Filed Sub-Sub-Bid Requiring a Paragraph “E” LISTING on the FORM FOR SUB-BID required per M.G.L. Chapter 149 Section 44A to 44L, as amended to date. The Electrical Subcontractor shall be responsible for all related building preparation and coordination, see specification for additional Paragraph “E” Listing requirements of the Listed Systems Contractor, and coordination of responsibilities. B. Section 28 0000 “ELECTRONIC SECURITY SYSTEM GENERAL”, Section 28 1000 “ELECTRONIC ACCESS CONTROL SYSTEM”, Section 28 1100 “INTRUSION DETECTION SYSTEM”, Section 28 1200 “INTERCOM AND EMERGENCY PHONE SYSTEM”, Section 28 2000 “ELECTRONIC VIDEO MANAGEMENT SYSTEM”, and Section 28 4000 “ELECTRONIC SECURITY SYSTEMS TESTING, TRAINING, CLOSEOUT AND WARRANTY” shall be a Filed Sub-Sub Bid of Section 26 0000 “ELECTRICAL”, requiring a Paragraph “E” Listing on the FORM FOR SUB-BID. C. The work in this is Section shall be provided by a trained and certified Company (or Security Subcontractor) in the Systems they are providing. D. The Security Subcontractor shall be DCAMM Certified by the state of Massachusetts Division of Capital Asset Management and Maintenance, in the category of: ALARM SYSTEMS, and shall hold a current S-License per the requirements of the Commonwealth of Massachusetts. E. A single Security Subcontractor shall be responsible for the DIV28 contract in its entirety as included in these contract documents. 1.02 RELATED DOCUMENTS A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section. 1.03 SUMMARY A. Section Information regarding the testing and close out process as well as the Warranty required for Sections 28 0000 “ELECTRONIC SECURITY SYSTEMS GENERAL”, 28 1000 “ELECTRONIC ACCESS CONTROLSYSTEM”, 28 1100” INTRUSION DETECTION”, 28 1200 “INTERCOM AND EMERGENCY PHONE SYSTEMS “, and 28 2000 “ELECTRONIC VIDEO MANAGEMENT SYSTEMS”. B. Warranty for systems provide for in these contract documents shall meet the requirements as included herein. All Server and Archiver Hardware warranties to be five (5) year hot swappable Warranties, and all Hardware to include iCRAC9 OR EQUAL for monitoring. The Owner may elect to keep their hard drives should the server or archiver need to be taken from the site for service. PART 2 - PRODUCTS (Not Used) PART 3 - EXECUTION 3.01 COMMISSIONING AND TESTING A. The Security Subcontractor shall work the projects commissioning agent to commission all Electronic Security Systems and functions. B. Prior to scheduling a full testing of the entire system, the Security Subcontractor shall perform their own independent preliminary testing, acceptance testing, burn in testing and commissioning with the Owners assigned Commissioning Agent. C. The Security Subcontractor shall also ensure: 1. Proper powering of all devices 2. Proper application of end of line resistors as required 3. Proper grounding 4. Safe and proper operation of all equipment without surge of circuitry 5. Integrity of all signaling 6. Proper dressing of all wire and cable in the field, head end and racks 7. Proper labeling and identification of all wiring, cabling and ports. 8. Proper operation of devices and systems as per the contract documents. 9. Proper programming for outside Alarming of the Intrusion Detection System and appropriate Call List information. 10. Proper programming of Emergency Phones to Owner directed call lists and routing 11. Verify all programming, IP nomenclature and addressing with the Owners IT Department. D. Perform a preliminary test to determine of the full system is ready for full final Acceptance Testing. E. The Security Subcontractor shall perform tests in the presence of the Owners and Architects Representative, a complete test of all required functions as provided in these contract documents. F. The Security Subcontractor shall demonstrate to the Owner, the Architect and their representation that the electrical equipment is function, properly grounded, operational, meets all local and national Code standards, and has been provided and installed to the manufacturers specifications for the appropriate system. 1. Test Standby power and connections to UPS and Generators 2. Test independent systems function without power. 3. Test loss of power alarms and notifications 4. Test reboot of systems 5. Test communications loss with server reporting G. Test Access Control Systems functions: 1. Doors with position switches only for hold open 2. Doors with bad card reads 3. Doors for forced open communications 4. Verify conditions and function for School Incidents- Lockdown, evacuation, Shelter in Place, verify Blue Beacon function. 13. Verify any Incident Codes if needed on System keypad readers. 14. Verify integrations with all Security Systems 15. Verify programming before, during and after school, and holiday function H. Test Intrusion Detection System and Panic/Duress System 1. Intrusion Detection System a. Verify motion detectors and sensors are powered and function. b. Verify third party monitoring company is receiving the correct location information of devices. c. Verify zones and programming d. Verify schedules programmed into the system. e. Verify special codes f. Verify phone line and dial out to third party monitoring company function 2. Panic/Duress System a. Verify panic/duress button function. b. Verify Special School Incident Functions like Lockdown, Shelter-in-place and Evacuation c. Verify all locations for Panic/Duress notification delivery d. Verify all messaging for incident response I. Test Intercom/Video Intercom System 1. Verify Master and door station relationships and backup. 2. Verify all audio and video function. 3. Verify call rollover function and list. 4. Verify proper door release. 5. Verify recording module function with Video Intercom being recorded by Video Management System. J. Test Emergency Phone System 1. Verify AED function and tamper 2. Verify Camera function on AED engagement 3. Verify Call Box function and roll over calling 4. Verify 2-way communication function. K. Test Video Management System functions: 1. Live Video Viewing a. Verify each camera is in focus and viewing the intended area b. Verify each camera may be viewed locally and remotely concurrently c. Verify each camera that has a triggered event, is functioning properly. 2. Recorded Video Viewing a. Verify viewing of recorded camera images at all workstations and remote locations b. Verify video programming and recording in accordance with specified requirements in Section 28 2000. c. Verify that Hardware shall meet recording and storage requirements 3. Verify camera resolution, compression rates, frames per second, number of days, recording percentage and type of camera. 3.02 ADJUSTMENTS A. After successfully completing the testing required, the Security Subcontractor shall make any adjustments required to bring the system to the functional level of the contract documents, and the Owners satisfactory level of function. Any information that changes is required to be documented on as-built documentation. B. After the Systems have been functioning for a minimum of 30 days, the Security Subcontractor shall return to the project to make final adjustments as directed by the Owner. 3.03 TRAINING A. All training for installed equipment shall be on-site training utilizing the actual systems equipment. 1. The Security Subcontractor shall provide CERTIFIED personnel, trained on the installed systems and familiar with their current configuration shall present, review and describe equipment and materials to the Owner's operations personnel. 2. The Security Subcontractor shall fully demonstrate the operation and maintenance of the systems, equipment and devices specified herein. 3. Training shall comprise two separate levels of training; a. User Group upon substantial completion of the project 1) User group training shall include a site/building walk through indicating locations of equipment and their usage 2) User group training shall include the operation of workstation capability of system monitoring, command override and report generation. b. Maintenance Group upon completion of the project prior to close out 1) Maintenance group training shall include a site/building walk through indicating locations of equipment and their usage 2) Review of as-build documentation at each controller location 3) Trouble shooting techniques in hardware and software 2. The training shall cover the overall system, each individual system, each subsystem, and each component. The training shall also cover procedures for database management, normal operations, school incident response modes, and failure modes with response procedures for each failure. 3. Each procedural item must be applied to each equipment level. 4. The Security Subcontractor shall provide at least four (4) hours of on-site training on each system for each group of designated representatives of the Owner at a location and time convenient to the Owner. 3.04 WARRANTY A. The Security Subcontractor shall furnish and guarantee maintenance, repair and inspection service for the system using factory trained authorized representatives of the manufacturer of the equipment for a period of one year after final acceptance of the installation. Substantial completion does not constitute Final Acceptance. B. Third Party Device warranties are to be transferred to the Owner upon project completion. Examples may include but not be limited to; servers, cameras, video recorders, card readers, and computers. The Security Subcontractor shall repair any system malfunction or installation deficiency discovered by the Owner or their representatives during the burn in and warranty period. D. The Security Subcontractor shall correct any installation deficiencies found against the contract drawings and specifications discovered by the Owner or their representatives during the warranty period. E. The warranty shall cover equipment and software related to this contract, and shall provide for the following parts and services, without additional cost to the Owner: 1. Regular Service, Emergency Service, and Call-Back Service 2. All Labor and Repairs 3. All Materials and Equipment B. Response Time: Response time for service calls. 1. Emergency service calls where system is not responding to staff directed commands through the servers shall be within 24 hours to the project site. 2. Emergency service calls where major malfunction occurs onsite or remote within 2 hours. 3. Normal service calls for device malfunctions shall be within 48 hours during normal working hours to the site. C. Repair Time: Security Subcontractor shall stock parts in sufficient quantities such that standard repair or replacement shall be guaranteed within 48-hours. Temporary replacements within this time period shall be acceptable, provided temporary replacements do not compromise system functionality, and provided permanent replacement is achieved within 72 hours. D. Commencement: The warranty begins at the time of issuance of the statement of "Final Acceptance of the Installation" by the Owner. Substantial Completion DOES NOT constitute beginning of warranty period. E. A copy of this Warranty shall be delivered to the Owner or the Owner's representative as part of the Final Submittals. F. Sub-Contracting: Warranty service work MAY NOT be sub-contracted except with explicit permission and approval by the Owner. 3.05 CLOSEOUT AND DOCUMENTATION A. The Security Subcontractor shall provide to the Owner all required Closeout Documentation in Hard Copy as well as electronic as described in the contract documents. B. The Security Subcontractor shall provide to the Owner any and all CD’s, Disks or the like containing software or license key information that the Owner has purchased under this contract. This license information shall be by device, reader, camera, server, switch or user function. C. Operation and Maintenance Manuals 1. The Contractor shall submit the following labeled as the "Operating and Maintenance Manual" within thirty (30) days after Project Acceptance: a. In the latest AutoCAD format, not copy of the Engineers contract documents, submit a copy of revised drawings as submitted in the "Shop and Field" and "Equipment Wiring Diagrams". Submittals showing actual device locations, conduit routing, wiring and relationships as they were constructed. Include any field changes. Include Owner designated nomenclature showing as-built wire designations and colors. Drawings shall include room numbers coinciding with Owner space planning numbering. Floorplan images are unacceptable. b. Submit two (2) hard copies of each of the following materials in bound manuals, or electronic PDF copies on CD/DVD discs, with labeled dividers: 1) A final BOM of installed materials for each system. 2) Equipment Instruction Manuals with complete, project specific instructions for the operation of devices and equipment provided under these contract documents. 3) Specification sheets, brochures, Operation Manuals and service sheets published by the manufacturers of the components, devices and equipment provided. Specific component that the sheet applies to will be highlighted. D. As-built Documentation 1. As built documentation shall include all incorporated changes in project. 2. Security System Vendor/Integrator shall provide a final complimentary provisioning matrix of all components installed on the project. 3. As built documentation SHALL NOT include any user names or passwords for any systems or system components. E. Warranties 1. Provide an executed copy of the Warranty Agreement and copies of all manufacturers’ Warranty Registration papers as described herein. 2. All warranties to be in the name of the Owner, not the Security Integrator/Vendor. 3. The Security Vendor shall provide to the owner all MANUFACTURERS customer service contact information with all system identifier numbers. 4. Server Hardware Warranty to include 5-year HOT SWAPABLE Hard drive Warranty. 5. The Owner may elect to contact any manufacturers to verify systems components, programming, software, hardware or function. END OF SECTION 28 4000
