor shall coordinate with the Owner and/or their representation, which wire color coding standards to apply to the project from the School District standards. F. The Security Subcontractor shall provide any and all Interface devices required to reach the desired coordinated trigger function of any system, as described within the contract documents. G. The Security Subcontractor shall coordinate any requirements for Elevator Travel cable or in cab devices as needed. H. The Security Subcontractor shall coordinate with the Fire System Vendor for Fire Code Door Release requirements. I. The Security Subcontractor shall verify the work of others to ensure that they will be able to execute the desired outcome of the contract documents. J. The Security Subcontractor shall coordinate with the General Contractor regarding all jobsite regulations and requirements. K. The Security Subcontractor shall key all panels within a system identically within each system. Coordinate with the Owner or their designated representative for lock types. L. The Security Subcontractor shall rack mount all required equipment and modify via rack ears, rack rails or the like, to install in a standard 19-inch rack unless otherwise specified. M. The Security Subcontractor shall have the Owner present for Camera field of View, Camera positioning and Camera view adjustments and approvals. The Security Subcontractor shall make any adjustments as required by the Owner, if the Owner is not present for Camera Views approval. These adjustments to be included in project contract. N. The Security Subcontractor shall provide Door release buttons in administrative areas at main entrances (general B102 & B120), to remotely unlock auditorium doors EXT05 & EXT06. 3.08 SYSTEMS START UP Dennis Yarmouth Intermediate Middle School January 19, 2021 Dennis Yarmouth Regional School District 100% Construction Documents Perkins Eastman DPC, project #71011 28 0000 Electronic Security Systems General 23 of 32 A. The Security Subcontractor shall provide on-site competent certified personnel to initiate System Start-up and Operation. B. The Security Subcontractor shall have on-site competent certified personnel each consecutive working day after start-up, until the System is fully functional and ready to start the acceptance test phase. C. If there are technical issues with the system and programming that have not been remedied by the Security Subcontractor within one (1) week of notification, and the Security Subcontractor is not demonstrating progress in solving any technical issues, the Security Subcontractor shall supply Manufacturer's factory technical representation and diagnostic equipment at no cost to Owner, until resolution of those defined problems. Should the resolution create additional technical issues, the Manufacturer shall remedy with the Security Subcontractor within one (1) week. D. Properly ground each device and all equipment prior to applying power. E. Properly ground all shielded wire to the appropriate earth ground, not at the remote or device end. F. Use a start-up sequence that incrementally brings each portion of the system on-line in a logical order that incorporates checking individual elements and programming, before proceeding to subsequent elements and programming, until the entire system is operational. 3.09 CUTTING, PATCHING AND PAINTING A. The Security Subcontractor shall coordinate with the General Contractor should it be required to cut and repair any wall or Architectural feature. The Security Subcontractor shall coordinate with the General Contractor to return the area affected to its original intended condition. 3.10 GROUNDING A. Grounding procedures for wire, equipment, devices and components shall be done in strict accordance with National Electrical Code, Standard practices and manufacturer’s recommendations. B. All systems and components shall be grounded. See Section 26 0000 for specific requirements. C. The Security Subcontractor shall ground any equipment enclosures of an assembly to a single grounding terminal strip of each assembly. D. The Security Subcontractor shall eliminate or correct any ground loop problems in a manner approved by an Electrical Engineer. E. Shielded cables in this section shall be grounded exclusively to Signal Ground. No shields shall be permitted to carry any live current of any kind. 3.11 IDENTIFICATION AND LABELING A. All cables, wiring, terminal blocks, terminals, ports, network jacks, and the like shall be identified on both ends and at termination destination location in permanent markings and tags. The Owner or its representation shall provide the labeling nomenclature to use, which concides with their School District standards. No handwritten labeling tags are permitted or acceptable. 3.12 CONDUIT, WIRE AND CABLE A. Wiring without Conduit 1. Wiring can be run in concealed spaces without conduit as shown in Division 260000. Wire run without conduit shall be approved, UL listed, rated and labeled for plenum use. 2. All wire and cable shall be secured with approved supports in accordance with the AHJ. 3. All cable and wire run in a shared cable tray shall be wrapped and identified by the system it is associated with. 4. The Security Subcontractor shall coordinate with the Owner or their representative the exacting color of each type of system wire or cable to match the School District standards. 5. The Security Subcontractor shall provide supports for cable run above ceiling every 4-feet at a minimum. 6. The Contract shall mount all equipment on approved and appropriate back boxes to receive and appropriately terminate wiring or cable. 7. The Security Subcontractor shall use appropriate and approved cable clamps. B. Wiring in Conduit 1. See Contract Drawings C. Conduit 1. To be provided by Electrical Subcontractor 3.13 SYSTEMS WIRE AND CABLING A. Provide and terminate all cabling per manufacturers recommendations for a completely operational system as specified. Cable legend on Security Drawings is complimentary to this section. Provide all labor and materials to install miscellaneous devices like transformers, transceivers, transistors and end of line resistors. B. Video Management System Cabling- Provide & terminate all cabling as required for a completely operational Video Management System/CCTV System as required by each installed equipment manufacturer. 1. Video Management System Camera Cabling a. Minimum of CAT 6 cabling shall be provided for each camera location to the associated PoE Switch location. b. Media Converters shall be provided by the Security Subcontractor for each remote camera location (pole mounted Cameras, AED Emergency Phones) where distances will exceed the maximum length for data transmission (over 330ft.) c. Provide CAT 6 patch cabling as required between patch panels and POE switches at each IDF/MDF location and at camera locations. d. Power cabling for exterior devices shall be 12-gauge 2 conductor, provide applicable gauge per applicable distances. e. Data/Control cabling (as needed for PTZ pan/tilt/zoom cameras) shall be 2-pair 22 gauge with an overall shield to applicable PTZ locations as specified, Belden #9841 OR EQUAL. f. Provide all line cords as required, field measured for proper length. g. Provide any additional cabling as required per manufacturer’s specifications. Coordinate with Electrical Subcontractor for Pole Mounted Cameras in parking lot and remote site areas. The Security Subcontractor to provide fiber media converters and NEMA enclosures with mounting equipment, for site cameras at the site pole locations as shown on the contract documents as part of this contract. 4. Coordinate with Electrical Subcontractor for the power requirements and fiber connection of the AED/Emergency Phone/Camera units. All Tower Devices (SIP compliant Phones, tamper switch and 360-degree cameras) to converted to fiber. Security Subcontractor to provide conversion modules at the tower in the building as part of this contract. The Electrical Subcontractor shall provide power to and fiber for AED/Emergency Phone Tower Units. C. Intrusion Alarm System Cabling- Provide & terminate all cabling as required for a completely operational Intrusion Alarm System as required by equipment manufacturer. 1. Key Pad -The keypad control station shall be connected to the control/communicator with #18 AWG, unshielded, 4-wire cable and have a maximum of 1000 feet between the control/communicator and the keypad control station. 2. Intrusion Detection Key Pad to be located at main entry vestibule, and two additional locations. 3. The Electrical Subcontractor shall provide 120VAC duplex outlet at the Intrusion Alarm System Controller location. 4. Multiplex Loops: a. Provide #18 AWG four conductor cable for loops up to 2000 feet, provide #18 AWG four conductor cable for loops up to 5000 feet. b. Do not use twisted pair or shielded cable for multiplex bus wiring loops. c. Cable shall be as required by the equipment supplier. 5. Audible Devices: a. Provide a minimum #14 AWG four conductor cable. 6. Visual Devices: a. Provide a minimum #14 AWG four conductor cable. 7. Telephone Line interface- Provide and terminate a cable between the Intrusion Alarm System Controller and the MDF/Demarcation. Intrusion Detection System to provide outside third-party dialing/call out to third party Response Call Center, and call list as required by the Owner and advised Security Consultant. 8. Duress Buttons (under desk and hallways)- Provide and terminate cabling between double pole double throw devices, and Access Control System Controller AND Intrusion Detection System. D. Access Control System and Intrusion Detection System- Provide & terminate all cabling as required for a completely operational Access Control System and a completely operational Intrusion Detection System as required by equipment manufacturer(s). E. Electrified Access Control Door Lock Device- Provide and terminate cabling between Electric Locks and associated Power Supply and between Power Supply and associated Access Control System Controller, or input/output modules. 1. Coordinate with Electrical Subcontractor and Locking Hardware Vendor, and confirm central power supply location with the General Contractor. 2. Security Subcontractor to provide appropriate central power supplies for the size and number of electrified locks connected to the power supply location. 3. Coordinate with Electrical Subcontractor to ensure locations of 120VAC outlet and power supply backbox at power supply location. 4. Electric Lock furnished and installed by door hardware, associated Electric Lock Power Supply furnished by door hardware provider, installed and wired by Electronic Security Systems Integrator. Security Subcontractors to coordinate with Architect for “door hold open release” function with Lockdown, Shelter in Place incident response functions. Security Subcontractor to program accordingly. 6. Security Subcontractor to provide all input and output modules, devices, power and programming for exterior Amber Beacons for incident response engagement. Intrusion Detection System and Access Control System to engage the exterior Amber Beacons as visual signaling device when the Dennis – Yarmouth Intermediate Middle School goes into Lockdown or for other incident response functions. Coordinate with Architect. F. Electrified Door Keypad Card Reader Device; Keypad Card Reader- Provide and terminate cabling to associated Access Control System Controller. The cable requirements of the keypad card reader shall be a minimum five (5) conductor, 22 AWG, stranded cable with overall shield (for a Wiegand protocol interface). A six (6) conductor cable is required when controlling the red and green LED individually. A seven (7) conductor cable is required when both the red and green LED’s are controlled by the panel decision. A 22 AWG twisted pair, shielded, stranded cable is required for use of the tamper switch. The card reader shall be provided with a 10-wire pigtail connector. G. Alarm Line Module- Provide ALM, provide & terminate cabling to associated Door Contact, and Access Control System Controller. ALM mounts within J-Box at door location. H. Door Contacts (recessed in door/frame)- Door Contacts furnished, installed and wired by the Security Subcontractor. The Security Subcontractor to provide & terminate all cabling to associated Alarm Line Module. Door Contacts to be wired to Access Control System and Intrusion Detection System- All contracts to be Double Pole Double Throw (DPDT). I. Duress Buttons (under desk and hallways)- Provide and terminate all cabling to associated components per manufacturer requirements. Duress buttons to be wired to Access Control and Intrusion Detection System- Double Pole Double Throw (DPDT). Hallway duress buttons to be installed with Bopper Stopper covers. J. Access Control System Controllers and Modules – Provide and terminate cabling to associated Access Control System Controllers, Access Control System Input/Output Modules, Access Control System Field devices and all functionally necessary devices. Access Control System Controllers to be networked together, and connected to the Access Control Server. K. Access Control System Servers, Workstations, Infrastructure, Workstations Monitors and Report Printer – Provide and terminate cabling to associated devices and components. L. Visitor Management System – Provide and terminate all required cabling and wire for the Visitor Management System and components that include ID scanner and historical recording devices. M. Video Intercom- Provide and terminate cabling associated with Video Intercom components per manufacturers specification, and wire/cable connecting the video camera to the Video Management System for recording. N. Fire Alarm Interfaces- Provide and terminate cabling between applicable electronic Access Control door locking power supplies and the fire alarm system head-end. Coordinate with the Owner and the Architect for trigger functions of exterior Amber Beacon. Q. Remote Door Unlock – Provide Remote Door Unlock and Release on doors without Access Control as indicated on Contract Drawings. 3.14 CYBER SECURITY HARDENING MINIMUM REQUIREMENTS A. The Security Subcontractor shall coordinate with the Dennis-Yarmouth Intermediate School District IT Department for any special Cybersecurity requirements. B. The Security Subcontractor shall ensure every new device connected to District’s IP network is protected. C. The Security Subcontractor to secure all Access Control System, Intrusion Detection and Duress System, Video Management System, Video Intercom, Intercom and Emergency Phone System components and devices as specified on manufacturer’s hardening guides. D. The Security Subcontractor shall ensure the following cybersecurity measures have been applied to the Dennis-Yarmouth Intermediate Middle School project: 1. Change the default Admin password to a long, unique, random string. Do not use common names, dates, common passwords, repeated sequences and keyboard patterns. 2. Enforce a strong user password policy, including minimum length, complexity and expiration periods. 3. If available, activate auto locking of the security workstation after the period of inactivity. 4. Use Windows Active Directory Integration for logon to security systems. 5. Restrict server Admin access to local connections only. 6. Restrict user privileges to minimum required privileges. 7. Keep applications and programs updated to latest (recommended) stable and tested version available. 8. Keep device’s firmware updated to latest (recommended) stable and tested version. 9. Utilize secure communication between devices and servers. 10. Deactivate unused services and ports on each system (telnet, UPnP, Bonjour, and others) 11. Use system logging for all functions to allow for record of activity trails. 12. Use valid certificates on all server connections. Replace self-signed certificates with ones from trusted certificate authority. 13. Use only HTTPS for communication between mobile and webserver connections. 14. Disable Audio on cameras that have it ON by default. 15. Encrypt Edge storage devices on all cameras. 16. Use NTP to synchronize all clocks/time in the system (Coordinate with Dennis-Yarmouth Intermediate Middle School District IT Department). 3.15 DATABASE PREPARATION, CHECKING AND ACTIVATION Dennis Yarmouth Intermediate Middle School January 19, 2021 Dennis Yarmouth Regional School District 100% Construction Documents Perkins Eastman DPC, project #71011 28 0000 Electronic Security Systems General 28 of 32 A. The Security Subcontractor shall provide the Owner’s IT Department with the required forms necessary to organize the system database. The Dennis-Yarmouth Intermediate Middle School District’s IT Department shall require guidance in a timely manner to insure their understanding of database format requirements and constraints. B. The Security Subcontractor shall provide a schedule deadline for information requirements. The forms and guidance request shall be presented to the Owner not less than 60 days prior to scheduled central system activation. C. Active Directory Integration is required for this project and shall be coordinated with the Owner’s IT Department for database, field, row and column set-up. D. It shall be the responsibility of the Owner to ensure the accuracy of the database information entered on forms by thoroughly checking all completed data entry forms. E. It shall be the responsibility of the Security Subcontractor to ensure that database formatting is correct prior to entry into the system and system activation. F. The Security Subcontractor shall be responsible for the initial database entry into the system prior to activation. The database shall consist of hardware and function-related information, i.e., system configuration, cameras, alarm points, software parameters for system management, graphical maps and telephone entry system interfaces. The Owner to review and approval prior to system activation. G. System activation shall be the responsibility of the Security Subcontractor. Once the system and database have been demonstrated to be functioning properly according to manufacturer's guidelines and the system design, all further database entries, after system approval and acceptance, and upgrades shall be the responsibility of Owner, unless otherwise noted. H. If later versions of the operating system or application software are made available to, or requested by, Owner, these updated versions shall be installed and checked out by the Security Subcontractor, after confirming compatibility with other systems and devices. I. Before installing any system software, the Security Subcontractor to ensure that existing database information is properly "backed-up" prior to any installation action, if the new system will integrate with any existing systems or system components. 3.16 PROGRAMMING A. General 1. The Security Subcontractor shall coordinate with the Architect and the Owner with regards to the programming particulars relative to all before, during and after School Hours. 2. The Security Subcontractor shall coordinate all Incident Response protocols programming as requested by the Owner and their representatives. Incidents may trigger a Lockdown, a Shelter- in-place or an Evacuations. The Security Subcontractor shall program all related functions into the Electronic Security Systems. 3. The Security Subcontractor shall make any adjustments at the request of the Owner after a successful 30 calendar day performance period. 3.17 INTEGRATION A. The Security Subcontractor shall be responsible for providing hardware and software interfaces to achieve the specified system performance described in the contract documents. 2. The Security Subcontractor shall ensure system additions and modifications provided under this scope of work have no negative impact on the individual components and systems, and their core functionality. B. Purpose of Integration 1. Integration is the process of designing, deploying, programming and configuring independently operating systems with the ability to request, receive, send, extract, process, and act upon information between them. 2. The various internal Electronic Security Systems for the Dennis-Yarmouth Intermediate Middle School that will integrate are; Electronic Access Control, Intrusion Detection and Duress System, Video Intercom and Emergency Phone System, and Video Management System. This integration will address: a. Functionality: What information is needed, how it is to be requested and processed, and what functions or activities need to occur upon receipt of the information. b. Connectivity: How systems will be connected together to support the communication of information and commands. (Special interfaces, wiring, networks, databases.) c. Communication: How information will be communicated between systems. (Instruction sets, language, protocols, formats, priority.) 3. Coordinate ALL integration with the Owner. C. Environment 1. Integration components shall generally comprise special elements of independent subsystems, and shall be located within, or in close proximity to, the processing components of each independent subsystem. Where subsystems require special hardware or communications interfaces to support integration, the special hardware should be located near the independent subsystem processing components or network appliance, based on the manufacturers’ recommendation. 2. Central Administration: Components of the main integrated systems will be distributed throughout the facility, in relation to the other integrated subsystems. 3. Infrastructure and Connectivity a. Devices: Devices shall be connected to their respective systems via the applicable communications network. b. System LAN/WAN Connectivity: System Servers/ Workstations and microprocessor- based Control Panels, shall reside on the Local Area Network (LAN) designated for integrated components. c. Enterprise: LAN networks will be connected to the main Dennis-Yarmouth School District Network to establish connectivity between site and the outside authorized and credentialed parties. D. Attributes 1. The attributes of the integrated environment are primarily defined by the subsystems that are to be integrated. 2. Integrated systems comprise the processors, software, control panels, data gathering panels, special data interfaces, media converters (Fiber, Coax), and firmware required to allow systems to communicate with each other, process information, and allow users to program and perform operations. 3. The following systems will be a part of the integrated environment: a. Electronic Access Control System b. Intrusion Detection and Duress System c. Intercom and Emergency Phone System d. Functions: The Security Subcontractor shall provide the following automated programming: 1. The System Integration objective is to configure systems to display, record, and report appropriate system activity to various other elements of the system. Automatic configuration can free operators from difficult control tasks, give the operator more time to respond to events, reduce operator error, and ensure critical system tasks occur consistently. 2. Security system elements shall be electronically integrated in such a way as to enable alarms, supervisory events, video, video detection, database records and/or event-initiated functions to be communicated between system components, to initiate recording, display, communication, and control activities. 3. Event-Initiated Interface, General: a. The system shall support the capability to send and receive alarm and control messages between the Access Control and Video Management systems via a LAN communications link, using API, XML, or other industry-standard methodologies, protocols, and formats, and shall act upon those messages received. b. Where integration may require the implementation of RS-232 interfaces, the Security Subcontractor shall provide. The Security Subcontractor shall propose the integration methodology to the Owner’s IT Department for approval, before proceeding with the work. c. Software and interfaces required to accomplish the required data-interface with external equipment and controls will be fully provided and supported by the Security Subcontractor. d. The manufacturer of each applicable system will also support the data-interface or SDK. e. Communication of event information between systems shall take place automatically and immediately, when the event is sensed by the system. 4. Video Management System (VMS) Event-Initiated Control a. Upon receiving event/alarm information from the Access Control System (ACS) or Intrusion Detection System (IDS), the VMS system shall transmit camera pre-positioning commands to applicable pan/tilt/zoom cameras, and shall cause the system to process, display, and record applicable cameras. b. The system shall automatically position and focus one or more cameras, or sequence of cameras, on nearby alarm locations. Coordinate with the Owner or Owners representative. c. Configure systems to automatically send camera positioning and display commands from the ACS to the VMS digital software, based upon event data. The system shall 1) Automatically select, position, and focus one or more cameras on areas of concern 2) Automatically re-configure recording for the selected cameras, to record them in an enhanced format, at the highest available resolution, frame rate, and quality (other cameras remain at their pre-programmed format); 3) Automatically display the selected cameras on one or more monitors, client workstations, and other display devices, in a pre-selected configuration (single or multi-camera views). 5. Video Intercom and Emergency Phone System Devices a. Each Video Intercom Device shall include an entry door request relay whose output contact will be hard-wired to an ACS input of the nearest ACS Control Panel. The contact from each, reports to the ACS when activated by pressing the correct key(s) while talking to that particular device. This is a function of the Video Intercom System and device. b. The Video Intercom will then unlock the applicable door when the door request relay is activated. This integration will include programming that will be affected by schedules and periodic security overrides, etc. c. Security Subcontractor to provide Video Management System Module and devices to create recording integration as part of this contract. d. This interface shall be implemented using a hard-wired interface between the Video Management System Device and the Access Control System input modules. The Emergency Phone System shall have integrated recording with the Video Management System. f. If the AED or CAU buttons are engaged, a signal shall be sent. 3.18 SYSTEMS START UP A. The Security Subcontractor shall coordinate with the Owners IT Department to program all required information for the proper system programming and function. B. The Security Subcontractor shall coordinate with the Owners IT Department all database information requirements. C. The Security Subcontractor shall verify with the Owners IT Department NO LESS THAN 60 Days before system activation, all required database and miscellaneous information for system input. D. The Security Subcontractor shall insure that the database formatting is correct and usable by the systems it is being input into. The Security Subcontractor shall be responsible for the initial database input into the respective system. The database shall include, but not be limited, to all software and hardware configurations such as; systems configurations, schedules, call lists, cameras, passwords, alarm points, sensors, intercoms, blue lights, software parameters for the respective system, graphical maps and telephone interfaces. E. The Security Subcontractor shall provide the Owner’s IT Department with a start-up sequential guide describing how all systems will be activated. F. System start up and testing does not constitute system acceptance. 3.19 COMMISSIONING A. The Security Subcontractor shall work with the Commissioning Agent to develop documentation, provide support and schedule Commissioning. The Security Subcontractor shall commission the system in accordance with the contract documents, and in conjunction with the Project Electronic Security System’s Commissioning Agent. 3.20 TRAINING A. Basis of Training 1. The Security Subcontractor shall prepare to provide certified and qualified on-site training to the Owners representatives. 2. The Security Subcontractor shall provide training to two Groups: a. User Trainer 1) May consist of multiple individuals who will be utilizing any of the Electronic Systems or Subsystems in a daily or periodic capacity 2) This training shall include School Incident use and training. 3) The users shall receive a baseline escort showing them each onsite component of the system and its function. 4) The users training shall include utilizing the live workstation of graphical interface to show full function on the live system. 5) The users shall be trained in baseline troubleshooting that is common to their function. Administrator Training 1) Shall consist of those people who shall be responsible for the programming, database administration, back end connections and network infrastructure of the Electronic Security Systems and subsystems. 2) The Administrator users shall review the as-build documentation with the Security Subcontractor to explain the particulars that may be used during warranty or maintenance. B. On-Site Training 1. Qualified personnel, trained on the specified and installed systems in the contract documents shall describe equipment and materials to the Owner and Owner's representation, and shall demonstrate the function of the systems components. C. The training shall cover the overall system, each individual system, each subsystem, and each component. The training shall also cover procedures for database management, normal operations, and failure modes with response procedures for each failure. The training shall also include ALL School specific Incident Responses to include but not be limited to: 1. Lock Down 2. Shelter in Place 3. Evacuation D. The training shall be a minimum of 2 hours of training per system, and per User Group. E. The Security Subcontractor shall return to the site for Refresher Training no less than thirty (30) days, or no greater than 60 days, after Owners full functional use of the entire Electronic Security System. 3.21 FINAL PROCEEDURES A. The Security Subcontractor, at the request of the Owner’s IT Department or the Owner, shall check, inspect or adjust the systems, or components of the systems, to meet requirements that may not have been implemented properly up to 60 days after acceptance. B. The Owner shall provide a Notice of Completion when all system performance requirements and acceptance testing has been performed, and satisfactorily been approved by the Owner or the Owners Representative. A letter shall be generated for the General Contractor and that date will constitute the beginning of warranty period. END OF SECTION 28 0000
