Hi Guys,
Please find attached the Application for the DRC virtual meeting scheduled for Tuesday April 20, 2021 at 4 PM. This
information can also be found on the Town website at:

You should have received an invitation today from Yarmouth Community Development for this meeting.
The Applicant is proposing to construct three (3) carports for canopy‐mounted solar panels at an existing
commercial facility, one over a portion of the front parking lot and two over a portion of the rear parking lot.
Planner Comments for Consideration by the DRC: Please note that Design Review is advisory for this project.
1. Front Parking Canopies: When the 16 parking spaces in the front were constructed in 2016 as an extension
of the existing lot (approved via a prior decision), three in‐lot trees were required/proposed. There are
currently no trees planted in the three planter islands in the eastern section of this front parking lot. The
drainage was also constructed further west than originally designed and is partially under the front planting
island which only has bushes. The solar canopy as proposed would be located over two planting
islands. Would recommend that solar canopies not be located in the front of the building and the three
required trees be planted. If constructed, the canopy layout should be modified so that none of the
canopies are located over or in close proximity to planting islands to allow for adequate growth and sunlight
to the trees and other vegetation.
2. Rear Parking Solar Canopies: Locating the canopies over the rear parking makes more sense and will not
have a visual impact along a public way. There appear to be missing in‐lot trees and planter islands when
comparing the submitted plan with the attached Site Plan submitted as part of the Exemption given from
the Cape Cod Commission. Specifically, the planting island and two trees located at the eastern end of the
parking in the rear are missing and there appears to be at least three other in‐lot trees which have been lost
over time (based on Google Earth history it looks like sometime in 2017/2018). The planter island with two
trees and the other in‐lot trees need to be replaced. As noted above, the canopy layouts should be modified
so none are located over or in close proximity to planting islands to allow for adequate growth and sunlight
to the trees and other vegetation.
I am not going to mail the packets unless requested. Sara, Dick and Charlie have indicated they can attend the
meeting. I have not heard from Chris or Jack.

Hi Guys,
It looks like we have the materials necessary to also review Captain Parkers Restaurant at the April 28th DRC
meeting. Please find attached a revised Agenda which includes both 261 White’s Path and 668 Route 28, along with
the submittal materials for Captain Parkers. The Applicant is proposing to enclose a portion of the outdoor seating
area on the east side of the building, add bathrooms in the rear of the existing restaurant, and expand the takeout
area on the west side of the building. Please note that the proposed patio shown on the west side of the building is
not currently being proposed.
The architecture appears to blend in nicely with the remainder of the building. No in‐lot or buffer trees are
proposed as part of the improvements, but as can be seen on the attached Septic Engineered Plans, much of the
parking and buffer areas are impacted by the septic systems. It may be possible to remove some of the triangle
sections of the parking and add some plantings, but no trees or large shrubs so as not to damage the septic
system. This would reduce the % impervious which is exceeding the 70% allowed with the proposed improvements.
