He is OK with an RDA for either option but the preference is for an engineer’s plan to show the changes. The extension landward would require an engineer’s plan so both could be included in the same plan. Thanks Kelly From: Mark Burgess \[mailto:shorefrontconsulting@gmail.com\] Sent: Thursday, January 30, 2020 4:10 PM To: Grant, Kelly <KGrant@yarmouth.ma.us> Subject: Re: question for 200 Blue Rock Road dock modification Thanks, Kelly. Let me know what Rick says. If we can do a sketch plan from the stamped record plan, then I'm sure all he'll do is the outer pile work. I can put updated info on a sketch plan (as you have seen); it's just all done by me and without a formal instrument survey. After we hear back from Rick, we'll know. Thanks. Having an updated engineers plan on file for the dock is ideal but I have asked the chairman if he will accept a filing without one. I will let you know what he says. Extending the dock landward would require a filing as it looks like work within the BVW? Call the sender to verify if unsure. Otherwise delete this email. Hi Kelly; As per my voice mail, attached are some pictures of Mr. Uppendahl's dock. I also attached the recorded order and license for your records (the order is recorded against a different certificate, and the license isn't in the town records. As you can see, the outer platform is now too low for the latest tides. What I am recommending him to do is remove the outer lower section of the dock and landing, and then replace the piles with longer piles and raise that section to equal the beginning of the dock. The only work in the water is to replace, or sleeve the 4 support piles; everything else is above the water. This doesn't change his license at all, or at the most it's a "minor project modification", where I send a letter to DEP waterways and they file it. Now, he has two options; he can replace the existing piles, or add to them. Replacing them means removing the existing and putting longer piles right back in the same holes; no disturbance. If we add to them, I would slide fiberglass piles over the existing timber ones, and bolt them together. So, two questions; Is there a way to do this administratively, using the existing permit plan and license as the record plan. Or, can it be done administratively if we just slide the fiberglass piles over the timber ones; the extra cost of the fiberglass piles will be absorbed in the savings of a survey, plan, and NOI filing. All the other work is "above" or over the resource area, not "in" it. 2 second question; it appears that the site has eroded to the point where the steps are the only thing landward of MHW; I'd like to proposed taking out the steps and extending the dock landward so there's 5 feet of clearance under the stringers, and eliminate the stairs. What would be needed to do that, if he wanted to? The major goal is simply to raise the platform out of the water, if there's any way that can be done administratively, then that's all he'll do. Please advise, Thank you. -- Mark Burgess Shorefront Consulting "If You Want A Dock, We Have To Talk" "Engineers get to work when others say it can’t be done….." 290 Center Street, Dennis Port, MA 02639 Phone: 508-280-8046 Email: shorefrontconsulting@gmail.com Web: www.shorefrontconsulting.com Facebook: Shorefront Consulting I build my business on referrals.
