' Signed ': , , I __ Date: l t 2ry ApplicandOwneriAgent) Carriage House Observations On July 30, at the invitation of the property owners at 500 route 6A, I inspected the carriage house on the property. My findings and recommendations based on those findings are detailed below. • Predates 1860; most likely 1St quarter 19th century. • Saw marks on the timbers are "gang saw" or "sash saw", both of which were water powered (evidenced by vertical blade incisions on the timbers.) • Mortice and tenon construction, includes very unusual heavy floor joist construction at the second floor level. • Roof system includes heavy timbered rafters, lacking a ridge beam, indicative of an earlier period. • Unusual down cross braces, as opposed to up cross braces. • Doors are board and batten construction, fastened with clinched, forged nails, and hung with forged strap hinges. • Windows are through mortice and tenon construction. • Second floor is accessed by a full dado, mortice and tenon construction stairwell system. • First floor has floorboards, not typical of a carriage house, normally just a dirt floor. • First and second floor floorboards are extremely wide, typical of the period. • Exterior demonstrates a beautiful Greek-revival boxed cornice system with full returns. • The cornice systems also includes beautifully detailed, decorative, Italianate false brackets. • The complete boxed cornice system is rare. • The front of the building includes double carriage house doors that are assembled with rollers that slide on a wrought rail system. • Typically carriage house doors are mounted on the exterior. This structure demonstrates a rare detail where the doors slide on the interior. • The exterior includes original clapboard siding (a high style detail) as opposed to typical wooden shingles. This carriage house demonstrates a high level of detail, not normally seen in this type of structure. The structure exhibits structural loss at two of the roof rafters and several interior vertical supporting posts. This has caused the structure to sag. The repairs needed to stabilize the structure include: raising the structure, repairing the failed vertical posts, replacing the two deteriorated rafters and sheathing boards, most likely, though not known, replacing the sills, lowering the entire structure onto a new foundation. These noted repairs could easily be performed by a contractor experienced in restoring timber frame structures. This structure is an important historic building. It should be saved. If there is no resolution to the current owner restoring it onsite, hopefully the structure could be moved to a new location to an owner willing to restore it. Frederick H. His goal is to demonstrate that careful, thoughtful, conservative preservation and restoration, respecting the original sanctity of a building, can have a positive impact on a city, a community, a congregation, or a private individual. Mr. Ecker strives to work with and educate all parties, public and private, about the value of our architectural heritage and our role as its stewards. Past and current projects include such well-known historic structures as The White House (Washington, DC),Mount Vernon(Mount Vernon, VA),the Green-Meldrim House (Savannah, GA), the Edith Wharton Estate (Lenox, MA), The Octagon Museum (Washington,D.C.),and Monticello(Charlottesville, VA).* In 1989,Mr.Ecker founded his own restoration company,well-known from 1996-2015 as Tidewater Preservation, Inc. Under his leadership,TPI specialized in the restoration and preservation of 18th and 19th century structures, including house museums,religious structures,and historical public and private residences.The great majority of these properties are designated as National Historic Landmarks or are listed on the National Register of Historic Places, including a UNESCO site. Mr. Ecker is recognized nationally as one of the top preservation consultants in the U.S.,particularly on the East Coast. His philosophy and approach to the conservation of historic building fabric is unique in that all work is performed to the highest standards of preservation and conservation practice, utilizing the best possible workmanship and state-of-the-art technology.He is involved in all aspects of projects on a daily basis,and is often on-site working personally on specific restoration/conservation-sensitive problems. In addition, Mr. Ecker specializes in Historic Architectural Forensics. Mr.Ecker began his preservation career in his early 20s in the antique business,restoring,conserving and selling 18th and 19th century American furniture and decorative arts at The Old Ice House Antiques, a store and conservation/restoration studio that he founded and operated in Tappahanock, Virginia. As a Restoration Specialist for the Association for the Preservation of Virginia Antiquities (now Preservation Virginia), he was able to work with colleagues and specialists to develop new and exceptional techniques (within appropriate guidelines and standards)for challenging restoration projects because of the number and wide variety of buildings under APVA's care. Mr. Ecker has successfully continued this collaborative approach throughout his career, resulting in award-winning projects and national recognition in the field. Mr. Ecker received an Associates Degree in Business Administration from Rappahanock Community College, and later pursued a Bachelor of Arts in Historic Preservation at Mary Washington University, one of the earliest universities to establish an historic preservation program in the United States. He also studied under one of the original authors of the Secretary's Standards for Historic Preservation, and has regularly been a guest speaker at historic preservation industry conferences. Mr. Ecker is a private consultant working with historic properties, museums, and individuals nationwide, specializing in historic architectural forensics. Some of his current clients include: Landmark Preservation,LLC (Savannah,GA),Orleans Historical Society(Orleans,MA),and Daughters of the American Revolution(Georgia).
