Filed Sub-Sub-Bid Requiring a Paragraph “E” LISTING on the FORM FOR SUB-BID required per M.G.L. Chapter 149 Section 44A to 44L, as amended to date. The Electrical Subcontractor will be responsible for all related building preparation and coordination, see specification for additional Paragraph “E” Listing requirements of the Listed Systems Contractor, and coordination of responsibilities. B. Section 28 0000 “ELECTRONIC SECURITY SYSTEM GENERAL”, Section 28 1000 “ELECTRONIC ACCESS CONTROL SYSTEM”, Section 28 1100 “INTRUSION DETECTION SYSTEM”, Section 28 1200 “INTERCOM AND EMERGENCY PHONE SYSTEM”, Section 28 2000 “ELECTRONIC VIDEO MANAGEMENT SYSTEM”, and Section 28 4000 “ELECTRONIC SECURITY SYSTEMS TESTING, TRAINING, CLOSEOUT AND WARRANTY” shall be a Filed Sub-Sub Bid of Section 26 0000 “ELECTRICAL”, requiring a Paragraph “E” Listing on the FORM FOR SUB-BID. C. The work in this is Section shall be provided by a trained and certified Company (or Security Subcontractor) in the Systems they are providing. D. The Security Subcontractor shall be DCAMM Certified by the state of Massachusetts Division of Capital Asset Management and Maintenance, in the category of: ALARM SYSTEMS, and shall hold a current S-License per the requirements of the Commonwealth of Massachusetts. E. A single Security Subcontractor shall be responsible for the DIV28 contract in its entirety as included in these contract documents. 1.02 RELATED DOCUMENTS A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section. B. Security General Requirements as outlined in Section 28 0000 are applicable to this section. C. This Specification Section and contract documents shall be in accordance with Section 28 0000 “ELECTRONIC SECURITY SYSTEMS GENERAL” and Section 28 1000 “ELECTRONIC ACCESS CONTROL SYSTEM, Section 28 1100 “INTRUSION DETECTION SYSTEM”, Section 28 2000 “ELECTRONIC VIDEO MANAGEMENT SYSTEM” and Section 28 4000 “ELECTRONIC SECURITY SYSTEMS TESTING, TRAINING, CLOSEOUT & WARRANTY” 1.03 SUMMARY A. This Specification Section 28 1200 includes the furnishing, installation, programming, commissioning, closeout and warranty of the following: 1. Emergency Phone System with (Owner provided/FFE) AED and Video Camera B. The Security Subcontractor shall provide, install and program all components to provide complete and functional Video Intercom and Emergency Phone Systems. C. The Security Subcontractor shall provide all necessary hardware, software, firmware, programming, mounting brackets, enclosures, backboards, power supplies, keypad card readers, contacts, rex’s, sensors, master stations, door stations, panels and controllers, wire, cable and conduit, batteries, relays and the like, to provide fully functional Systems. D. Related Requirements: 1. Section 01 3200 "Construction Progress Documentation" for preparing and submitting Contractor's construction schedule. 2. Section 01 7300 "Execution" for procedures for coordinating general installation and field- engineering services, including establishment of benchmarks and control points. 3. Section 01 7700 "Closeout Procedures" for coordinating closeout of the Contract. 4. Section 01 9113 "General Commissioning Requirements" for coordinating the Work with Owner's Commissioning Authority. 1.04 DEFINITIONS A. BIM: Building Information Modeling. B. RFI: Request for Information. Request from Owner, General Contractor, Architect, or Security Subcontractor seeking information required by or clarifications of the Contract Documents. C. Credential: Data assigned to an entity and used to identify that entity J. Additional Terms: 1. "Furnish" - Purchase and deliver to the project site complete with every necessary appurtenance and support, all as part of the Work. Purchasing shall include payment of all sales taxes and other surcharges as may be· required to assure that purchased items are free of all liens, claims, or encumbrances. 2. "Install" - Unload at the delivery point at the site and perform every operation necessary to establish secure mounting and correct operation at the proper location in the project, all as part of the Work. 3. "New" - Manufactured within the past year and never before used. Not augmented by the Security Subcontractor post receipt. 4. “Provide”: As used herein shall mean furnish, install, commission (if not under contract of a commissioning agent), test, close out and warranty complete. The Security Subcontractor shall coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations included in different Sections that depend on each other for proper installation, connection, and operation. 1. Schedule construction operations in sequence required to obtain the best results, where installation of one part of the Work depends on installation of other components, before or after its own installation. 2. Coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair. 3. Make adequate provisions to accommodate items scheduled for later installation. Coordination of Multiple Contracts: Each Contractor shall cooperate with Project Coordinator, who shall coordinate its construction operations with those of other contractors and entities to ensure efficient and orderly installation of each part of the Work. Each Contractor shall coordinate its own operations with operations included in different Sections that depend on each other for proper installation, connection, and operation. 1. Schedule construction operations in sequence required to obtain the best results, where installation of one part of the Work depends on installation of other components, before or after its own installation. 2. Coordinate installation of different components with other contractors to ensure maximum performance and accessibility for required maintenance, service, and repair. 3. Make adequate provisions to accommodate items scheduled for later installation. C. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings. D. Prepare similar memoranda for Owner and separate Contractors if coordination of their Work is required. E. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and scheduled activities of other Contractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following: 1. Preparation of Contractor's construction schedule. 2. Preparation of the schedule of values. 3. Installation and removal of temporary facilities and controls. 4. Delivery and processing of submittals. 5. Progress meetings. 6. Pre-installation conferences. 7. Project closeout activities. 8. Startup and adjustment of systems 1.08 COORDINATION DRAWINGS A. General: Prepare coordination drawings according to requirements in individual Sections, and additionally where installation is not completely indicated on Shop Drawings, where limited space availability necessitates coordination, or if coordination is required to facilitate integration of products and materials fabricated or installed by more than one entity. B. Coordination Drawing Process: Prepare coordination drawings in the following manner: 1. Schedule submittal and review of Fire Sprinkler, Plumbing, HVAC, and Electrical Shop Drawings to make required changes prior to preparation of coordination drawings. 2. Commence routing of coordination drawing files with HVAC Installer, who will provide drawing plan files denoting approved ductwork. HVAC Installer will locate ductwork and piping on a single layer, using orange color. Forward drawings to Plumbing Installer. 3. Plumbing Installer will locate plumbing and equipment on a single layer, using blue color. 4. Fire Sprinkler Installer will locate piping and equipment, using red color. Fire Sprinkler Installer shall forward drawing files to Electrical Subcontractor. 5. Electrical Subcontractor will indicate service and feeder conduit runs and equipment in green color. Electrical Subcontractor shall forward drawing files to Communications and Electronic Safety and Security Subcontractor. 6. Communications and Electronic Safety and Security Subcontractor will indicate cable trays and cabling runs and equipment in purple color. Communications and Electronic Safety and Security Subcontractor shall forward completed drawing files to Contractors. General Contractor shall perform the final coordination review. As each coordination drawing is completed, General Contractor shall meet with Architect to review and resolve conflicts on the coordination drawings. 1.09 REQUEST FOR INFORMATION (RFI) A. The General Contractor shall immediately on discovery of the need for additional information, clarification, or interpretation of the Contract Documents, shall prepare and submit an RFI in the form specified. 1. Architect shall return without response those RFIs submitted to Architect by other entities controlled by the General Contractor. 2. Coordinate and submit RFIs in a prompt manner to avoid delays in the General Contractor's or Security Subcontractors work. 3. RFI’s submitted after the bid award shall have no financial impact on Electronic Security Systems cost to the General Contractor or Owner. All RFI’s after bid award are for informational purposes. 1.10 PROJECT MEETINGS A. The General Contractor shall schedule and conduct meetings and conferences at Project site unless otherwise indicated. 1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Owner and Architect of scheduled meeting dates and times a minimum of 10 working days prior to meeting. 2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees. 3. Minutes: Entity responsible for conducting meeting will record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including Owner, General Contractor, and Architect, within three days of the meeting. B. The Security Subcontractor shall attend all meeting as required by the General Contractor or the Owner. 1.11 SHOP DRAWINGS & EQUIPMENT SUBMITTAL A. In accordance with Section 28 0000, Security System General Requirements, and 28 4000 Electronic Security Systems Testing, Training, Closeout and Warranty 1.12 OPERATIONS AND MAINTANANCE MANUALS A. In accordance with Section 28 0000, Security System General Requirements, and 28 4000 Electronic Security Systems Testing, Training, Closeout and Warranty. 1.13 WARRANTY A. In accordance with Section 28 0000, Security System General Requirements, and 28 4000 Electronic Security Systems Testing, Training, Closeout and Warranty. 1.15 TRAINING A. In accordance with Section 28 0000, Security System General Requirements, and 28 4000 Electronic Security Systems Testing, Training, Closeout and Warranty. 1.16 OWNER’S RIGHT TO USE EQUIPMENT A. The Owner reserves the right to use equipment, material and services provided as part of this work prior to Acceptance of the Work, without incurring additional charges and without commencement of the Warranty period. PART 2 - PRODUCTS 2.01 GENERAL A. The Product Section herein contains lists of acceptable products based either on a prior approved proprietary product or a manufacturer’s product that identifies the functional requirements of that system component. Products that have not been identified as proprietary allow for “AS EQUAL” products. B. This Section shall include the proprietary products and products identified for the functional requirements of the Dennis-Yarmouth Intermediate Middle School project that include, but are not limited to, Intercom AND Emergency Phone Systems. C. All products shall have UL Listing that is clearly marked on the component. D. All products shall be new and unused and shall have the latest software/firmware that has been utilized in the field for no less than one year. No “X.0” versions shall be allowed. E. The Owner shall have the final decision regarding change in function or aesthetics. F. The Security Subcontractor shall work with and coordinate with the Door Hardware and ADA Door operator vendor to ensure all inputs, outputs and devices required for door control function and integration with the ADA paddle have been included in the project coordination requirements. This system component coordination is required to be integrated for complete function and to meet ADA requirements. G. The Security Subcontractor shall coordinate with and ensure that the DIV26 contract drawings include all required electrified doors locking hardware and devices and electrified locking hardware required for door control function. H. All Intercoms in the Dennis-Yarmouth Intermediate Middle School are to be Video Intercoms, and the Video shall be recorded by the Video Management System. The Security Subcontractor is to include the recording module for the Video Management System Manufacturer as part of this contract. The Video Intercom system is to be a network-based video intercom platform. It is designed for access entry, internal communication, audio paging, and emergency calling applications. The Video Intercom stations are to require a PoE+ network connection. The door stations can connect using a network connection and a local 24V DC power source. The Video Intercom System is to be a peer-to-peer system, not requiring a centralized server to function, meaning there is no single point of failure. B. The Video Intercom System is SIP compliant, allowing stations to receive and make an outgoing phone call when going through a SIP server. C. The Video Intercom System stations can be programmed collectively using the IX Support Tool. D. Video Intercom System Hardware 1. IP Network Compatible Video Intercom System: A network-based communication and security system featuring video entry security, internal communication, emergency stations, and paging. All units and app in the systems shall be able to unlock doors remotely on a network, assist onsite visitors from an offsite location, broadcast emergency announcements, and communicate using a PoE+ network. a. PART 3 - EXECUTION 3.01 GENERAL PROGRAMMING A. The Security Subcontractor shall coordinate with the General Contractor and the Owner for Master Video Intercom and Door Station Relationships, and failover calling. 3.02 INTERCOM SYSTEM A. The Security Subcontractor shall install and program the Video Intercom System in accordance with Manufacturer’s instructions at locations indicated on the Drawings. B. Mount equipment plumb, level, square, and secure. C. Cables: 1. Maximum Cable Runs: Keep each cable run to a maximum of 980 feet from communication device to device. 2. Maintain twists of cable pairs to point of termination or no more than 0.5-inch untwisted. 3. Do not remove more than 1 inch of jacket when terminating cables. 4. Cable Bends: a. Make gradual bends of cable, where necessary. b. Do not make bends of cable sharper than 1-inch radius. c. Do not allow cable to be sharply bent or kinked at any time. 5. Cable Ties: Dress cables neatly with cable ties using low to moderate pressure. 6. Cross-connect cables, where necessary, using CAT-5e rated punch blocks and components. 7. Do not splice or bridge cables. 8. Cable Pulling: a. Pull cable with low to moderate force. b. Do not use oil or other lubricants not specifically designed for cable pulling. 9. Jacks: Install jacks to prevent dust and other contaminants from settling on contacts. 15. Cable Slack: a. Leave extra slack on cables, neatly coiled-up in ceiling or nearest concealed place. b. Leave a minimum of 1 foot of cable slack at door station side and a minimum of 10 feet of cable slack at CEU side. 16. Do not install cables taught. 17. Grommets: Protect cables with grommets where passing through metal studs or other items that could damage cables. 18. Do not mix TIA/EIA 568A and 568B wiring on same installation. Use TIA/EIA 568B wiring throughout installation. 19. Staples: a. Do not use staples that crimp cables tightly. b. Do not use T-18 and T-25 cable staples. 20. Use firestop cables that penetrate firewalls. 21. Use plenum-rated cables where mandated. D. Adjusting 1. Adjust integrated security and communication system for proper operation in accordance with manufacturer’s instructions. E. Training 1. Provide instruction and training of Owner’s personnel as required for operation of Video Intercom System. 2. Provide hands-on demonstration of operation of system components and complete system, including user-level program changes and functions. 3. Provide instruction and training by qualified representative of manufacturer. 3.03 EMERGENCY PHONE/AED/REMOTE VIDEO RECORDING SYSTEM A. The Security Subcontractor shall program the units to call the Owner Specified Emergency numbers for First Responders. B. The Security Subcontractor shall program the AED Tamper switch to automatically call 911 or First Responders if AED is engaged. 3.04 SITE AND DRAWING INSPECTIONS A. The Security Subcontractor shall verify with the Architect that all site conditions that affect the performance of the Emergency Phone System are of the standards required for proper function. B. The Security Subcontractor shall coordinate all aspects of the Work with the Architect and the General Contractor. Coordinate fiber module installation at the Emergency Phone location, and Emergency Phone system integration into onsite SIP Phone System at the building. C. The Owner shall provide any call forwarding list for each Video Intercom location and for each Emergency Phone location for during school hours, for off hours and for events. The Security Subcontractor shall program each Video Intercom and Emergency Phone accordingly. 3.05 SYSTEM PRECONFIGURATION AND CONFIGURATION Dennis Yarmouth Intermediate Middle School January 19, 2021 Dennis Yarmouth Regional School District 100% Construction Documents Perkins Eastman DPC, project #71011 28 1200 Intercom and Emergency Phones System 15 of 16 A. The Security Subcontractor shall work with the Owner to develop the information needed for programming of the Video Intercom and Emergency Phones Systems. B. The Security Subcontractor shall prepare detailed project programming forms for the Owner to complete regarding programming needs. C. The Security Subcontractor shall participate in meetings with Architect and Owner, present Project programming documents and review, adjust, and prepare final programming and configuration documents. Use final documents to program and configure system. D. The Security Subcontractor shall program ALL Dennis-Yarmouth School District Holidays and Schedules. E. The Security Subcontractor shall program the integration with all ADA operator doors to the Owners required functionality and as dictated by code. F. The Security Subcontractor shall program all overhead doors to function with card readers as necessary. 3.06 SYSTEM PROGRAMMING AND DATA ENTRY A. Provide all System programming and setup of the Video Intercom and Emergency Phones including, but not limited to the following: 1. Initial setup for the interface with the AED Unit Camera and the Video Management System for recording. The interface shall provide for automatic camera selection upon alarms within the Emergency Tower as defined in the specification, including a tamper indicating if the AED has been removed or engaged. 2. Alarm identification if Emergency Phones are in use. 3. On-screen identification of each intercom device. Coordinate descriptors with the Owner prior to programming. 4. Coordinate interface for automatic camera call up with the Owner as needed prior to System programming. 5. Coordinate with the Owner, all call routing from each device to designated location, as indicated on drawings. Final coordination with the Owner is required for accurate and complete call routing programming for subsequent call locations. B. Enter all data needed to make the Video Intercom and Emergency Phone Systems functional. Requests from the Owner for call routing input information. The Security Subcontractor shall request information from the Owner no less than sixty (60) days prior to the programming. 3.07 SPECIAL CONDITIONS PROGRAMMING A. The Security Subcontractor shall program special conditions and trigger functions for: 1. Shelter in Place 2. Lock Down 3. Evacuation 4. Conditions for First Responders and Law Enforcement B. The Security Subcontractor shall program the Emergency Phone 360-degree Camera to allow viewing and recording with the Video Management System. The Security Subcontractor shall provide all modules required for this functionality. The Security Subcontractor shall program any Event-Initiated response as directed by the Dennis-Yarmouth School District. 3.08 FIELD TESTING A. The Security Subcontractor shall test the Intercoms and Emergency Phone System to: 1. Show that the installation and programming meet recommendations by manufacturer including the following: a. The installation meets the intended operation of the connected equipment. b. Test devices and demonstrate operation features for Owner’s, Representatives and the Architect. c. Test call forwarding and routing for appropriate programming. d. Correct deficiencies until satisfactory results are obtained. 3.09 TESTING, TRAINING, CLOSE OUT AND WARRANTY A. See SECTION 28 4000 ELECTRONIC SECURITY SYSTEMS TESTING, TRAINING, CLOSEOUT & WARRANTY. 3.10 FINAL PROCEDURES A. Post Acceptance Work: 1. The Security Subcontractor shall return to the project site thirty (30) days after Acceptance of the Installation for a two (2) Hour retraining session as part of this contract. 2. Check, inspect and adjust systems, equipment, devices and components specified, programming updates, at the Owner’s convenience, approximately thirty (30) days after Acceptance of the Installation. 3.11 NOTICE OF COMPLETION A. When the performance and acceptance requirements described, including the Final Acceptance Test, have been satisfactorily completed, the General Contractor shall issue a Letter of Completion to Security Subcontractor indicating the date of such completion. B. The Notice of Completion shall be recorded by Security Subcontractor upon receipt of the General Contractor completion letter. This date of record shall be the start of the warranty period.
